AP Public Service Commission is inviting the Departmental Tests applications from the candidates for November, 2014 Session Examinations through ON-LINE only on payment of Rs.50/- for each Test.  Application Form, Time-Table and other full details are available in the Commission’s

I Step: - The Candidate has to logon to the WEBSITE ( and enter his/her necessary details like Name, Father’s Name, Date of Birth, and papers to be applied

II Step:-Immediately on entering the above details the Applicant will get   Challan Form to pay the Fee at State Bank of India /AP Online centers.

III Step: -The Applicant should pay the prescribed Fee in any one of the State Bank of India /A.P Online centers and obtain Fee paid challan with Journal Number in the first instance.

IV Step:-On the next working day after payment of Fee the Applicant should again
visit WEBSITE and enter the Journal Number details to get the format of Application. The applicant has to invariably fill all the columns in the Application and should submit ON-LINE.

V Step: - Those candidates who need assistance of Scribe are requested to apply for the same directly to the Commission on or before 10/03/2015. They should mention the Application ID Number and enclose Copy of the
Medical Certificate along with a representation.

VI Step: - The duration of all tests shall be two (2) hours (except few tests)

VII Step: - Candidates who are writing the examination in objective Type are advised to hand over the original OMR sheet to the invigilator and can take carbonless OMR sheet copy along with them.

The Right of Children to Free and Compulsory Education, Act was
enacted by the Government of India. As per the Rule 29 (h) of Right of Children to Free and Compulsory Education, Act, 2009, Comprehensive and Continuous
Evaluation (CCE) of Child's understanding of knowledge and his or her ability to apply the same. The Govt, of A.P. has been implementing CCE since (2) years in the entire Primary, U.P. High Schools. Further, according to implementation of RTE Act, 2009 and Rules, 2010 preparing the single set of question paper for all the schools is against the provisions of RTE, Act. As per clause of section 30(1)of Right of Children to Free and Compulsory Education Act, 2009, no child shall
be required to pass any Board examination till completion of elementary education i.e. upto 8th Class.

2. In the G.O. 2nd cited, among other things, Government specified, the responsibilities of D.C.E.B, at provision (1) (P) as follows.

               D.C.E.B. shall take-up the responsibility of preparing questionpapers
               for classes IX and X (except public exam paper) and also sending them
               to schools.

3. However, subsequently in the G.O 3rd cited, while keeping the orders
issued in G.O. Ms. No. 17, School Education (PE.Prog.ll) Department, dated: 14.05.2014 in abeyance, an Expert comittee has been constituted to study
and hold extensive consultation on the reforms for Class IX and X already proposed in the G.O. 2nd cited and to make necessary recommendations /suggestions / modifications required to the reforms so as to consider its implementation from the academic year 2015-16 onwards. The Expert Committee shall also prepare an action plan of preparatory works required such as Teacher Trainings etc. The report of the expert committee is still awaited.

4. It came to the notice of the Government that collective experience, expertise and skills to organise and conduct summative testing on expected lines to build quality standards in testing evaluation and reporting in districts are to be maintained effectively through the District Common Examination Boards. Hence after careful examination of the matter, Government hereby accord permission to the Commissioner & Director of School Education, A.P., Hyderabad, to constitute the District Common Examination Boards to take up the responsibility of preparing question papers for classes IX and X (except public examination
papers) and also sending them to school till finalisation of the report to be submitted by the Expert Committee constituted in the G.O. 3rd read above with
regard to implementation of examination reforms.

1. In the reference read above, the C&DMA, A.P., Hyderabad has submitted that proposals for permission to notify 1252 vacancies of Teacher posts in the Category of School Assistants / Language Pandits (Gr.II) / Physical Education Teachers / Secondary Grade Teachers, for direct recruitment in DSC 2014.   She has informed that the schedule for conducting DSC 2014 to fill up vacancies is being issued separately and requires some time for its completion.   Therefore, the C&DMA, A.P., Hyderabad have requested the Government to accord permission to engage Academic Instructors who have the requisite qualification D.Ed. / B.Ed. for SGTs and School Assistants as the case may be on a consolidated monthly remuneration of Rs. 5000/- per month in Primary Schools and Rs. 7000/- in High Schools or hourly basis initially for a period of three months only, in the academic interest of the students.

2. In  the  circumstances  stated  by  the  Commissioner  &  Director  of  Municipal Administration, AP, Hyderabad, Government after careful examination, hereby permit the C&DMA, A.P., Hyderabad to engage Academic Instructors initially for three months against the regular vacancies of School Assistants / Language Pandits (Gr.II) / Physical Education Teachers / Secondary Grade Teachers, total 1252 posts on remuneration of Rs. 5000/- per month for Primary Schools; Rs. 7000/- per month for High Schools in the Municipalities / Municipal Corporations and other Urban Local Bodies.

3. The C&DMA, A.P., Hyderabad are requested to constitute a Committee consisting of the following officers.
School Level:
1. Municipal Commissioner                       - Chairman
2. Head Master of Cluster School of the area    - Member
3. Head Master of School concerned              - Member Convener

4. The Committee shall follow the guidelines while engaging the Academic Instructors in the Urban Local Bodies.

(i) To engage the Academic Instructors on contract basis having B.Ed / D.Ed qualifications;
School Assistants          - B.Ed
Secondary Grade Teachers   - D.Ed
(ii) If the qualified persons are not available, then they may be chosen from among  the  General  Academic  Qualification  of  Bachelor  Degree  with concerned subject as one of their optional object in respect of School Assistants; and any Bachelor Degree for Secondary Grade Teachers.
(iii) The candidates shall be chosen within the native ULB.   If the qualified persons are not available in the ULB, then they may be chosen within the Mandal and the qualified person are still not available in the Mandal then may be chosen from Division as Unit.
(iv) Each selected candidate should enter on contract agreement and these posts are purely temporary and remuneration is on honorarium basis.
(v) The Academic Instructors shall be appointed initially for a period of 3 months only.
(vi) Retired Government / Panchayat Raj /Municipal Teachers with qualifications & good health may also be considered.

5. The Commissioner & Director of Municipal Administration, A.P., Hyderabad is requested to meet the expenditure of the above Academic Instructors towards their remuneration from the general funds of the Urban Local Bodies concerned.   She is also requested to obtain and utilize the funds under Sarva Siksha Abhiyan Scheme which meant for Municipal Schools also under Government of India guidelines.

6. The Commissioner & Director of Municipal Administration, A.P., Hyderabad is requested take necessary action to engage 1252 Academic Instructors duly following the above  guidelines,  without  giving  scope  for  any  legal  problems. The  Municipal Commissioner may engage Academic Instructors beyond this number if any vacancies arrive due to retirements or long leave by incumbent teachers duly following the above procedure.

7. The Commissioner & Director of Municipal Administration, A.P., Hyderabad is also requested to furnish compliance report to Government at the earliest.

The attention of the all District Educational Officers in the state are invited to the references cited, and further informed that , as per the School Academic Calendar 2014-15 pertaining to High Schools the prefinal annual examinations for class IX and X students are to be conducted from 14-02-2015 to 25-02-2015.

In view of the cancellation of DCEB. the DEOs are instructed to take action for preparation of Question paper for Class IX and X (prefinal and final) at the School level as per instructions issued in C.S.E.Procs.Rc. No. 118/A&I /14, dt: 20-10-2014.

Further instructions were issued that the Government schools will set question paper by themselves and will continue to collect Rs.15/- per student in respect of IX & X class as it is practical earlier in SPD.SSA Rc.No.27/SSA/A3/14, dt.26-10-14.

In view of the above it is submitted that the instructions issued by the commissioner in C.S.E RC.NO.118/A&I/2014, Dt:20-10-2014, SPD, SSA Rc.No.27/SSA/A3/14,dt.26-10-14 are clear and self explanatory.

A copy of the Government memo is communicated herewith to all the RJDSEs/DEOs/DyEOs/DyIOs and MEOs in the State, wherein Government have issued orders to inspect and visit the schools under their jurisdiction frequently and plan for the night halt (BADIBASA) in the School premises OR in the Village for ensuring the teacher / student participation in all the activities and for the development of the institution.

Therefore, all the RJDSEs/DEOs/DyEOs/DylOs and MEOs in the State are instructed to plan and visit the schools frequently and plan for night halt (BADIBASA) by participating in the activities as follows:
(a) Class room observation / Teaching / Demonstration.
(b) Follow up on lesson plans.
(c) Random analysis of implementation of the Continuous Comprehensive Evaluation(CCE)
(d) Availability of teachers / infrastructure
(e) Participation in Mid-Day meal programme during lunch hour.

6.30 p.m. to 7.30 p.m : Interaction with the parents and elders philanthropists of the village
for development of school infrastructure and academic improvements

The Principals/Headmasters of Secondary Schools in the district are informed that in certain colleges/Schools the ssc public Examinations results are poor in the past few years. In ordered to ensure quality of Education to improve standards and the Academic performance of the students achievement of better results in SSC Public Examinations, March-2015,the following steps has to be taken up by the Principals/Headmaster concerned.

1. Conduct special classes in the morning and evening daily, giving more weightage to the difficult concepts.
2. Complete the syllabus in each subject. as per School Academic Calender- 2014
3. Arrange for demonstration on the concepts in physical science and Biological science practical for more conceptual clarity to the student
4. Provide additional study material to the students.
5. conduct monthly meetings With the parents of X class students starting from the month of December 2014 to review the progress of each student in all subjects. Request the parents to ensure for regular attendance of the students and providing for study at home. The parents whose children are
toppers should be requested to talk and share their experiences with other
6. Start thorough revision in each subject after completion of syllabus.
7. See that any teacher should not discourage any students for poor performance, instead encourage the students and built up confidence.
8. After analyzing the results of unit test/terminal exams identify the week children in each subject and take steps to improve their performance.
9. All subject teachers should adopt weak children of their subject for improving performance in their subject duly paying special attention.
10. Conduct daily slip /review test after giving sufficient study time to students on daily basis under supervision of subject teachers
11. After conducting the test. arrange to evaluate the answer script immediately and bring the correction/mistakes, if any to the notice of the students. Without valuating the answer scripts of the previous test,the teachers should not conduct one more test. The Headmaster has to supervise all teachers and periods in this aspect.
12. All subject Teachers shall make the X class students to practice the model question papers of each subject.
13. The headmaster should conduct weekly subject review meeting with X class subject teachers to review the performance of students in each subject.The Headmaster should personally interact with students on their performance at least once in a week.
14. All subject teachers should maintain progress reports of their subject.
15. Head master to arrange inspiring/motivating talks by the toppers of previous batches of X class from the school.
16. Conduct oath taking daily by X class students every day in their class room.
17. Headmaster has to act as team leader. There is no target.The only target is that every child should pass the X class exam.
18. Children may face stress during preparation period and exams. One of the teachers who have motivational capacities may be designated as X class children councilor. He/She should be able to interact with children and give personal counseling as an when required.

All the Principal/Headmasters are requested to bestow their special attention to this item of work and ensure better and qualitative results in the ensuing SSC Public Examination. March-2015 and make the district top in the state.

Way to Calculate HRA Exemption for Salaried Employees During FY 2014-15 and AY 2015-16

Conditions to Claim HRA Exemption 

House Rent Allowance is normally called HRA by the assesee. The HRA means House Rent Allowance received by you from employer in respect of residential accommodation occupied by you. So in simple words the employer will pay you the rent which you are paying for your rented accommodation.

* You should stay in rented accommodation.
* You should pay rent to the owner regularly.
* The accommodation or premises are not owned by you or any of your family member.
* You should produce all the rent receipts in proof of actual payment.
* If you are getting HRA up to Rs.3000 per month, then you are not required to produce the rent receipt.

Calculation of HRA

You are entitle to get exemption of the least of the following:

1. Actual house rent allowance received
2. Rent paid in excess of 1/10 of salary,(Salary=Basic+D.A)
3. choose one of these:
    a. If you are residing in Bombay, Calcutta, Delhi or Madras, then 1/2 or 50% of your Annual (Basic+D.A) Salary.
    b. If you are residing in any other place; 2/5 ie 40% of your Annual (Basic+D.A) Salary
4. If your Location of Residence is changed during the year you have to calculate the above calculation on monthly basis.

Now You may Claim the least of 1,2,3 of above as HRA Exemption.

O R D E R :-
1. In the G.O. 1st read above, orders were issued to recover the contributions towards Employees Health Scheme from the Salary/Pension of Employees/Pensioners of November, 2014 payable on 1st December, 2014 onwards.

2. In the reference 2nd read above, the Accountant General (A&E) A.P. Hyderabad has informed that the State Government is not authorised to open minor head of account, the Government may consider operation of following heads of account and amend the G.O. 1st read above accordingly.

Read the following:
1. G.O.Ms.No.150 HM&FW (I.1) Dept dated 04-12-2014.
2. From the Chief Executive Officer, Aarogyasri Health Care Trust Letter No.1159-2 /P&C /EHS /2014 dt.24-12-2014.
1. In the G.O. first read above orders were issued declaring the Government hospitals mentioned in the annexure appended to the G.O., as ‘notified hospitals’, for providing OP treatment for chronic diseases / yearly health checkup under Employees Health Scheme.

2. In the letter 2nd read above, the Chief Executive Officer, Aarogyasri Health Care Trust has informed that in item ‘C’ of the annexure, which was furnished by him earlier, certain omissions have inadvertently occurred and he has requested to substitute the same with the revised list now enclosed.

3. After careful examination, the following amendment is issued to the G.O. first read above:

In the annexure to G.O.Ms.No.150 HM&FW (I.1) Dept dated 04-12-2014, for Item “C. 
District Hospitals under the control of APVVP”, the following shall be substituted, namely:

Read the following:-
1. Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

1. In the reference read above, the Ministry of Women and Child Development, Government of India, New Delhi while enclosing the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 has stated that, it is mandatory to constitute “Internal Complaints Committees” (ICC) as per Section 4 (1) of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

2. After careful examination of the matter, as per Sub-section (2) of Section (4) of the act, Government hereby constitute a “Internal Complaints Committees” (ICC) to receive complaints on sexual Harassment of Women in WCD & SC Department with the following members.

3. The presiding officer and every member of the Internal Complaints Committee shall hold officer for such a period, not exceeding three years, from the date of their nomination as may be specified by the employer.

4. The member appointed from amongst non governmental organizations or associations shall be paid such fees or allowances for holding the proceedings of the Internal Complaints Committee, by the employer, as prescribed in Rule 3 of the Act. The employer shall be responsible for the payment of allowances referred to in sub- rule(1).

5. The Presiding Officer or any Member of the Internal Committee shall be removed from the committee when:
(a) contravenes the provisions of section 16; or
(b) has been convicted for an offence or an inquiry into an offence under any law for the time being in force is pending against him; or
(c) has been found guilty in any disciplinary proceedings or a disciplinary proceeding is pending against him; or
(d) has so abused his position as to render his continuance in office prejudicial to the public interest.
The vacancy so created or any casual vacancy shall be filled by fresh nomination in accordance with the provisions of this section.

6. The Internal Complaints Committee shall act as per the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) act, 2013 and Rules.

సంక్రాంతి అభ్యుధయ కాముకులను కూడా సంప్రదాయం వైపు మళ్ళిస్తుంది. పండుగలు, పర్వాలు వచ్చినప్పుడల్లా అభ్యుదయ కవులు సైతం సంప్రదాయం వైపు మొగ్గుచూపుతారు. అసలు అదే ఈ పండుగల లక్ష్యంగా కనబడుతుంది. సంక్రాంతికి ముందే నెల పెట్టడం అని  ముగ్గులు పెట్టడం, గొబ్బెమ్మలతో  అలంకరించడం నెలరోజులపాటు సాగుతుంది. చివరి రోజున రధం ముగ్గును వేస్తారు. జానపదుల కళలు ఈ సంక్రాంతి  పండుగ ఈ సంక్రాంతి పండుగ సందర్భంగా
బహిర్గతమవడమే కాకుండా ప్రదర్శింపబడతాయి. వీటిలో చెప్పుకోతగ్గది "గంగిరెద్దుల" ఆట. కొన్ని గ్రామాలలో ఐతే
'కోడి పందాల ఆట' కూడా ఆడుతారు.

ఇంకా సంక్రాంతి ప్రత్యేకత శాస్త్రపరంగా చాలా ఉంది.  నక్షత్రాల ఇరువది ఏడు. మళ్ళీ ఒక్కొక్క నక్షత్రానికి  నాలుగు పాదాలు. మొత్తం 108 పాదాలుగా విభజింపబడినాయి. తిరిగి 108 పాదాల్నీ 12 రాశులుగా  విభాగించారు. సూర్యుడు  నెలకొకరాశిలో ప్రవేశిస్తాడు. సూర్యుడు ఏ రాశిలో ప్రవేశిస్తే ఆ రాశి ఆ సంక్రాంతిగా  వ్యవహరింపబడుతుంది. సూర్యుడు మకరరాశిలో ప్రవేశించినప్పుడు ఆ రాశిని 'మకర సంక్రాంతి ' అని అంటారు. హిందువులు అంతా పెద్దల నుండి పిన్నల
వరకు అత్యంత ప్రీతిపాత్రంగా ఆచరించే పండుగలలో "సంక్రాంతి" ప్రముఖస్ధానం సంపాదించుకుంది. ఇది పుష్యమాసంలో సూర్యుడు "మకరరాశిలో" ప్రవేశించిన పుణ్యదినం. ఈ సంక్రాంతిలో "సం" అంటే మిక్కిలి  "క్రాంతి"  అంటే అభ్యుదయం.
మంచి అభ్యుదయాన్ని  ఇచ్చు క్రాంతి  కనుక  దీనిని  "సంక్రాంతి"  గా  పెద్దలు వివరణ  చెబుతూ "మకరం"  అంటే! మొసలి.  ఇది పట్టుకుంటే  వదలదు అని  మనకు తెలుసు.  కాని  మానవుని యొక్క ఆధ్యాత్మిక మార్గానికి  అడుగడుగునా  అడ్డుతగులుతూ, మొక్షమార్గానికి అనర్హుని చేయుటలో  ఇది అందవేసినచేయి! అందువల్ల ఈ "మకర   సంక్రమణం" పుణ్యదినాలలో దీని బారినుండి తప్పించుకునేందుకు ఒకటేమార్గం అది ఎవరికి  వారు యధాశక్తి 'లేదు' అనకుండా  దానధర్మాలు చేయుటయే మంచిదని, శాస్త్రకోవిదులు చెబుతూ ఉంటారు. అలా! కేవలం అప్పుడే కాకుండా! నిత్య జీవనంలో కూడా దాని బారిని పడకుండా చూచుకుంటూ ఉండాలికదా! మరి. ఇక ఈ పండుగల లోని విశిష్టత ఏమిటో తెలుసుకుందాం. తెలుగువారికి అత్యంత ప్రియమైన పండుగలు, వరుసగా మూడు రోజులు వచ్చే పండుగలు ఇవే! ముఖ్యంగా
' సంక్రాంతి' అని పిలుచుకుంటాం. దీనిని పెద్ద పండుగ అని
కూడా అంటారు. పుష్యమాసంలో వచ్చే ఈ
పండుగకు ఇంటికి ధనధాన్య రాశులు చేరతాయి.
పౌష్యలక్ష్మితో కళకళలాడే గృహ ప్రాంగణాలతో,
ఇల్లిల్లూ ఒకకొత్త శోభతో వెలుగుతూ ఉంటుంది. ఇంకా ఈ
పండుగ వస్తుందంటే పిండి వంటలతో ముఖ్యంగా అరిసెలు
, చక్రాలలతో అందరి ఇళ్ళు ఘుమ ఘుమ
లాడుతూ ఉంటాయి.
మొదటి రోజు 'భోగి'. మూల మూలల చెత్తా, పనికిరాని కర్ర
దుంగలూ ఓచోట చేర్చి, భోగి మంటలు వేసి, ఎముకలు కొరికే
చలిని తరిమి కొడతారు. ఇళ్ళలో బొమ్మల కొలువులు,
చిన్న పిల్లలకి భోగి పళ్ళు దిష్టి తీయడం వంటి
ఆచారాలు సంబరాన్ని తెస్తాయి. పంట చేతికొచ్చిన ఆనందలో
ఇళ్ళకు అల్లుళ్ళని, కూతుళ్ళని ఆహ్వానిస్తారు.
రెండో రోజు 'సంక్రాంతి '. సూర్యుడు మకరరాశిలో
ప్రవేశించే శుభదినం. ఈ పండుగకు కొత్తశోభ
తీసుకురావడానికి, వారం, పది రోజుల ముందే
ఇళ్ళకు సున్నాలు, రంగులు వేయడం ఆనవాయితీ.
చనిపోయిన పెద్దలను తలచుకుని మొక్కుతారు.
పిండివంటలు చేస్తారు. నలుగురికీ పంచిపెట్టి, తాము తిని
సంబరంగా గడుపుతారు.
మూడో రోజు ' కనుమ'. దీన్నే పశువుల పండుగ అని
అంటారు. తమ చేతికొచ్చిన పంటను తామేకాక, పశువులూ,
పక్షులూ పాలుపంచుకోవాలని పిట్టల
కోసం ధాన్యపు కంకులు ఇంటి గుమ్మాలకు కడతారు.
పల్లెల్లో పశువులే గొప్పసంపద. అవి ఆనందంగా ఉంటే
రైతుకి ఉత్సాహం. పంటల్లో వీటి పాత్ర ఎంతో ఉంది. వాటిని
ప్రేమగా చూసుకొనే రోజుగా కనుమను భావిస్తారు.
గొబ్బెమ్మల పూజ, గంగిరెద్దుల హడావుడి, హరిదాసుల
రాకడ, కోడిపందాలు, ఎడ్లపందాలు, బంతిపూల తోరణాలు,
కొత్త జంటల విహారాలు, ఎంతో ఆహ్లదకరంగా కనిపిస్తాయి.
ఇంతటి విశిష్టమైన పండుగ వింతశోభలు తిలకించాలి అంటే
గ్రామసీమలే పట్టుగొమ్మలు. ప్రతి ఇల్లు నూతనంగా
ముత్యాల ముగ్గులతో పచ్చని తోరణాలతో,
కళకళలాడుతూ! "సంక్రాంతి" లక్ష్మీని
ఆహ్వానిస్తూ ఉంటాయి. ఇక ధనుర్మాసము ప్రారంభమైన
నాటినుండి వివిధ ఆలయాలలోని
అర్చకస్వాములు "సంక్రాంతి" నెలపట్టి సూర్యోదయానికి
పూర్వమే మంగళవాయిద్యాలతో
నదీజలాలను "తీర్ధంబిందులలో" తోడ్కొని వచ్చి
విశేషార్చనలు నిర్వహిస్తారు.
ఇంటిముందు కన్నెపిల్లలు కళ్ళాపులు చల్లుతూ!
ప్రతిరొజు వివిధ రకాల ముగ్గులతో! సప్తవర్ణాల
రంగవల్లికలను తీర్చిదిద్ది "ఇంద్రధనుస్సులను"
ముంగిట చూస్తున్నట్లు భ్రమింపచేస్తారు.
ఇంత చక్కని ఆనందాన్నీ మనకు అందించే "సంక్రాంతి"
పండుగలు మనం జరుపుకుని మహారాణిలావచ్చే ఆ
సంక్రాంతి లక్ష్మీని మన ముంగిటలోనికి
ఆహ్వానం పలుకుదాం.

మండలానికి మూడే స్కూళ్లు! క్లస్టర్ స్కూళ్ల పేరుతో ప్రాథమిక విద్యకు తూట్లు :: Saakshi 22.1.15

* పైలట్ ప్రాజెక్టుగా వైఎస్సార్, చిత్తూరు, విజయనగరం జిల్లాల్లో అమలు
* వచ్చే విద్యా సంవత్సరం నుంచి రాష్ట్రవ్యాప్తంగా..
* తీవ్రంగా వ్యతిరేకిస్తున్న ఉపాధ్యాయ, విద్యార్థి సంఘాలు

ప్రతి గ్రామంలో ప్రభుత్వ పాఠశాల ఉండాలనే విధానానికి స్వస్తిపలికి ప్రతి మండలంలో 3 స్కూళ్లు మాత్రమే నిర్వహించేందుకు ప్రభుత్వం సిద్ధమైంది. గ్రామాల్లో పాఠశాలలను మూసివేసి వాటి స్థానంలో ఒకేచోట క్లస్టర్ స్కూలు ఏర్పాటుకు ప్రణాళిక రూపొందించింది. మండలాన్ని ఒక యూనిట్‌గా తీసుకుని పది కిలోమీటర్ల పరిధిలోని స్కూళ్లన్నింటినీ కలిపి ఒకేచోట పెట్టాలని నిర్ణయించింది. మండలంలో మిగిలిన గ్రామాలకు మధ్యలో ఉండి, విద్యా ప్రమాణాలు బాగున్న స్కూలును ఎంపిక చేసి అన్ని స్కూళ్లను దాన్లో విలీనం చేస్తారు. తొలిదశలో పిల్లల సంఖ్య తక్కువగా ఉన్న స్కూళ్లను.. ఎంపిక చేసిన స్కూలులో విలీనం చేసి దాన్ని క్లస్టర్ స్కూలుగా అభివృద్ధి చేయాలని భావిస్తున్నారు.
క్లస్టర్ స్కూలులో ఒకటి నుంచి పదో తరగతి వరకు పాఠాలు చెబుతూ కనీసం వెయ్యిమంది పిల్లలుండేలా చూడాలని అన్ని జిల్లాల విద్యాశాఖాధికారులు ఆదేశాలు జారీచేశారు. దీన్ని మొదట వైఎస్సార్, చిత్తూరు, విజయనగరం జిల్లాల్లో పైలట్ ప్రాజెక్టుగా అమలుచేసి, వచ్చే విద్యాసంవత్సరం నుంచి రాష్ట్రవ్యాప్తంగా అమలు చేయాలని నిర్ణయించారు.
ద్వారకా తిరుమల మండలంలో రంగం సిద్ధం
పశ్చిమ గోదావరి జిల్లా ద్వారకాతిరుమల మండలం జి.కొత్తపల్లి, పంగిడిగూడెం, ద్వారకాతిరుమలలో మూడు క్లస్టర్ స్కూళ్లు ఏర్పాటు చేయనున్నారు. ఈ మండలంలో 66 ప్రభుత్వ స్కూళ్లున్నాయి. పిల్లల సంఖ్య, దూరాన్ని బట్టి 13 క్లస్టర్ స్కూళ్లు ఏర్పాటు చేయాలని మండల విద్యాశాఖాధికారి ప్రతిపాదనలు పంపినా ప్రభుత్వం మూడు క్లస్టర్ స్కూళ్ల ఏర్పాటుకు మాత్రమే అనుమతి ఇచ్చింది. అన్ని జిల్లాల విద్యాశాఖాధికారులను ఇదే తరహాలో క్లస్టర్ స్కూళ్ల ఏర్పాటుకు ప్రతిపాదనలు పంపాలని పాఠశాల విద్యాశాఖ ఆదేశించింది.
రాష్ట్రంలో 45,663 ప్రభుత్వ పాఠశాలలున్నాయి. వీటిలో 42,77,193 మంది చదువుతున్నారు. మండలానికి మూడు లెక్కన 667 మండలాలకు 2,001 స్కూళ్లను మాత్రమే ఉంచి వాటిని కార్పొరేట్ స్కూళ్ల మాదిరిగా నిర్వహించాలని ప్రభుత్వం భావిస్తోంది. అంటే మిగిలిన 43,662 స్కూళ్లను మూసివేయడానికి ఏర్పాట్లు చేస్తోంది. దీనిపై తీవ్ర వ్యతిరేకత వస్తున్న నేపథ్యంలో అన్ని స్కూళ్లను ఒకేసారి కాకుండా దశల వారీగా ఎత్తేయాలని చూస్తున్నారు. మరీ తీవ్ర వ్యతిరేకత వస్తే ప్రతి మండలంలో ఇంకో రెండు, మూడు క్లస్టర్ స్కూళ్లు ఏర్పాటు చేయాలనే యోచనలో ప్రభుత్వం ఉన్నట్లు తెలిసింది.

క్లస్టర్ స్కూళ్ల విధానాన్ని ఉపాధ్యాయ, విద్యార్థి సంఘాలు తీవ్రంగా వ్యతిరేకిస్తున్నాయి. ప్రతి గ్రామంలోనూ ప్రభుత్వ పాఠశాల అందుబాటులోకి రావడానికి ఎన్నో ఏళ్లు పట్టింది. ఇప్పుడు వాటిని మూసేసి మండలానికి మూడు మాత్రమే పెద్ద స్కూళ్లు పెడితే మారుమూల గ్రామాల పిల్లలు అక్కడికి వెళ్లి చదువుకోవడం ఎలా సాధ్యమో అంతుబట్టని ప్రశ్నగా మారింది. ప్రైవేటు, కార్పొరేట్ స్కూళ్ల కోసం ప్రభుత్వ స్కూళ్లను నిర్వీర్యం చేస్తున్నారని ఉపాధ్యాయ సంఘాలు ఆరోపిస్తున్నాయి.

1. In the reference read above, the Joint Action Committee of Employees, Teachers, Workers and Pensioners of AP, has stated that, the employees, Teachers of all categories and Pensioners residing in Visakhapatnam District were also affected by the cyclone and the properties of employees like houses, vehicles and Agricultural lands were also damaged.   Therefore the Association has requested the Hon’ble C.M to grant one Month Basic Pay as “pay advance” to the employees, Teachers, Workers and Pensioners working in Visakhapatnam District.  There was a convention that Government used to extend the financial support by way of pay advance during such calamities. The Pay advance will be recovered in 10 equal monthly instalments.  

2. Government after careful examination of the matter, hereby order to sanction of  one Month basic pay to the employees Teachers and workers and pensioners working in the Visakhapatnam District. The advance shall be recovered in 10 equal monthly instalments from the monthly salaries of the employees which shall commence from the following month in which the advance is sanctioned. The concession is admissible up to three months from the date of issue of the orders and it will cease to be in existence thereafter. An entry has to be made in the service book of the employee regarding sanction of the advance.

3. The expenditure on payment of advance under this order shall be debited to the Head of Account 7610-Loans to Government Servants etc., 800-Other Advances – SH(80)-Other Advance – 001-Other Advances.

4. The concerned Heads of Departments are requested to take necessary action accordingly.

10th Annual Status of Education Report (ASER 2014) released

The Annual Status of Education Report, ASER 2014 was released in New Delhi today. Thisis the tenth annual report.

ASER is the largest annual household survey of children in rural India that focuses on thestatus of schooling and basic learning. Facilitated by Pratham, in each rural district ASERis conducted by local organizations and institutions. ASER 2014reached 577 districts and16,497 villages, and about 570,000 children in the age group 3-16 were surveyed in justover 340,000 households.

Every year, ASER finds out whether children in rural India go to school, whether they canread simple text and whether they can do basic arithmetic. In 2005, 2007, and everyyear since 2009, ASER has also included a visit to one government school in eachsampled village. Since the implementation of the RTE Act in 2010, school visits in ASERhave included indicators of compliance with those norms and standards specified in theRight to Education Act that are easy to measure. In 2014, ASER visited 15,206government schools across rural India.

The release event was attended by representatives from ASER's key partner organizations.Yamini Aiyar, Director, Accountability Initiative, said about ASER, "knowledge is most powerful when it is not complicated", referring to how citizens of India through their participation in ASER are asking simple questionsabout whetherchildren are learning and are demystifying what is meant by "learning" to communitiesacross the country.Other speakers included Baela Raza Jamil, ITA, ASER Pakistan;SaraRuto from Uwezo, East Africa; Ajay Piramal, Chairman of the Piramal Group; Ruth Levine,development economist and expert in international development, global health andeducation; Dinyar Devitre, Chairman, Pratham USA; Rukmini Banerji, Director, ASERCentre; and Madhav Chavan, Co-founder and Chairman, Pratham Education Foundation.The Annual Status of Education Report was released by ASER partners, and ASER andPratham Board Members. The ASER application, designed for mobiles and tablets on theAndroid platform, was released by Rohini Nilekani. The app enables surveyors to collectsurvey data, test children and record learning outcomes on a digital platform.


2014 is the sixth year in a row that enrolment levels are 96% or higher for the 6-14 agegroup. The proportion of children currently not in school remains at 3.3%.

• India is close to universal enrolment for the age group 6-14, with the percentageof children enrolled in school at 96% or above for six years in a row.

• Nationally, the percentage of children out of school (age group 6-14) remains at3.3%, the same as the figure last year.

• In some states the proportion of girls (age group 11-14) out of school remainsgreater than 8%. These states are Rajasthan (12.1%) and Uttar Pradesh (9.2%)

• Although enrolment levels are very high for the age group covered by the Rightto Education Act (i.e. 6 to 14 years), the proportion of 15 to 16 year olds notenrolled in school is substantial. Nationally, for rural areas, 15.9% of boys and17.3% of girls in this age group are currently out of school.

The proportion of children enrolled in private schools has increased slightly from lastyear.

• In 2014, 30.8% of all 6-14 year old children in rural India are enrolled in privateschools. This number is up slightly from 29% in 2013.

• As in previous years, in each age group, a higher proportion of boys go to privateschools as compared to girls. In 2014, in the age group 7-10 years, 35.6% of boysare enrolled in private schools as compared with 27.7% of girls. For the age groupof 11-14 years, 33.5% of boys are in private schools as compared to 25.9% ofgirls.

• Compared to similar figures in 2013, there has been an increase in private schoolenrolment in almost all states. The only exceptions to this are Gujarat,Maharashtra, Uttarakhand, Nagaland and Kerala.

• Five states in India now have private school enrolment rates in the elementarystage that are greater than 50%. These are Manipur (73.3%), Kerala (62.2%),Haryana (54.2%), Uttar Pradesh (51.7%), and Meghalaya (51.7%).

Reading levels remain low and unchanged.

• Overall, the situation with basic reading continues to be extremely dishearteningin India. In 2014, in Std III, only a fourth of all children can read a Std II textfluently. This number rises to just under half in Std V. Even in Std VIII, close to75% children can read Std II level text (which implies that 25% still cannot).

• Some very small improvements in reading are visible in the last few years. Forexample, the proportion of Std V children who can at least read a Std II level texthas inched upwards from 46.8% in 2012 to 47% in 2013 and to 48.1% in 2014.38.7% of Std III children could read at least a Std I level text in 2012. This numberis slightly higher at 40.2% in 2014.

• In some states, reading levels have improved since last year. For example, in 2014a higher proportion of children in Std V in Himachal Pradesh, Haryana, Bihar,Odisha and Karnataka can at least read Std II level text than was the case lastyear. Tamil Nadu shows major gains in reading over last year for Std V.

• Looking at trends over time, in many states the reading status of children islargely unchanged. However in some states, like Bihar, Assam, Jharkhand,Chhattisgarh, Madhya Pradesh and Maharashtra there are visible declines inreading levels over the last 5-6 years.

Math continues to be a serious and major source of concern.

• The All India (rural) figures for basic arithmetic have remained virtuallyunchanged over the last few years. In 2012, 26.3% of Std III children could do atwo digit subtraction. This number is at 25.3% in 2014. For Std V children, theability to do division has increased slightly from 24.8% in 2012 to 26.1% in 2014.

• There are other trends which are quite worrying. For example, the percentage ofchildren in Std II who still cannot recognize numbers up to 9 has increased overtime, from 11.3% in 2009 to 19.5% in 2014.

• Similarly, the ability to do division among Std VIII students has been droppingsince 2010. The proportion of Std VIII students who could correctly do a threedigit by one digit division problem was 68.3% in 2010. This number has droppedto 44.1% in 2014.

• Few changes are visible since last year (except in Tamil Nadu where there areimprovements). However looking over a five to eight year period, it is clear thatmath levels have declined in almost every state. Karnataka and Andhra Pradeshare the exceptions where the situation has been more or less the same for thepast several years.

Ability to read English is unchanged for lower primary grades.

Assessments of basic English have been carried out in 2007, 2009, 2012 and 2014.

• Children's ability to read English is relatively unchanged in lower primary grades.In 2014, about 25% of children enrolled in Std V could read simple Englishsentences. This number is virtually unchanged since 2009.

• However, a decline is visible in upper primary grades. For example, in 2009,60.2% of children in Std VIII could read simple sentences in English but in 2014,this figure is 46.8%.

• In 2014, of those who can read words (regardless of grade), roughly 60% couldexplain the meanings of the words read. Of those who can read sentences,62.2% in Std V could explain the meaning of the sentences. Depending on theclass, the ability to say the meaning (of words and sentences) was higher inprevious years.

School observations

ASER 2014 visited 15,206 government schools with primary sections. Of these 8,844were primary schools and 6,362 were upper primary schools which also had primarysections.

Teacher and child attendance show no major changes from last year.

• In 2014, ASER data indicates that 71.4% of enrolled children in primary schoolsand 71.1% of enrolled children in upper primary schools were present on the dayof the visit. In 2013, these figures were 70.7% in primary schools and 71.8% inupper primary schools.

• As in previous years, children's attendance varies considerably across thecountry. States like Himachal Pradesh, Punjab, Uttarakhand, Gujarat,Maharashtra, Karnataka, Andhra Pradesh, Kerala and Tamil Nadu haveattendance levels that range from 80 to 90%. But in states like Uttar Pradesh,Bihar, West Bengal, Jharkhand, and Madhya Pradesh, attendance rates are muchlower and range from 50 to 60%.

• Trends over time show that children's attendance both in primary and upperprimary schools was higher in 2009 as compared to 2014. In 2009, attendancewas at 74.3% in primary schools and 77% in upper primary schools.

• Since 2009, there has been a small decrease in the attendance rates of teachers.For primary schools, in 2014, 85% of appointed teachers were present in schoolon the day of the visit as compared to 89.1% in 2009. The 2014 figure for teacherattendance in upper primary schools is 85.8% as against 88.6% in 2009.

The proportion of "small schools" in the government primary school sector continuesto grow.

• Of the government primary schools visited in 2014, over one third are "smallschools" with a total enrolment of 60 children or less.

• In 2009, the percentage of government primary schools visited that were "small"was 26.1%.

For the most part, improvement in school facilities continues.

• The percentage of schools complying with RTE mandated pupil-teacher ratios hasincreased from 45.3% last year to 49.3% in 2014. In 2010, this figure was 38.9%.

• Nationally, as far as office/store, playground, boundary wall and kitchen shed areconcerned, progress is visible from year to year.

• With respect to drinking water provision and availability, drinking water wasavailable in 75.6% of the schools that were visited. In 2010, this figure was 72.7%.In four states (Bihar, Uttar Pradesh, Gujarat and Himachal Pradesh), drinkingwater was availablein more than 85% of schools.

• ASER records whether toilets are available and useable on the day of the visit.Since 2010, there has been significant progress in the availability of useabletoilets. Nationally in 2014, 65.2% of schools visited had toilet facilities that wereuseable. In 2013, this figure was 62.6% and in 2010, it was 47.2%). Theproportion of schools visited where girls' toilets were available and useable hasgone up from 32.9% in 2010 to 53.3% in 2013 to 55.7% in 2014. In four states,more than 75% of schools visited had useable girls' toilets. These states areGujarat, Kerala, Himachal Pradesh and Haryana.

• There is a small increase in the availability of computers in the schools visited.The 2014 figure stands at 19.6%, as compared to 15.8% in 2010. Several statesstand out in this regard. In Gujarat, 81.3% of schools visited had computers; thisnumber was 89.8% in Kerala, 46.3% in Maharashtra and 62.4% in Tamil Nadu.

• The proportion of schools with libraries has increased substantially, from 62.6%in 2010 to 78.1% in 2014. In about 40.7% of schools that were visited, childrenwere seen using library books as compared to 37.9% in 2010.

To mark the 10ththe tenth anniversary of ASER several interesting panel discussions havebeen scheduled in this a day and half event, which is being attended by about 100district level organizations and institutions from across India, who have been ASERpartners over the years. In addition partners from overseas are also in attendance.Inspired by the ASER model, eight countries now conduct similar initiatives. The leadersof these efforts in Pakistan, Kenya, Uganda, Tanzania, Mali, Senegal, Nigeria and Mexicowill share their experiences on the morning of January 14th.

Representations of JAC to the Group of Ministers Regarding PRC 2013

We wish to state that vide reference cited the Hon'ble Minister for Finance hasconvened a meeting with the Employees Associations on Implementation of the 10thPRCat 2:00 P.M. on 13.01.15 in the Chambers of Minister for Finance & Planning, A.P.

In this connection, we have to inform that we have discussed the matter in detail inthe JAC Executive Committee Meeting held on 12.01.2015 at APNGO's Home, Hyderabadand decided to discuss with the Group of Ministers on the following issues.

1) Minimum Pay has to be raised from Rs.13,000/- to Rs.15,000/- and maximum payfrom Rs. 1,10,850/-to 1,37,600/-.
2) The JAC expressed dissatisfaction on the recommendation of 29% Fitment by thePRC. The JAC is of the opinion that 69% is appropriate to the present inflationrates.
3) The PRC has to be implemented w.e.f. 01.07.2013 with all monetary benefits.
4) The services of Contract employees and Full Time Contingent Workers has to beregularised.
5) The HRA payable with in peripheral distance of 8 Kms. has to be enhanced to 15Kms.
6) The maximum Increment rate of 2.33% has to be raised to 2.832%.
7) Gratuity has to be enhanced up to Rs. 15.00 Lakhs instead of Rs. 12.00 Lakhs.
8) Restoration of Commuted portion of Pension paid after 12 years instead of present15 years.
9) District Headquarters, viz., Machilipatnam, Srikakulam & Chittoor have to beallowed HRA @ 20% irrespective of Population.
10) The Bad Climate Allowance for the employees working in Agencies has to berestored.
11) The Pay Scales of Common Categories, i.e., Junior Asst., Senior Asst.,Superintendent has to be raised on par with Secretariat Staff since thequalifications and work nature are one and the same.
12) 180 days Maternity leave to the Contract and Outsourcing employees has to beprovided with Pay and Allowances.
13) All employees who are drawing salary from Government has to be providedsalaries under 010 Head of Account duly bringing under roof by changing system ofGrant-in-Aid etc.
14) The Pay Revision has to be implemented to all State Govt. Employees includingPublic Sector Undertakings and Gurukula Vidyalayas, Co-operative Societies etc.
15) The superannuation age to State Govt, employees has to be extended to all StateGovt. Organisations like Public Sector, Grandhalaya Samsthas, Gurukulas,Societies etc. which were not already enhanced.
16) School Fees reimbursement has to be paid on par with Govt, of India rates.

We, therefore, request the Group of Ministers to discuss with the representatives ofJAC on the above points and issue favourable orders in the matter.

In continuation of this office Proceedings 2nd cited, the Project Officers of SSAin the State are requested to issue necessary instructions to the SMC's of their districts for release of 100%payment to the APCO through online transfer to the APCO accounts after receipt of cloth as per their indent for the year 2014-15 on or before 10.01.2015 without fail. The SMCs should release amount to the stitching agencies after completion of stitching work.

The Project Officers of SSA are requested to report to the APCO authorities regarding technfcal problems arises (fading of colour, shrinking of cloth etc.,) if any duly intimating to this office also for replacement of cloth.

In the reference first read above, Government have accorded permission to the Commissioner of Intermediate Education, AP, Hyderabad for renewal of contract faculty working in Government Junior Colleges in Andhra Pradesh State from 4-6-2014 for the academic year 2014-15 to 31-12-2014 provisionally, subject to the condition that the renewal shall be strictly based on actual requirement and also subject to terms and conditions stipulated in G.O.Ms.No.146 Finance (HR.I) Department, dated 27-6-2014 in addition to the existing terms and conditions.

2. In the reference 2nd read above, the Commissioner of Intermediate Education, AP, Hyderabad has submitted proposal for extension of renewal of
contract faculty up to the last date of the academic year. He further stated that, if the Contract Faculty will not be renewed up to the last date, the Students will suffer due to lack of Faculty. From the month of January, 2015 revision of the Syllabus will be taken up for the benefit of the Students and the continuation of Contract Faculty is dire need for this practice. Therefore, he requested the Government to extend the renewal of Contract Faculty up to last date of academic year 2014-2015 in the interest of the Student Community.

3. In the circumstances stated by the Commissioner of Intermediate Education, AP, Hyderabad and pending issue of general orders by the Finance Department, the Government after careful examination of the matter hereby accord permission to the Commissioner of Intermediate Education, AP, Hyderabad for renewal of Contract Faculty working in Government Junior Colleges in Andhra Pradesh State from 01-01-2015 upto the end of academic year 2014-15, subject to conditions already stipulated in the reference 1st read above.

4. The Commissioner of Intermediate Education, AP, Hyderabad shall take necessary action in the matter accordingly.

5. The orders issues with the concurrence of Finance (HR.I) Department, vide U.O.Note No.7326/260/A3/HR.I/14, dated 01-01-2015.

Accounts Officer, Hyderabad.

O R D E R:
1. In the reference 3rd read above, orders were issued for completion of the submission and passing of arrear bills pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. 02.06.2014 by 31.12.2014.

2. In the reference 4th read above, the Pay and Accounts Officer, Hyderabad has
requested to extend the period stating that many departmental officers are approaching him for submission of such bills pending with them.

3. Government, after careful consideration of the matter, hereby extend the period of submission of bills of arrears and other claims pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. 02.06.2014 up to 10th January 2015 and bills should be passed by 20th January 2015.

4. All departments shall comply with the above orders to clear such claims.
