Order:
The Regional Joint Directors of School Education and District Educational Officers in the State are informed that, in terms of orders issued by the Government of I, ie, Ministry of Exterriai Affairs with regard to the issue of passport to the State Government employees wherein it was ordered for requirement of No Objection Certificate in respect of the Government employees for obtaining the Indian Passport. As per para (3) (a) that "The Government employees / PSU
employees/employees of Municipal Corporations / constitutional bodies, et al, would have an option to subject either existing IC (format modified to include nationality, and is enclosed) or NOC (without certification of Section 6 (2) of Passports Act; format is enclosed). If IC is submitted, passport will be issued without police verification; and if NOC is submitted, passport will be issued on post-police verification basis."

The Regional Joint Directors of School Education and District Educational Officers in the State are further informed that, there are more than two lakh teachers working in 13 Districts of Andhra Pradesh State and the requests for issue of No Objection Certificates for obtaining passports from all the District Educational Officers are coming to the office of the Commissioner of School Education, Andhra Pradesh, Hyderabad. The No Objection Certificate to the teachers for obtaining passport are being issued by the Joint Director of School Education, Verifying the, particulars furnished by the District Educational Officers i.e. application form, declaration, certificates, identity certificate, Annexure-B, No allegation, No charges/criminal cases, No dues, No vigilance cases etc. duly verifying the purpose of visit etc.

The Regional Joint Director of School Education is the appointing authority for the post of Gazetted HM Gr II and Mandal Educational Officers, the District Educational Officer is the appointing authority for the posts of School Assistants, SGTs, LPs, PETs etc. The present system of issue of No Objection Certificate for obtaining passport is based on the particulars/data furnished by them. The guidelines / rules of the Passport Act also stipulated that, the employee / teacher has to furnish an Affidavit / Annexure-I duly giving all the details, the appointing authority after verifying all the details in terms of Passport Act has to issue No Objection Certificate in Annexure-B certifying the identity of the employee / teacher, present place of posting employee ID and recommendation of No Objection Certificate for obtaining the passport duly verifying whether there are any adverse remarks against the individual in terms of Section 6(2) of Indian Passport Act etc.

Since, the said certificate can be issued by the appointing authority / disciplinary authority as they are more aware of the track record / antecedents of the employee/teacher it will be more appropriate to delegate the powers of issue of No Objection Certificate for obtaining passport, to the appointing authorities.

Therefore. the powers of issue of No Objection Certificate for obtaining passport is hereby delegated to the Regional Joint Director of School Education in respect of the post of Gazetted HM Gr.ll and Mandal Educational Officers and to the District Educational Officer for the posts of School Assistants, SGTs, LPs, PETs etc.. working in Government / ZPP and MPP Schools

The Regional Joint Director of School Education and District Educational Officer are strictly instructed to examine each request in detail in terms of orders issued as per the Passport Act and take necessary action and shall maintain a database of all such teachers in soft and hard copy in Register.

This orders comes into force with immediate effect.

Order:
All the concerned Head Masters / Head Mistress / Principals of the approved Secondary Schools for strengthening under RMSA Phase-I are informed that GoI Ministry of Human Resource Development, New Delhi / GOAP have sanctioned and released an amount of Rs.5.55 lakhs (Rupees Five lakhs fifty five thousand only ) (Rs.4.55 lakhs towards purchase of furniture and Rs.1.00 lakh towards purchase of lab equipment ) to the each of the 679 Secondary School SMDCs (as per the list enclosed.) in the State under RMSA Phase-I where construction of Additional class rooms have already been completed.

In this connection the amounts are released to the tune of Rs. 3768.45 lakhs ( Rupees thirty seven crores sixty eight lakhs forty-five thousand only )to the SMDCs concerned . Therefore they are requested to purchase the furniture viz., Duel Desks, Teacher Tables & Chairs and Two Almarahs for the use in the IX and X class constructed rooms under RMSA. The following are the guidelines prescribed by the Government of India in Manual for Financial Management & Procurement under RMSA (8.2.2.1 and 2, 8.8.1 to 8.8.6 ) and the role of SMDCs are as follows:

Procurement of Furniture is to be done by SMDC only.
i. Estimate total number and cost of items identified based on the approximate unit cost.
ii. The SMDC shall make a resolution for procurement of the furniture/ lab equipment regarding best way of procurement as per the FM&P Manual-RMSA.
iii. SMDS shall procure the furniture and lab equipment in a transparent manner keeping in view of the specifications and guidelines.
iv. Identify Registered Firms / Agencies from whom quotations can be invited minimum three or more to ensure competitive rates).
v. After passing the resolution by SMDCs they must indicate in the order to the identified agency mentioning specifications, quantity and quality of goods, desired delivery, time and place the terms of the accepted offer including applicable taxes, duties and payment terms shall be incorporated in the purchase . The warranty period of the purchased furniture should be more than 36 months from the date of supply of material.
vi. Ensure timely supply of items by the identified agency.
vii. Received and Account the supply received (Inventory) and making payments after delivery of goods in satisfactory condition.
viii. Rate contracts of Directorate General of Supplies and Disposals (DGS&D) may also be used as a substitute for shopping.
ix. All payments should be done by SMDC by way of transferring funds to the concerned agency through a crossed cheque only (RTGS)
x. The APEWIDC has supplied the furniture based on the rates finalized by the State level committee through
(1) M/S Godrej and Boyce Mfg. com. Ltd, Secunderabad,
(2) M/s Featherlite Office Systems (P) Ltd. Bangalore and
(3) M/s Methodex Systems Ltd., to all the Model Schools in the State.

The approved rates and specifications are suggested here under for reference.

Specifications:
Item No. 1: Dual dusks for two Class Rooms (Size 3’-6” for classes IX & X)
i. The overall dimensions should be of size 1200mm X 895mm X 750mm. The Desk panel (1200 X 330 X 18mm) with 10 degree inclination, Seat(1200X260X18mm) and Back (1200 X 260 X 18mm) should be made of 18mm thick Pre-Laminated Boards with PVC edge banding on all sides. The under structure should be made of 25.4 mmX25.4mmX1.6mm thick powder coated Electro static welding resistance at base which should be welded to the desk and seat supports that are made of 1.0mm thick powder coated MS’C’ sections.
ii. Vertical frames at base and back of seat made of 25.4 mmX25.4mmX1.6mm thick powder coated ERW tubes should be provided as stiffeners between them.
iii. The storage shelf 150mm. height height, closed on three sides should be made from 0.8mm thick powder coated MS sheet affixed below the desktop. Hooks made from 6.0mm dia MS rods should be provided on either side of the vertical frame of the desk, for hanging bags/ bottles.

Item No.2: Tables (for teachers in classes IX & X)
I. The overall dimension should be 900mmx590mmx740mm. The table top has to be made of 18mm thick. Pre-Laminated Board (PLB), of approved quality and shade.
II. The understructure should have an all-round supporting C-Frame made of Cold Rolled Cold Annealed (CRCA) MS sheet 0.9mm
III. The stands for table should be made of tubular frame of MS ERW Square Tube of size 25.4mm, 1.2mm thick.
IV. Modesty panel of 600mm height from top of the table with 1.0mm thick CRCA MS sheet. Steel used should undergo pre treatment process viz, degreasing, pickling, phosphating etc for rust resistance and durability

Item No.3: Steel Chairs (for teachers in classes IX & X)
i. Overall dimensions 800mmx330mmx550mm. the seat and back shall be made of 1.2mm 18 BG thick MS. Perforated sheets with cushion . The steel should be durable one and chair with arms.
ii. The under structure should be provided with black PP injection moulded ferrules. Hard rubber bushes should be provided to rest chair on floor Epoxy polyester powder coating DFT (Dry Film Thickness) of 45 microns as per IS101.

Item No. 4: Almarahs (Classes IX & X )
i. 1830 X 900 X450mm, Store well shall be made up of there shall be 4 Nos. full adjustable shelves with height wise adjustable shelf mounting Die Cast recess type handle with 3 way Locking mechanism should be provided with levelers with Plastic Base.
ii. MILD STEEL as raw material should be use, Cold rolled Close annealed steel use for thickness 0.6 to 1.2mm range as per iS- 5131994(reaffirmed in 1988) Grades “D” or DD” quality.
iii. Chemical composition, tensile properties, bend test, surface, flatness, hardness as per IS-513 1994.
iv. Hot rolled steel used for thickness 2.0 mm to 3.15 mm range as per IS -1079 1194 “D” quality or IS-10748 1995 Grade – II Chemical compositions, tensile properties bend test, surface flaws, roll mark, dent & lines etc.,

The above items total cost of unit shall include cost of all materials, manufacture, transportation to site, assembling at site including loading, unloading and assembling charges at different floor levels of the building, including VAT and all other taxes etc., complete for finished item of work. These items shall carry a warranty period of 3 years (36 months) from the date of supply.

SMDC can keep above specifications and rates in mind as guidance before finalization of procurement. They are at liberty to procure number of items from any agency without compromising quality and not exceeding the above prices.

Further a list of items identified and recommended by the State Level committee for purchase of laboratory equipment in Model Schools which was scrutinized and finalized to the extent of Rs.1.00 lakh by SCERT Andhra Pradesh for classes IX and X is also appended to this proceedings to procure as per norms of RMSA specified above.

In view of the procurement to be done by the SMDCs at Secondary School level the District Collector and Chairman, Managing Committee RMSA is requested to constitute a committee with the following officers for checking up of Quantity and Quality control of procured items at School level received from the approved agency before making payment to the concerned through a cheque as per procedure. The Committee members should also see that the items are recorded in the Stock Registers and they should also certify in the registers that the materials are received in good condition:

1. Executive Engineer, APEWIDC and another EE from any other Dept
2. One member from District Industries Department
3. District Educational Officer & Ex-Officio Project Co-Ordinator, RMSA
4. Head Master / Head Mistress / Principal of the concerned Secondary School as convener.

The Head Masters of concerned Secondary Schools are also informed that any deviation in procurement of the above materials will be viewed seriously and action will be initiated as per CCA rules.

The Head Masters are further requested to submit a compliance report for utilization of funds released for this purpose to the District RMSA Office and State RMSA office.

ORDER:
1. In the Government orders 1st and 4th read above, orders were issued for implementing ‘Employees Health scheme’ to provide ‘cashless’ treatment to the State Government employees, pensioners and their eligible dependent family members in replacement of the medical reimbursement system under APIMA Rules, 1972.

2. The employees’ Associations and Pensioners’ Associations represented certain grievances on implementation of the Employees Health scheme. After careful consideration of the grievances, Government have taken the following decisions:

a. Health cards should be issued to all eligible employees and pensioners immediately in consultation with Finance and Medical & Health Departments.
b. Necessary steps should be taken by Medical & Health Department and Aarogyasri Health Care Trust to ensure treatment by all NABH accredited hospitals and other corporate hospitals to the card holders.
c. Cashless treatment to card holders and medical reimbursement systems should run parallel for two more months, till cards are issued to all eligible employees and pensioners and the Employees Health scheme is established.
d. The meeting of steering committee constituted for this purpose be held shortly to get more feedback and suggestions from the employees and pensioners.

3. Accordingly, in accordance with the above decisions Government, hereby, issue the following orders:

(i) Finance Department shall make available to Aarogyasri Health Care Trust, the data of all the employees, including the provincialised work charged employees, together with the detailsrelating to their eligible dependent family members including their aadhaar data, so as to enable Aarogyasri Health Care Trust to generate health cards to all the employees.In case of any delay in getting the data of employees through CFMS., and furnishing to the Aarogyasri Health Care Trust, the eligible employees who have not yet got health cards may be allowed to enroll themselves and their family members with Aarogyasri Health Care Trust, in the ehs-portal, as in the case of pensioners.

(ii) Finance Department, in consultation with the Director of Treasuries and Accounts, shall evolve a procedure for enrolment of the pensioners of Andhra Pradesh State who settled in the neighbouring States of Tamilnadu and Karnataka. Till such time they are issued health cards under Employees Health scheme, they will continue to be covered under APIMA Rules, 1972.

(iii) The Aarogyasri Health Care Trust shall take action, in consultation and coordination with Director of Medical Education, to negotiate with the NABH accredited hospitals and other corporate hospitals, (which have not come forward to provide treatment to the patients under Employees Health scheme), to participate in Employees Health scheme.

(iv) Aarogyasri Health Care Trust shall take action for empanelment of corporate hospitals in the
neighbouring States, which are already providing services to the respective State Governments under the relevant health schemes.

(iv) General Administration (SW) Department shall take action to convene the meeting of the Steering Committee constituted in the G.Os.6th and 9th read above.

(v) The Employees Health scheme and medical reimbursement system under APIMA Rules, 1972 shall run parallel till 28-02-2015 and the medical claims of the employees / pensioners under reimbursement system shall be processed in accordance with the APIMA Rules, 1972 and the orders issued thereunder.

(vi) Staff working in A.P.Bhavan, New Delhi will, however, continue to be covered by reimbursement under the existing APIMA Rules, 1972.

(vii) Even in the case of employees / pensioners who are having ‘health cards’, if they avail treatment in non-empanelled hospitals, in emergency, they may be allowed reimbursement, as per the package rates of Employees Health scheme.

(viii) Employees working in Nellore, Chittoor and Anantapur, having health cards, and seek treatment in the Super Specialty hospitals in Chennai, Vellore and Bangalore, respectively, especially in case of complicated diseases, will be allowed reimbursement as per the package rates of Employees Health scheme.

G.O.Ms.No.223 , Dt:15.12.2014 :: PENSION–A.P. Revised Pension Rules, 1980–Orders issued in G.O. Ms No. 87,  Finance & Planning (FW-Pen. I) Department, dated 25.05.1998 for calculation of  pension based on the pay last drawn–Extension of the benefit to all employees retired prior to 25-05-1998 and surviving on that date–Orders of Hon’ble A.P.A.T. dated 03.01.2002 in O.A. No. 50303 of 1999  and 329 of 2000 - Implementation–Orders–Issued.

ORDER:
1. Prior to the issue of orders first read above, pension of a retiring Government  Servant was determined on the basis of average emoluments drawn by him under Rule  45(2)(b) of A.P. Revised Pension Rules, 1980. As per Rule 32 of the A.P. Revised  Pension Rules ‘Average Emoluments are determined with reference to the emoluments drawn by a Government Servant during the last 10 months of his service. 

2. In the G.O. first read above, orders were issued dispensing with procedure of  calculating the pension based on the average emoluments drawn during the last 10 months of service with a view to libralise the procedure for computation of Pension. In  the Government Order first read above, last pay drawn was ordered to be treated as the  emolument for calculation of pension under Rule 45(2)(b).  These orders were given  effect from the date of issue i.e, 25-05-1998.

3. However, certain employees who retired prior to 25.05.1998 the approach the Andhra Pradesh Administrative Tribunal(APAT) with a prayer for extending the benefit of the said G.O. to the employees retired before 25.05.1998.  The APAT in its judgment 2nd read above directed that employees retired prior to 25.05.1998 and living on the date  of issue of G.O. 1st cited are entitled for arrears from 25.05.1998.
4. Aggrieved by the orders of Hon’ble A.P.A.T, Government filed Writ Petition Nos. 16719 of 2003 and 18490 of 2003 in the A.P. High Court and Hon’ble High Court  in its Judgment dated 23.12.2003 upheld the orders of the APAT and also directed the  Government to pay the arrears within three months from the date of Judgment.

5. The judgment of APAT was upheld by the Hon’ble High Court in WP Nos.  16719 of 2003 and 18490 of 2003 and the Civil Appeals No. 5367-5368 of 2005 filed by  the Government of Andhra Pradesh against the orders of the AP High Court and the  APAT were dismissed by the Supreme Court of India.

6. After careful examination and due consideration of the orders of Hon’ble A.P.A.T., Hon’ble High Court and the Hon’ble Supreme Court, Government hereby extend the benefit of orders issued in the G.O 1st read above to the Government servants retired prior to 25.05.1998 and living on the date of issue of G.O 1st read above. 

7. Accordingly Government hereby order that the pension of those retired employees to whom the concession is being extended in para 6 above, shall be revised and re-fixed duly considering the pay last drawn by them as emoluments for calculation of pension under Rule 45(2)(b) of the AP Revised Pension Rules, 1980. Necessary amendments to the AP Revised Pension Rules, 1980 will be issued separately.

8.  In order to ensure expeditious settlement of cases for the benefit of the pensioners,  Government hereby issue the following instructions to be followed scrupulously, which are based on extensive discussions with the stake holders. The Authorities concerned at various levels shall be held personally responsible for any inordinate delay in processing  the cases or any undue inconvenience created to the pensioners, some of whom may be advanced in age and ailing. 

i) All eligible Pensioners shall apply in the Annexure-I of this order to their pension sanctioning authorities duly enclosing the relevant  documents. 

ii) The pension sanctioning authority has to calculate the revised pension as per the last pay drawn and the net qualifying service as per Rule 45(2)(b) and send proposal to the Accountant General(A&E) / District  Audit Officer, State Audit Department as the case may be,  for authorizing the revised pension. The sanctioning authority shall within 15 days, after scrutiny of the relevant particulars forward the application along with sanction orders in Annexure-II through a covering letter printed on Ledger Green color paper (to draw immediate attention) to the Accountant General/Director of State Audit as the case may be.

iii) While the proposals are under examination in his office, the pension sanctioning authority shall feed information in advance by logging on to the website of the Director of Treasuries and Accounts, A.P,  which will provide concurrent access to the Accountant General/District Audit Officer in order that the Accountant General/District Audit  Officer will take preparatory steps in advance to locate the relevant old  records and process the case soon after it is received by them.
  
iv) The Accountant General, A.P., Hyderabad/Director of State Audit, A.P., Hyderabad, after scrutiny of the revised pension proposals shall authorize the revised pension as per the record available with them, to the concerned District Treasury Officers concerned.

v) A separate box will be kept in the Accountant General’s Office with duplicate keys held by the Director of Treasuries and Accounts, A.P  and the Accountant General’s Office so that the cases will be collected  daily by the Director of Treasuries and Accounts, A.P.

vi) Advance online intimation will be given by the Accountant General and  the Treasuries will take preparatory action for taking action for drawl  and disbursement soon after the papers are received from the Accountant General’s office. 

vii) The arrears on revision of pension will be paid by the Sub Treasury  Officers within 7 days from the date of receipt of revised authorization.

9. Service pensioners who retired prior to 25.05.1998 and whose pension is fixed  based on average emoluments are covered under the Judgment and service pensioner  living as on 25.05.1998 are only eligible for payment of arrears w.e.f. 25.05.1998.
 
10. Service pensioners who retired prior to 25.05.1998 and expired on or before that  date are not eligible for payment of arrears as per the judgment. 

11. In respect of Surviving Pensioners as on 25.05.1998 and died after 25.05.1998  arrears have to be paid as per rules in force to the legal heirs of the deceased pensioner. 

12. The pensioners covered under the judgment are not entitled to any arrears  relating to gratuity and commutation of pension as per para 15 of the Judgment of  Hon’ble APAT.

13. The subsequent revised consolidation of pension based on the revised pension  may be done without further delay.

14. The arrears arising out of revision of pension due to the orders issued in para 7  above shall be paid in three equal installments as detailed below:

First Instalment       : 1/3 rd of the arrears amount in the first   quarter of the financial year 2015-16

Second Instalment  : 1/3 rd of the arrears amount in the third  quarter of the financial year 2015-16

Third Instalment     :      1/3 rd of the arrears amount in the third  quarter of the financial year 2016-17
 
15. The expenditure shall be debited to the regular Head of Account where the  pensioners are drawing their pension now.  

16. All the pension sanctioning authorities shall accord top priority to this item of  work and ensure disposal of the proposal in period not exceeding 15 days from the date  of receipt of application.

17. All the Heads of Departments shall monitor the settlement of the claims of the  pensioners and ensure expeditious settlement of the claims.

18. The Director of Treasuries and Accounts, Hyderabad is directed to take action  accordingly.

కూల్డ్రింకు సీసాలను పెద్దమొత్తంలో తెచ్చుకొని ఇంట్లో ఫ్రిజ్లో నిల్వ ఉంచి ఆనందంగా తాగుతున్నాం. ఏదన్నా ఒకటి డబ్బు పెట్టి కొని తిన్నామన్నా, తాగామన్నా దాని ద్వారా మనకు రుచితో, ఆనందంతో పాటు కొద్దిగా ఆరోగ్యం లభిస్తే

లైఫ్ శాస్త్ర:
ఒక పదార్థంలో ఆమ్లగుణం ఉన్నదా? క్షారగుణం ఉన్నదా? ఏది ఎంత ఉంది అని
తెలుసుకోవడానికి పిహెచ్.మీటరు సహకరిస్తుంది. పిహెచ్ అనేది 7 కంటే ఎక్కువగా ఉంటే క్షారగుణమని, 7 కంటే తక్కువ ఉంటే ఆమ్లగుణమని (యాసిడ్) తెలుస్తుంది. ఏ పదార్థంలోనన్నా ఆ పిహెచ్.మీటరును ముంచితే ఆ పదార్థం ఏ స్థితిలో ఉన్నది. అందులో నుంచి వచ్చే అంకెను బట్టి తెలిసిపోతుంది. కూల్డ్రింక్ను గ్లాసులో పోసి ఆ మీటరు ముంచితే వాటి బండారం బయటపడుతుంది. ఇప్పుడు మనకు మార్కెట్లో అందుబాటులో ఉన్న పది రకాల కూల్డ్రింకులను పరీక్షిస్తే వాటి పిహెచ్ అనేది 1.1 నుంచి 2.0 మధ్యలోనే అన్నింటికి ఉంటున్నది.
తియ్యగా ఉండే వాటిలో, పుల్లపుల్లగా ఉండే
వాటిలో కూడా అంత యాసిడ్ ఉన్నట్లుగా
తెలుస్తున్నది. మనం లెట్రిన్స్ను శుభ్రం చేసుకునే యాసిడ్ సీసాలను చూసి ఉంటారు. ఆ యాసిడ్ యొక్క పిహెచ్ చూస్తే 1.5 నుంచి 2.0 మధ్యలో ఉంటుంది. అంటే యాసిడ్ యొక్క పిహెచ్ చూస్తే 1.5 నుంచి 2.0 మధ్యలో! ఉంటుంది. అంటే ఆ యాసిడ్ అంత ఘాటుగా ఉంటుంది. కాబట్టే ఎండిపోయిన మలంపై పోస్తే శుభ్రంగా తినేస్తుంది. మనం తాగే కూల్డ్రింక్ సీసాలు కూడా లెట్రిన్ క్లీన్ చేసే యాసిడ్తో సమానంగా ఆమ్లగుణాన్ని కలిగి ఉన్నాయి. మీరు ఓసారి లెట్రిన్ బాగా

ఎన్నెన్నో రసాయనాలు...:
కూల్డ్రింక్లో అంత యాసిడ్ ఎందుకుంటుందని
మీకు అనుమానం రావచ్చు. ఆ కూల్డ్రింక్స్లో కలిపే రసాయనాలు చూస్తే.మీకే తెలుస్తుంది. వీటిలో ముఖ్యంగా ఫాస్పారిక్ యాసిడ్, కార్బొలిక్ యాసిడ్ ఎరిథార్చిక్ యాసిడ్, బెంజాయిక్ యాసిడ్.అనేవి కలుపుతారు. ఇన్ని రకాల యాసిడ్లు కలిస్తే గాని మనకు మజా రావడం లేదు. అందుచేతే కూల్డ్రింక్ తాగినపుడు గొంతులో, కడుపులో మంట, త్రేన్పులు, కపాలంలో, తలనరాలల్లో విపరీతమైన బాధ, ఎసిడిటీ వస్తుంటాయి. మనం చనిపోయిన తర్వాత దహన సంస్కారం చేస్తే శవం పూర్తిగా కాలిపోతుంది. ఎముకలు పూర్తిగా కాలిపోతాయి. కానీ నోటిలోని పళ్లు మాత్రం కాలిపోవు. శవాన్ని కాల్చడానికి బదులుగా భూమిలో పాతిపెడితే శరీరం మొత్తం మట్టిలో కలిసి పోతుంది. 20 సంవత్సరాల తర్వాత ఆ మట్టి భాగాన్ని తవ్వి తీస్తే పళ్లు మాత్రం చెక్కు చెదరకుండా ఉంటాయి. ఇంత గట్టిగా మన పళ్లు తయారు చేయబడ్డాయి. ఏ పళ్లనైతే అగ్ని కాల్చలేక పోయిందో, ఏ పళ్లనైతే మట్టి తనలో కరిగించుకోలేక పోయిందో, అవే పళ్లను 20 రోజుల పాటు ఏదైనా ఒక కూల్డ్రింక్లో ఉంచి పరిశీలిస్తే అవి పూర్తిగా కరిగిపోతున్నాయి. ఆ పళ్లు రంగుమారి నొక్కితే పిండిగా అయిపోతున్నాయి. ఒక కూల్డ్రింకులో ఒక పన్ను వేసి 8వ
రోజు చూసేసరికి ఆ పన్ను పూర్తిగా కరిగిపోయి మాయమైంది. ఇది నేను స్వయంగా పరిశీలించిన విషయం. మనం పుట్టిన దగ్గర నుంచి చనిపోయే లోపులో 50 టన్నుల ఆహారాన్నయినా ఈ పళ్లతో నములుతాం.

అన్ని టన్నుల ఆహారాన్ని నమిలినా అరగని
పళ్లు మాత్రం ఒక కూల్డ్రింక్ నెల తిరగకుండా కరిగించేస్తున్నదంటే అవి తాగే డ్రింకులా లేక విషపదార్ధాలా? విషపదార్థాలే, కాకపోతే ఎక్కువగా నీటి శాతం ఉండబట్టి మెల్లగా చంపే విషంలా పనిచేస్తాయి. అలాంటి గట్టి పళ్లనే నాశనం చేసే డ్రింక్స్కి మన లోపలి పేగులు, నరాలు, కణాలు ఒక లెక్కా ఏమిటి. నిల్వ ఉంచేందుకు విషవాయువు కలిపి... ఈ భూమిపై నివసించే ప్రతి ప్రాణితో పాటు మనం కూడా ప్రాణవాయువును లోపలకు పీల్చుకొని,
కార్బన్డైఆక్సైడ్ను విడిచిపెడుతూ ఉంటాం. ఈ
కార్బన్ డై ఆక్సైడ్ అనే విషవాయువును కూల్డ్రింక్స్ను ఎక్కువ కాలంపాటు నిల్వ ఉంచటం కోసం కలుపుతారు. అందుచేతనే మనం ఏ రకమైన కూల్డ్రింక్ తాగినా, తాగిన వెంటనే నోటిలో నుంచి, ముక్కులో
నుంచి ఆ చెడ్డవాయువు బయటకు వస్తుంది. ఒక కాలేజీలో ఇద్దరు కుర్రాళ్లు పోటీ పెట్టుకొని ఒకరు 8, మరొకరు 9 కూల్డ్రింక్స్ను అతి కష్టంగా తాగారు. డాక్టరు వచ్చేలోపే ఇద్దరూ చనిపోయారు. శవపరీక్షలో చూస్తే వారిద్దరి శరీరంలో కార్బన్డైఆక్సైడ్ అనే విష వాయువు ఎక్కువై పోయి మరణించారని తెలిసింది. ఈ సంఘటన ముంబయిలో జరిగింది. కూల్డ్రింక్స్లో విషపూరిత రసాయనాలు అయిన ఆక్సనిక్, కాడ్మియం, జింక్, సోడియం, గ్లూటమేట్,
పొటాషియం సార్బేట్, మిథాయిల్ బెంజీన్,
బ్రోమినేటెడ్ వెజిటబుల్ ఆయిల్ కలుపుతున్నట్లు వెల్లడైంది. ఇన్ని విషాలు కలిసినవి కాబట్టే 6 సంవత్సరాల లోపు పిల్లలు తాగరాదని సీసాలపై హెచ్చరిక
రాసుంటుంది. మన దేశంలో ఇలా రాయటం లేదు.

ప్రఖ్యాత గణిత శాస్త్రవేత్త శ్రీనివాసరామానుజన్కు నివాళిగా
2012 సంవత్సరాన్ని’ జాతీయ గణిత శాస్త్ర సంవత్సరం’గా
ప్రధాని మన్మోహన్ సింగ్ ప్రకటించారు.. రామానుజన్ పుట్టిన
రోజైన డిసెంబర్ 22ను ఏటా’ జాతీయ గణిత దినోత్సవం ‘గా
జరుపుకోవాలని భారత ప్రభుత్వం నిర్ణయించింది.
భారతదేశానికి చెందిన గణిత శాస్త్రవేత్త శ్రీనివాసరామానుజన్.
20వ శతాబ్దంలో ప్రపంచ ప్రఖ్యాతి గాంచిన గొప్ప గణిత
మేధావులలో ఒకరు శ్రీనివాసరామానుజన్ . తమిళనాడులో '
కోమలతామ్మాళ్, శ్రీనివాస అయ్యంగార్ 'దంపతులకు , ఓ పేద
బ్రాహ్మణ కుటుంబంలో ,డిసెంబర్ 22వతేదీన 1887 వ
సంవత్సరంలోజన్మించారు శ్రీనివాసరామానుజన్. విద్యార్థి దశ
నుంచే గణితశాస్త్రం పట్ల అమితాసక్తి కలిగిఎన్నోగణితస
ిద్ధాంతాలను ఆవిష్కరించారు.
చిన్నతనంనుంచేరామానుజన్గణితంపట్లఅద్భుతమైనతెలివ
ితేటల్నిప్రదర్శించేవాడు .13ఏళ్లచిరుప్రాయం లోనే
గణితశాస్త్రంలోని’ ట్రిగనోమెట్రీ (త్రికోణమితి) ‘అనే క్లిష్టమైన
అంశంపై పట్టు సాధించాడు. లెక్కల పుస్తకాల్లోని అనేక
సిద్ధాంతాల్ని రూపొందించారు. రామానుజన్ కఠినమైన
లెక్కల్నిసునాయాసంగా చేసేవాడు, చదువులో పెద్దపెద్ద
డిగ్రీలు లేకపోయినప్పటికీ గణితశాస్త్రంలో అసమాన ప్రతిభ
కనబర్చిన మహనీయుడు శ్రీనివాస రామానుజన్. 15 ఏళ్ల
వయసులో ఆయన చేసిన లెక్కల పుస్తకాలని ఈనాటికీ గణిత
శాస్తవ్రేత్తలు అధ్యయనం చేస్త్తూనే ఉన్నారు.
రామానుజన్ తండ్రి కె శ్రీనివాస అయ్యంగార్ ఒక చీరల దుకాణంలో
గుమస్తాగా పని చేసేవారు. ఈయన తంజావూరు జిల్లాకి చెందిన
వారు.తల్లి కోమలటమ్మాళ్ గృహిణి మరియు ఆ ఊరిలోని గుడిలో
పాటలు పాడేది. వీరు కుంబకోణం అనే పట్టణంలో, సారంగపాణి వీధిలో,
దక్షిణ భారతదేశ సాంప్రదాయ పద్దతిలో నిర్మించబడ్డ ఒక
పెంకుటింట్లో నివాసం ఉండేవారు. దాన్నిప్పుడు మ్యూజియం గా
మార్చారు.. డిసెంబరు 1889 లో రామానుజన్ కుమశూచి
(అమ్మవారు) వ్యాధి సోకింది. కానీ ఎలాగో బ్రతికి బయట
పడగలిగాడు. తరువాత రామానుజన్ తల్లితోపాటు చెన్నైకి దగ్గరలో
ఉన్న కాంచీపురంలో ఉన్న అమ్మమ్మ వాళ్ళింటికి చేరాడు.
రామానుజన్ అదే ఊళ్ళో ఉన్న చిన్న పాఠశాలలో ప్రాధమిక
విద్యాభ్యాసాన్ని ప్రారంభించాడు. రామానుజన్ తాత
కాంచీపురం న్యాయస్థానం లోని ఉద్యోగం పోవడంతో రామానుజన్
తల్లితో సహా తిరిగి కుంబకోణం వచ్చి అక్కడ’ కంగయాన్ ప్రాథమిక
పాఠశాల’లో చేరాడు. అతడిప్రాధమిక విద్య సరిగాఒకే చోట సాగలేదు,
మద్రాసు, కుంభకోణం కాంచీపురం అలామారసాగింది.
రామానుజన్ తండ్రి రోజంతా పనిలో లీనమవడంవల్ల
చిన్నపుడు అతని భాద్యతలు తల్లే చూసేది. కాబట్టి తల్లితో
చాలాగాఢమైన అనుబంధం కలిగిఉండేవాడు. ఆమెనుంచి రామానుజన్
సాంప్రదాయాల గురించి, కుల వ్యవస్థ గురించి, పురాణాల గురించి
తెలుసుకున్నాడు. భక్తిగీతాలు ఆలపించడం నేర్చు కున్నాడు.
ఆలయాలలో పూజలకు తప్పక హాజరయ్యేవాడు. మంచి
ఆహారపు అలవాట్లు అలవరచు
కున్నాడు. ఒక మంచి బ్రాహ్మణబాలుడిగా ఉండాలంటే
ఈలక్షణాలన్నీ తప్పనిసరి.కంగయాన్ పాఠశాల లో రామానుజన్ మంచి
ప్రతిభావంతమైనవిద్యార్ధిగా పేరుతెచ్చుకున్నాడు.పదేళ్ళకేఆంగ
్లం,తమిళం , భూగోళ శాస్త్రం, గణితంలోనూ ప్రాథమిక విద్య
పూర్తి చేశాడు. పదేళ్ల వయస్సు నుంచే గణితంలో
ప్రజ్ఞను ప్రదర్శించిన ఆయన.. గణితంలో కష్టసాధ్యమైన
'త్రికోణమితి' విభాగంపై పన్నెండేళ్ల వయస్సులోనే పూర్తిగా
పట్టు సాధించారు. 17 ఏళ్ల వయస్సులోనే 'బెర్నౌలీసంఖ్యలు,
యూలర్ అనంత సంఖ్యల సిద్ధాంతా'లపై పరిశోధనలు చేశారు.
ఆయన ప్రతిభను గుర్తించిన ప్రభుత్వం కుంభకోణంలోని
కళాశాలలోచదువుకోవడానికిస్కాలర్షిప్ ఇచ్చింది.కానీకే
వలం గణితంతప్ప మిగతాగణితేతర సబ్జెక్టుల్లో
ప్రతిభచూపకపోవడంతో ఆతరువాత స్కాలర్షిప్ను నిలిపివేశారు.
1909, జులై 14వ తేదీన అంటే ఆయన 22వయేట రామానుజన్
కు జానకీ అమ్మాళ్ అనే తొమ్మిదేళ్ళ బాలికతో వివాహ మైంది..
తరువాత ఉద్యోగ ప్రయత్నాలు ఆరంభించాడు.మద్రాస్
పోర్టుట్రస్టు కార్యాల యం లో గుమాస్తా గా చేరి, ఆ డబ్బుతో
మరో కాలేజీలో చదువుతూ.. గణిత పరిశోధనలు చేశారు.
అప్పట్లో కొత్తగా ఒక గణిత శాస్త్ర సమాజాన్ని ఏర్పరిచిన
డిప్యూటీ కలెక్టర్ రామస్వామిని రామానుజన్ కలుసుకున్నాడు.
ఆయన పని చేసే ఆఫీసులో ఒక చిన్న ఉద్యోగంకోరి
ఆయనకు తాను గణితం మీద రాసుకున్న
నోటు పుస్తకాలను చూపించాడు. వాటిని చూసిన అయ్యర్
ఆనోటుపుస్తకాలలోని అపార మైన గణిత విజ్ఞానాన్ని చూసి
ఆశ్చర్యపోయాడు.అంతటి గొప్ప విజ్ఞానికి ఈచిన్న
రెవెన్యూ విభాగంలో ఉద్యోగం ఇవ్వలేక,రామస్వామి రామానుజన్
ను కొన్నిపరిచయలేఖలురాసిమద్రాసులోతనకుతెలిసిన గణిత
శాస్త్రవేత్తల దగ్గరకు పంపించాడు. అతనిపుస్తకాలను చూసిన
కొద్దిమంది అప్పట్లో నెల్లూరు జిల్లా కలెక్టరుగా పనిచేస్తున్న
రామచంద్రరావుదగ్గరకు పంపించారు.ఈయనభారతీయగణితశాస్త్ర
సమాజానికి కార్యదర్శి కూడా. రామచంద్రరావు కూడారామానుజన్
పనితనం చూసిఅబ్బురపడి, అవిఅతని రచన లేనా అని
సందేహం కూడావచ్చింది. అప్పుడు రామానుజన్ తాను కలిసిన ఒక
బొంబాయి ప్రొఫెసర్
’ సల్ధానా’ గురించి, అతనిరచనలు ఆ ప్రొఫెసర్ కు కూడా
అర్థం కాలేదని చెప్పాడు.

మొదలైనవారురామానుజన్ పరిశోధన లనుఆంగ్ల గణితశాస్త్రవేత్
తలకు చూపించడానికి ప్రయత్నించారు.లండన్ యూనివర్సిటీకాలే
జీకి చెందిన ఎం.జే.ఎం. హిల్ అనే గణితజ్ఞుడు రామానుజన్
పరిశోధనల్లో కొన్నిలోపాలున్నాయని వ్యాఖ్యానించాడు.
హిల్ ,రామానుజన్ ను విద్యార్థిగా స్వీకరించేందుకు
అంగీకరించలేదుగానీ, రామానుజన్ పరిశోధనలపై మంచి
సలహాలు మాత్రం ఇచ్చారు. ఆయన ఆవిష్కరించిన 120 గణిత
సిద్ధాంతాలను కేంబ్రిడ్జ్ ప్రొఫెసర్ జి.హెచ్. హార్డీకి
పంపారు.రామానుజన్మేధస్సుకుఆశ్చర్యపడినహార్డీఆయ
ననుబ్రిటన్కుఆహ్వానించారు. అంతేకాక, 28-12-1918 న
రామానుజన్ను 'ఫెలో ఆఫ్ రాయల్ సొసైటీ'మెంబర్ గా ఎన్నుకున్నారు.
దీంతో రాయల్ సొసైటీలో ఫెలోషిప్ పొందిన తొలి భారతీయుడిగా
గుర్తింపు పొందారు. కేవలం 30 ఏళ్ళ వయస్సులోనే గణితంలో
అనేకచిక్కుసమస్యలనుపరిష్కరించి,ఎన్నోకొత్తసిద్ధ
ాంతాలనుఆవిష్కరించారు.
రామానుజన్ ఆ కాలంలో సుప్రసిద్దులైన ఆయిలర్, గాస్, జాకోబి
మొదలైన సహజసిద్ధమైన గణిత మేధావులతో పోల్చదగిన వాడు.
రామానుజన్ లోని ప్రతిభను గుర్తించి ప్రోత్సహించిన హార్డీ
‘అసలు తను గణిత శాస్త్రానికి చేసిన అత్యుత్తమ సేవ
రామానుజాన్ని కనుగొనడమే !’అని
వ్యాఖ్యానించడం విశేషం.1914లో రామానుజన్
ఇంగ్లండుకుప్రయాణమయ్యాడు.శాఖాహారపుఅలవాట్లుగలరా
మానుజన్ ఇంగ్లండులో స్వయంపాకం చేసుకునేవాడు. సరిగ్గా
తినకపోవడం మూలాన, నిరంతర పరిశోధనల వల్ల కలిగిన శ్రమ
వలన, ప్రతికూల వాతావరణ పరిస్థితుల ప్రభావం వల్ల చాలా
తీవ్రమైన పరిశ్రమ చేసి 32 పరిశోధనా పత్రాలు సమర్పించాడు.
శరీరం క్రమంగా వ్యాధిగ్రస్థమైంది.తీవ్రమైనఅనార
ోగ్యంతోఉన్నపుడు కూడా హార్డీతో 1729 సంఖ్య యొక్క
ప్రత్యేకతను తెలియజెప్పి ఆయన్ను ఆశ్చర్యచకితుణ్ణి
చేశాడు. ఈ సంఘటన గణితంపై ఆయనుకున్న అవ్యాజమైన
అనురాగాన్ని, అంకిత భావానికి నిదర్శనం. ఆకొద్ది కాలంలోనే
రామానుజన్ దాదాపు 3200 ఈక్వేషన్స్ను, ఐడెంటీటీస్నుసా
ధించారు. 'రామానుజం ప్రైమ్, రామానుజంటీటా
ఫంక్షన్'లను రూపొందించారు.. కొద్దిరోజులకే రాయల్ సొసైటీ, ట్రి
నిటీ కళాశాల ఫెలోషిప్లను పొందారు
క్షయవ్యాధికి గురై ఆయన ఆరోగ్య పరిస్థితి విషమించడంతో
1919 మార్చిలో భారతదేశానికి తిరిగి వచ్చాడు.బొద్దుగ
ా,కొంచెంనల్లగా కనిపించే ఆయన ఇంగ్లండు నుంచి పాలిపోయిన
అస్థిపంజరం వలే తిరిగి వచ్చిన రామానుజన్
నుచూసిఆయనఅభిమానులుచలించిపోయారు.అనేకరకాలవైద్యవ
సతులు కల్పించినాఆయనకోలుకోలేక పోయారు.దాంతోఆయన
పిన్నవయస్సులోనే 1920,ఏప్రిల్26నపరమప దించారు.
శుద్ధగణితంలో’ నంబర్ థియరీ ‘ లోని ఇతనిపరిశోధనలు, స్ట్రింగ్
థియరీ, క్యాన్సర్ పరిశోధ నల వంటి ఆధునికవిషయాలలోఉపయోగ
పడుతూ ఉన్నాయి. రామానుజన్ చివరిదశలో’ మ్యాక్-తీటా
ఫంక్షన్స్’ పైచేసినపరొశోధనలు చాలా ప్రసిద్ధమైనవి. ఆయన
ప్రతిపాదించిన కొన్ని అంశాలు కొన్నిఇప్పటికీఅపరిష్కృతంగానేఉం
డటంవిశేషం.

రామానుజన్ చాలా సున్నితమైన భావాలు, మంచి పద్దతులు కలిగిన
వాడు కాస్త బిడియస్తుడు. ఆయన కేంబ్రిడ్జిలో ఎన్నో
కష్టాలను ఎదుర్కొంటూ క్రమశిక్షణ కలిగిన జీవితాన్ని గడిపాడు.
ఆయన జీవిత చరిత్రను రాసిన మొట్టమొదటి
రచయితఆయన్నుశుద్ధసాంప్రదాయవాదిగాపేర్కొనడంజరిగింది.
తనకు సంక్రమించిన సామర్థ్యం అంతా తమ ఇలవేల్పు దేవత
అయిన’ నామగిరి’ ప్రసాదించినదేనని రామానుజన్ బలంగా
విశ్వసించేవాడు. తనకు ఏ కష్టంకలిగినాఆమె
సహాయంకోసంఎదురుచూసేవాడు. ఆమె కలలో కన్పించి ఎటువంటి
సమస్యకైనా పరిష్కారంచూపించగలదనిభావించేవాడు.
’ భగవంతునిచే ప్రాతినిథ్యం వహించబడని ఏ ఆలోచనా
సూత్రం కానేరదు ‘అని అప్పుడప్పుడూ అంటేవాడు. రామానుజన్
అన్ని మతాలు ఒకటిగా నమ్మేవాడని హార్డీ ఒకసారి పేర్కొన్నాడు.
రామానుజన్ స్వరాష్ట్రమైన తమిళనాడుప్రభుత్వం , ఆయన
సాధించిన విజయాలకు గుర్తుగా ఆయన జన్మదినమైన
డిసెంబరు 22 ను ‘రాష్ట్ర సాంకేతిక దినోత్సవం’గా ప్రకటించింది.
భారత ప్రభుత్వం 1962 వ సంవత్సరంలో ఆయన 75వ
జన్మదినం నాడు, సంఖ్యా శాస్త్రంలో ఆయన చేసిన విశేష కృషిని
కొని యాడుతూ ‘స్మారక తపాలా బిళ్ళ’ను విడుదల చేసింది.
అంతమేధావి మరికొంతకాలం జీవించి ఉంటే గణితశాస్త్రంలో
భారతదేశప్రతిభను ఇంకా దశదిశలా వ్యాపింపజేసేవాడే!ఈరోజున
భారతీయులమంతాఆయనకునివాళులర్పించడంమనధర్మగా భావించాలి.
దేశవ్యాప్తంగా ఉన్నఅన్నిపాఠశాలల్లో గణితపోటీలునిర్వ
హించి,రామానుజన్ పేర బహుమతులు ఇచ్చి బాలలకంతా గణిత
ప్రఙ్ఞాశాలి ఐన ఆయన గురించీ తెలియజెప్పడమూ మన
బాధ్యతగా భావించాలి.
