స్వదేశీ, విదేశీ ప్రభువర్గాలు ఏరి కోరి తెచ్చుకున్న మోడి ప్రభుత్వం తమపై ఉంచిన విశ్వాసాన్ని కాపడుకుంటూ మొట్ట మొదటి పూర్తి స్ధాయి సాధారణ బడ్జెట్ 2015-16 ను ప్రవేశపెట్టింది. బి.జె.పి/ఎన్.డి.ఏ ప్రభుత్వం మెజారిటీ సాధించినట్లు వార్తలు వెలువడుతుండగానే పశ్చిమ బహుళజాతి కార్పొరేట్ కంపెనీలు కొత్త ప్రభుత్వం నెరవేర్చవలసిన తమ డిమాండ్లు ఏమిటో విస్పష్టంగా తమ కార్పొరేట్ మీడియా ద్వారా ప్రకటించాయి. ఆ డిమాండ్లను త్రికరణశుద్ధిగా నెరవేర్చుతూ మోడి ప్రభుత్వం నిర్ణయాత్మకంగా వేసిన అడుగు ‘బడ్జెట్ 2015-16′. ఒకవైపు తమది పేద ప్రజల ప్రభుత్వం అని ప్రకటిస్తూనే, మరోవైపు ఆ ప్రజల ప్రయోజనాలను తీవ్రంగా దెబ్బకొట్టే విధంగా పలు నయా ఉదారవాద ఆర్ధిక చర్యలను బడ్జెట్ 2015-16 లో మోడి ప్రభుత్వం ప్రకటించింది. తమ బడ్జెట్ చర్యలు కార్పొరేట్లకు అంకితమన్న సంగతిని దాచి ఉంచడానికి ఆర్ధిక మంత్రి అరుణ్ జైట్లీ తీవ్రంగా శ్రమించినప్పటికీ స్వదేశీ, విదేశీ కార్పొరేట్ పత్రికలు, షేర్ మార్కెట్లు ప్రకటించిన సంతోషాతిరేకాలు ఆయన శ్రమను బూడిదలో పోసిన పన్నీరుగా మార్చాయి.

“జైట్లీ బడ్జెట్ ‘బిగ్ బ్యాంగ్’ బడ్జెట్ కానప్పటికీ వృద్ధి దృక్పధంతో (గ్రోత్-ఓరియెంటెడ్) రూపొందించిన బడ్జెట్” అని రాయిటర్స్ వార్తా సంస్ధ సంతృప్తి ప్రకటించింది. ఇప్పటి పాదార్ధిక విశ్వం ఒక చిన్న అణువు పెద్ద పెట్టున పేలిపోవడం వల్ల ఉద్భవించిందని గ్రహశాస్త్రంలోని ‘బిగ్ బ్యాంగ్ సిద్ధాంతం’ చెబుతుంది. అణువు పేలి విశ్వం ఆవిర్భవించినట్లుగానే, బహుళజాతి ప్రైవేటు కంపెనీలకు మేలు చేసే విధంగా, మోడి-జైట్లీ బడ్జెట్ పెద్ద పెట్టున పేలి లాభాలు రాల్చాలని బడ్జెట్ కు ముందే పశ్చిమ కార్పొరేట్ పత్రికలు డిమాండ్ చేశాయి. ఫైనాన్షియల్ టైమ్స్, వాల్ స్ట్రీట్ జర్నల్, బిజినెస్ స్టాండర్డ్, రాయిటర్స్ లాంటి పత్రికలు మోడి ప్రభుత్వం తమ బడ్జెట్ లో ‘బిగ్ బ్యాంగ్’ సంస్కరణలు తేవాలని డిమాండ్ చేశాయి. ప్రభుత్వ ఖర్చు బాగా తగ్గించాలని కోరాయి.

మౌలిక నిర్మాణాల (ఇన్ఫ్రాస్ట్రక్చర్) కోసమే అని చెబుతూ జైట్లీ బడ్జెట్ తీసుకున్న మరొక చర్య ఇన్ఫ్రాస్ట్రక్చర్ బాండ్లు జారీ చేయడం. ఈ తరహా బాండ్లు జారీ చేయడం మోడి-జైట్లీ బృందం కనిపెట్టినదేమీ కాదు. ప్రణబ్ ముఖర్జీ ఆర్ధిక మంత్రిగా ఉన్నప్పుడే ఇన్ఫ్రాస్ట్రక్చర్ బాండ్లు జారీ చేసి నిధులు సేకరించారు. అయితే అప్పటి ప్రభుత్వం వాటిపై పన్నులు వసూలు చేసింది. జైట్లీ బడ్జెట్ పన్నులు లేని బాండ్లు జారీ చేస్తామని ప్రకటించింది. ఏ పేరుతో బాండ్లు జారీ చేసినా అది ప్రాధమికంగా ఋణ సేకరణ. కనుక అది ఋణ దాతల ఆదాయం. ఈ విధంగా పన్నులు కట్టనవసరం లేని ఆదాయాన్ని ధనిక వర్గాలకు జైట్లీ బడ్జెట్ సమకూర్చుతోంది. బాండ్ల కొనుగోళ్ళు వేలు, లక్షలలో ఉండదు. కోట్లలో ఉంటాయి. వందల కోట్లలో కొనుగోలు చేసినా చేయవచ్చు.

పేరుకి ఇన్ఫ్రాస్ట్రక్చర్ కోసం అని చెప్పినప్పటికీ పన్ను రహిత బాండ్ల అసలు ఉద్దేశ్యం ధనిక వర్గాలకు పన్నులు లేని ఆదాయ మార్గాలను, డబ్బు దాచుకునే చోట్లను అధికారికంగా సృష్టించడం! అనగా ఒక పక్క అవినీతికి వ్యతిరేకం అని చెబుతూ అధికారికంగానే అవినీతి సొమ్మును తెల్ల డబ్బుగా మార్చే ప్రక్రియకు శ్రీకారం చుట్టారు. ఇది ప్రజల కోసం చేసినట్లుగా కనిపిస్తూ వాస్తవంలో సంపన్నుల ఆస్తి మరింత పెరిగేందుకు దోహదం చేసే చర్య. విద్యుదుత్పత్తి, రోడ్లు రైలు మార్గాల నిర్మాణం, ఇరిగేషన్ తదితర ముఖ్యమైన మౌలిక రంగాల కోసం అంటూ ఈ పద్ధతిని బడ్జెట్ ద్వారా ప్రవేశపెట్టారు.

RC.NO:156/VE /2015, Dt:5-3-15 :: C&DSE released guidelines for All HMs to conduct “Weekly Cleanliness Drive” in all the schools

Weekly Cleanliness Drive guidelines:

1. The HMs may be given instructions for taking up the responsibility & ensuring the cleanliness of the school premises fixing a particulars day of the week as cleanliness day (Wednesday)
2. The Districts are also instructed to coordinate with the concerned department for providing running water to the Schools.
3. Wherever it is not possible to access RWS the DEOs are requested to ensure that overhead sintex tanks are provided to all the toilets in the schools
4. These tanks must be regularly filled up with water by engaging the services of the private water tanker suppliers at the mandal level.
5. These expenditure met from the School grants or any other amount available.
6. Also involve the community wherever possible.

C&DSE Ordered the above instructions should be strictly followed for creating hygienic environment in the schools.

ORDER:-
1. The Government of Andhra Pradesh in its endeavour to promote quality and excellence in education have introduced the scheme of “Pratibha Awards”. Under this scheme, meritorious students who excel in the SSC Public Examinations will be awarded with a merit certificates, a memento and scholarships to meet the cost of Higher Education.

2. The Commissioner of School Education, Andhra Pradesh, Hyderabad in the
reference 5th read above has submitted the proposal to the Government for issue of revised guidelines on “Pratibha Scholarship awards”:

3. Government after carefully examination of the matter duly considering the
proposal of Commissioner of School Education, A.P., Hyderabad and in partial
modification of the orders issued in the references 1st to 4th read above hereby issue the following revised guidelines:
     1. In every mandal, 6 students will be given Pratibha Awards for their highest score in class X (the preceding Academic Year) one each for BC, SC,ST, one for the Girl Student and two for OC. Pratibha Scholarship amount for the
selected Awardee will be given in one instalment only @ Rs.20,000/- per
awardee as detailed below:

     2. The selection list of the students shall be prepared based on the merit list
furnished by the Director of Govt. Examinations keeping in view of the
guidelines issued in G.O.Ms.No.207, Higher Education (EC.I) Dept., dated:
28.06.1999 & G.O.Ms.No.51 Education (SE-Exams) Dept., dt:24.08.1999.
     3. The guidelines issued in G.O.Ms.No.51 Edn (SE.Exams) Dept, dated:24.08.1999 shall be followed while selecting the students basing on the Grade Point Average (GPA) obtained in SSC Examinations instead of marks mentioned in the said G.O. In case there is a tie in the students GPA, the students shall be selected based on the date of birth whoever is elder. If Date of Birth is also same, students will be selected on the preferential order of ST/SC/BC & OC.
     4. The students shall be selected for Pratibha Award irrespective of ceiling limit of income as prescribed in G.O.Ms.No.12 Higher Education (EC.I) Dept, Dated:
01.02.2005.
     5. The receipt of the award amount need not be linked to other welfare
scholarship amounts received by the candidate by virtue of their other Social /
Physical disadvantages, as the main objective of the scheme is to recognise the
merit and for encouraging continuity in their studies/study.
     6. A State function shall be organized by the Commissioner of School Education
instead of District Level to facilitate the Awardees.
     7. All the candidates selected for Pratibha Awards shall be given (a) a cash memo for Rs.20,000/- (b) a certificate and (c) memento.
     8. Lump sum amount paid to the students for meeting the costs of travel, boarding and lodging should also be enhanced as per the present rates.
     9. The State Level function shall be organised every year in the month of
September.
     10. The cash award shall be paid only after admission of the candidate into higher studies and after furnishing of the confirmation by the concerned competent authority.

4. The Commissioner of School Education, Andhra Pradesh, Hyderabad is directed to implement the scheme of “Pratibha Awards” with the above revised guidelines to the meritorious students with immediate effect.
5. The Commissioner of School Education, Andhra Pradesh, Hyderabad shall take further necessary action accordingly.

G.O.RT.No.22 , Dt:20-02-2015 :: CONSUMER AFFAIRS, FOOD AND CIVIL SUPPLIES (CS.I) DEPARTMENT – PDS – Supply of best quality of Rice from MLS Points to the Hostels /Colleges/ Schools/Kasturba Schools run by SSA – Guidelines – orders – issued

1. G.O.Ms.No.282 F, CS & CA (CS-IV) Department, Dated: 02.06.1997.
2. G.O.Ms.No.11 CA, F & CS (CS-I) Department, Dated:07.05.2013.

ORDER:
1. Government in the G.O. 1st read above, have issued orders for supply of rice at the rate of Rs. 4/- per K.G., with effect from 01.06.1997 to all Hostels, Ashram Schools and Residential Schools, Residential Junior Colleges of SC & BC categories and other institutions under the control of Social Welfare Department and other institutes under the control of Women Development and child Welfare Department.
2. In the reference 2nd read above, orders were issued to supply rice to all premetric, post-metric hostels run by the departments mentioned in the G.O., @ Rs.1-00 per kg.
3. Now instances have come to the notice of the Government that the rice released from the MLS points to hostels and other welfare institutions are of not good variety and in certain instances the rice released are also with infestation. The concerned agencies, public representatives and inmates of the hostels and other institutions are complaining about the quality of the cooked food with the said rice.
4. The Government have reviewed the supply of Rice from Andhra Pradesh State Civil Supplies Corporation Limited., MLS Points to the Welfare Hostels and after consideration of the entire matter hereby issue the following guidelines for
supply of best quality of rice to the welfare hostels/ Colleges/ Schools/Kasturba Schools run by SSA in addition to the guidelines already in practice.

1. The MLS Points should earmark best quality of rice received and available for issue to the welfare hostels.
2. The rice stocks under issue to Hostels should be totally free from infestation.
3. The Hostel Wardens should be permitted to select the best variety of rice available in the MLS points and rice should be released as per their choice.
4. MLS point in-charges should keep rice stocks in such a manner to provide opportunity to the Wardens to select the best quality rice within the available stocks at MLS point.
5. The Hostel wardens shall lift the stocks on priority between 15th to 20th of the month, before commencement of the PDS issues. The MLS point in charges should release the rice stocks in that period only.
6. The rice stocks issued towards welfare Hostels are to be despatched directly to the Welfare Hostel points. The departments shall make arrangements for transport of rice from MLS Point to hostels on their own.
7. The Welfare Departments shall put in place an oversight mechanism comprising of parents and / or SHG members to periodically monitor the stocks position, cooking practices etc., so as to ensure that well cooked rice is served to the Hostel inmates.
8. The Commissioner of Civil Supplies, Andhra Pradesh, Hyderabad / Vice Chairman and Managing Director, A.P. State Civil Supplies Corporation Limited, Hyderabad shall issue instructions accordingly to the concerned district authorities to follow the above guidelines scrupulously.

or a former employer, if not charged to income-tax for any earlier previous year will
be charged to IT this year.
CPS-CSS Arrears Principle Amount is the DA Arrears which was already charged to I.T in
those years, so now it need not be shown this year again.
But the profit, which is the interest amount should be charged to IT Returns

All the District Educational Officers and Project Officers, of Sarva Shiksha Abhiyan and DIET Principals in the State are informed that a teleconference is scheduled on 19-02-2015 from 10.00Am to 4.30 PM through MANA TV conducting by Pedagogy, SSA. A.P on implementation of PINDICS and Dissemination of SLAS 2014-15 results, to all Sectoral officers of DPO, MEOs, School Complex HMs, MRGs and SRGs in the State.

The objective of the teleconference is to get the clarity and awareness on PINDICS. All the teachers can be assessed by complex HMs and the SCHMs award grades to teachers basing on their performance. The POs are requested to communicate the same grades to State Project Office by March 2015 in the prescribed format.

The dissemination of State Level Achievement Survey (SLAS) result is also one of the agenda items of the teleconference. After the completion of the teleconference the DEOs, POs and DIET principals are requested to organise meetings with DIET faculty, SRGs and educational experts in your respective Districts to prepare the action plan/Strategies basing on State Level Achievement Survey (SLAS) result and implement the recommendations to improve the quality in your respective Districts.

After the completion teleconference all the DEOs & POs are directed to plan and conduct the school complex meetings at Primary & UP level as per agenda items of teleconference in all the Telugu & Urdu complexes in the state.

Therefore, the DEOs and POs are requested to communicate all the above concerned to attend the teleconference by making the necessary arrangements for smooth conduct of teleconference at Mandal Level.

ORDER:
1. The Government is in the process of operationalizing Comprehensive Financial Management System (CFMS) in order to establish state-of-the art IT applications for effective public financial management.  It will provide seamless and dynamic interface with all stakeholders and facilitate real-time resources management, both financial and human. The CFMS will usher in automation of all government processes relating to preparation of budget, release of funds, incurring of expenditure, processing of bills by the DDOs and the Treasuries, preparation of accounts, maintenance of employee data, employee attendance, leave, etc. CFMS is using the Commercial off the Shelf (COTS) based SAP platform for a complete   integration of all of our activities like Budget, Expenditure, HRMS Revenue, Accounts, Ways & Means and Debt management.

2. The Government have selected Guntur and Chittoor Districts as pilot locations to launch CFMS for the following four modules:
•  Expenditure Management
•  Budget Management
•  Receipt Management
•  Accounts Management
•  HRMS

3. The user training programme is scheduled from 9th February, 2015 to 14th February 2015 in Guntur district and from 23rd February 2015 to 28th February 2015 in Chittoor District to the officials involved in financial transactions and office staff responsible for processing the bills, receipts and attendance of employees. Training will be conducted in batches; each batch will consist of 50 participants and will be trained for 3 days from 10:30 AM to 05:00 PM.

4. The details of training like location, batch details, and transport & lunch arrangement will be communicated to the Deputy Directors of District Treasuries, after receiving training nominations from the concerned district officials.

5. The responsibility of field staff of concerned department/Nodal officers is appended as
Annexure-A and Nomination form is in Annexure-B.

6. Therefore, the Government hereby direct the District Collectors, Guntur and Chittoor to issue necessary instructions to all the concerned district officials, to nominate the officials for the Training Programme as detailed below:
1. All members of the District Treasury Offices, Sub-Treasury Offices, PAO (Works) and Assistant PAO (works).
2. All Departmental Heads in the district.
3. One DDO from each Department under each District Treasury and sub-treasury.
4.   Power users - thirty selected members, having computer knowledge shall be trained as key users who will be capable of acting as change agents. These persons will be trained extensively to enable them to train further. After training, 15 users will support the other users within the district and
other 15 users will move to next district and train other users.

It may be ensured that the total nominations do not exceed 400 users. The nominations may be provided in the Annexure-B enclosed.

7. The concerned DTOs/STOs shall collect the nominations and forward the same to the CFMS team, whose contact details are given below for arranging batches and scheduling Training programme. The Director of Treasuries & Accounts, A.P, Hyderabad, is directed to liaise with the concerned Deputy Directors and ensure that the nominations should reach the CFMS team the earliest.

This amendment shall come into force with immediate effect.

ఆంధ్రప్రదేశ్లో ప్రభుత్వ నిధుల మంజూరు.. చెల్లింపు విధానాన్ని ప్రభుత్వం హైటెక్ పద్ధతిలో చేపట్టనుంది. ఉద్యోగుల జీతభత్యాలు మొదలుకుని, ప్రభుత్వ కార్యక్రమాలకు సంబంధించిన నిధుల చెల్లింపుల వ్యవహారాల వరకు అన్నీ ఇకపై ఆన్లైన్లోనే జరగనున్నాయి. ఏపీ ప్రభుత్వం దీనికి సంబంధించిన ఆన్లైన్ ప్రక్రియకు శ్రీకారం చుట్టింది. ముందుగా గుంటూరు, చిత్తూరు జిల్లాల్లో ఆన్లైన్  చెల్లింపుల విధానాన్ని పైలెట్ ప్రాజెక్టుగా ఈ నెలాఖరులోగా అమలు చేయనున్నారు. పైలెట్ ప్రాజెక్టు అమలు తీరును పరిశీలించిన అనంతరం మరింత సమర్ధంగా మే నెలలో మరో నాలుగు జిల్లాల్లో ఈ విధానాన్ని అమలు చేయాలని ప్రభుత్వం నిర్ణయించింది. ఆ తర్వాత దశలవారీగా సచివాలయం మొదలు మండలస్థాయి వరకు రాష్ట్రమంతటా ఈ విధానం ప్రవేశపెట్టాలని భావిస్తోంది. ఈ సీఎఫ్ఎంఎస్ విధానం ద్వారా నిధుల మంజూరు ముఖ్యమంత్రి చంద్రబాబు.. ఆర్థిక శాఖ ఉన్నతాధికారులు, ఐటీ ప్రతినిధులతో కాంప్రెహెన్సివ్ ఫైనాన్షియల్ మేనేజ్ మెంటు సిస్టమ్పై చర్చించారు. ఈ సీఎఫ్ఎంఎస్ విధానం ద్వారా ప్రభుత్వ నిధుల మంజూరు, చెల్లింపుల ప్రక్రియ మొత్తం పారదర్శకంగా జరుగుతుందని సమావేశంలో వివరించారు. ముఖ్యమంత్రి స్థాయి నుంచి శాఖాధిపతులు, జిల్లా కలెక్టర్లు, మండల స్థాయి అధికారుల వరకు నిధుల కేటాయింపులు, నిధుల వ్యయం, మిగులు తదితర వివరాలన్నీ ఈ విధానం ద్వారా ఎప్పటికప్పుడు తెలుసుకునే వెసులుబాటు ఏర్పడుతుందని వెల్లడించారు. అలాగే నిధుల కేటాయింపులు, చెల్లింపుల విషయంలో కూడా ఏ మాత్రం జాప్యం జరగబోదని తెలిపారు. ఉదోగ్యుల జీతభత్యాల చెల్లింపు విధానాల్లో మార్పులు మరోవైపు.. ఉగ్యోగుల జీతభత్యాలు బిల్లుల చెల్లింపు విధానాల్లో కూడా సమూల మార్పులు చోటచేసుకోనున్నాయి. ఇప్పటి వరకూ ప్రతి కార్యాలయంలో పేబిల్స్, కంటిజెన్సీ బిల్స్, మెడికల్ రీయింబర్స్ మెంట్, సెలవుల మంజూరు తదితర వాటి కోసం ఇద్దరు ముగ్గురు ఉద్యోగులు ప్రత్యేకంగా పది రోజుల పాటు పనిచేయాల్సి వచ్చేది. ఈ నూతన విధానంలో ఇక డ్రాయింగ్ ఆఫీసర్లే వుండరు. డ్రాయింగ్ ఆఫీసర్లుగా కాకుండా వారి సొంత విధుల్లో పూర్తిస్థాయిలో పనిచేసే అవకాశం కలుగుతుంది.

అలాగే, ఉద్యోగుల సర్వీస్ రిజిస్టర్ సైతం ఇక డిజిటల్ కానుంది. నిత్యం పర్యవేక్షణ వ్యవస్థ మొత్తం ఆన్లైన్ అయినా నిత్యం పర్యవేక్షణ ఉండాలని ముఖ్యమంత్రి ఆదేశించారు. ఇందుకు జిల్లా స్థాయిలో కలెక్టర్ల పర్యవేక్షణలో ఫైనాన్స్ మేనేజర్లను నియమించాలని సీఎం సూచించారు. ఎక్కడా అవకతవకలు జరక్కుండా చూసే బాధ్యత ఈ ఫైనాన్స్ మేనేజర్లకు అప్పగించాలన్నారు. ఒక కాంట్రాక్టరు పని చేసిందీ లేనిదీ అధికారి ధ్రువీకరించాలన్నారు. పనులు జరిగిందీ లేనిది వీడియో తీసి ఆన్లైన్లో పెట్టిన తరువాతే  నిధులు విడుదల చేయాలని సీఎం చంద్రబాబు అధికారులకు సూచించారు. మొత్తం మీద ఈ విధానం ద్వారా చెల్లింపులు, కేటాయింపులు పారదర్శకతతో జరుగుతాయి అని చెప్తున్నా.. వీటిని అర్థం చేసుకోకుండా అధికారులపై భారం మోపితే ఏ మేరకు ఉపయోగపడుతుందో వేచిచూడాలి.

క్షేత్రస్థాయిలో ఉన్న పరిస్థితుల్ని వివరించి సహకారాన్ని కోరాలని
నిర్ణయించారు. ప్రస్తుతం రాష్ట్రంలో భౌతికశాస్త్రంవిభాగంలో ఉపాధ్యాయులు ఎక్కువగా ఉంటే గణితంలో తక్కువగా ఉన్నారు. ప్రాథమిక సమాచారం
ప్రకారం..రాష్ట్ర వ్యాప్తంగా 8,959 ప్రాథమిక, ప్రాథమికోన్నత పాఠశాలల్లో ఒకే
ఉపాధ్యాయుడు బోధిస్తున్నారు. విద్యా
హక్కు చట్టం ప్రకారం ప్రతి పాఠశాలలో
కనీసం ఇద్దరు ఉపాధ్యాయులు ఉండేలా వివిధ పాఠశాలల్లో అవసరానికి మించి ఉన్న
15,000 మంది ఉపాధ్యాయుల
సేవలను హేతుబద్ధీకరించాలని అధికారులు కొద్దికాలం కిందటే ప్రతిపాదించారు.
సమయాభావం దృష్ట్యా వీరి సేవలను జిల్లా విద్యా శాఖ అధికారుల ద్వారా
అవసరమైన పాఠశాలల్లో అందేలా చర్యలు
తీసుకున్నారు. ఈ ప్రక్రియ కొన్నిచోట్ల బాగా జరగ్గా.. మరికొన్నిచోట్ల!! అంతంతమాత్రంగానే అమలెంది. ఈ పరిస్థితుల్లో విద్యా శాఖ ఉన్నతాధికారులు పరిస్థితుల్ని చక్కదిద్దేందుకు వీలుగా కొత్త కమిటీలు
ఏర్పాటుచేసి నివేదికలు తెప్పించనున్నారు.అలాగే పాఠశాలల స్థితిగతుల్ని.తెలుసుకునేందుకు మ్యాపింగ్
సైతం చేయనున్నారు. విద్యార్థుల
ప్రవేశాల ప్రక్రియలో అవకతవకలు జరగకుండా.. లోపాలుతలెత్తని విధంగా ఆధార్
సంఖ్యతో గట్టి చర్యలు తీసుకోవాలని
భావిస్తున్నట్లు విద్యా శాఖ కార్యదర్శి సిసోడియా, కమిషనర్ సంధ్యారాణి సోమవారం దూరవిద్యలో పది, ఇంటర్ ఫలితాల విడుదల సందర్భంగా
వెల్లడించారు.డీఈఓ-.పీఓల మధ్య

కమిషనరుగా ఇద్దరు ఐఏఎస్ అధికారులు
ఉండేవారు. తెదేపా అధికారంలోనికి వచ్చిన
అనంతరం ఈ రెండింటినీ ఒక్కరే చూస్తున్నారు. ప్రస్తుతం ఈ.రెండు
బాధ్యతల్ని సంధ్యారాణి నిర్వర్తిస్తున్నారు. ఈ.క్రమంలో జిల్లాల్లో ఉండే డీఈఓ,.పీఓల మధ్య
సఖ్యత పెంచాల్సిన అవసరం ఉందని,
పనివిభజన చేసి ఇద్దరిల. చురుకుదనం
పెంచాలని ఉన్నతాధికారులు భావిస్తున్నారు. అలాగే రెండు శాఖల్లో ఇంజినీరింగ్ విభాగాలు వేర్వేరుగా ఉన్నాయి.
ఆర్ఎంఎస్ఏ, రాజీవ్ విద్యా మిషన్, ఏపీ విద్య మౌలిక సదుపాయాల సంస్థ వంటి విభాగాల ఆధ్వర్యంలో ఒకే పాఠశాలలో
నిర్మాణాలు వేర్వేరు విభాగాల కింద జరుగుతున్నాయి. ఇకపై ఇలా జరగకుండా..
ఇంజినీరింగ్ విభాగాల మధ్య కూడా అంతరాలు తొలగించాలన్నది అధికారుల
వ్యూహం.

ఆదాయపు పన్ను సెక్షన్ లు - పన్ను మినహాయింపులు - వివరాలు (2014-15)

ఇంటి కోసం (సెక్షన్ 80 సీ, 24బీ): బ్యాంకు రుణం తీసుకుని ఇల్లు నిర్మిస్తే రెండు సెక్షన్ల ద్వారా పన్ను ప్రయోజనాలుంటాయి. అవి ఎలా వర్తిస్తాయంటే... మనం రుణానికి చెల్లించే వాయిదాల్లో కొంత అసలు, కొంత వడ్డీ ఉంటుంది. పన్ను ప్రయోజనానికి సంబంధించి ఈ రెండింటినీ విడిగా లెక్కిస్తారు. అసలు కింద చెల్లించే మొత్తంపై సెక్షన్ 80సీ కింద గరిష్టంగా రూ.1.50 లక్షల వరకూ మినహాయింపు పొందొచ్చు. అయితే తొలినాళ్లలో చెల్లించే వాయిదాల్లో అసలు కన్నా వడ్డీయే ఎక్కువ ఉంటుంది. అందుకే వడ్డీపై సెక్షన్ 24(బి) కింద గరిష్టంగా రూ.2 లక్షల వరకు పన్ను మినహాయింపు పొందొచ్చు. ఇది 80సీకి అదనం. అంటే మిగతా పొదుపులు, బీమా ఏవీ లేకున్నా కేవలం గృహ రుణంతోనే గరిష్టంగా ఏడాదికి రూ.3.5 లక్షల మేర పన్ను ప్రయోజనం పొందవచ్చు.

చదువు కోసం (సెక్షన్ 80సీ, 80ఈ): చదువుల ఖర్చును పన్ను మినహాయింపు కోసం చూపించుకోవచ్చు. దీనికోసం సెక్షన్ 80సీ, సెక్షన్ 80ఈ అందుబాటులో ఉన్నాయి. స్కూలు ఫీజులో ట్యూషన్ ఫీజుకు 80సీ కింద పన్ను లాభం పొందొచ్చు. అయితే ఇది కుటుంబంలో ఇద్దరు పిల్లలకు మాత్రమే... అది కూడా 80సీ పరిధిలో రూ.లక్ష వరకే వర్తిస్తుంది. ఒకవేళ అసెస్సీ తన చదువు కోసమో, తన కుటుంబీకుల ఉన్నత విద్య కోసమో రుణం తీసుకుంటే దానికి చెల్లించే వాయిదాల్లో వడ్డీ మొత్తానికి సెక్షన్ 80ఈ ప్రకారం పన్ను మినహాయింపు పొందొచ్చు. ఈ వడ్డీ మినహాయింపులపై ఎలాంటి పరిమితీ లేదు. అయితే పన్ను మినహాయింపు లభించేది వడ్డీ చెల్లింపులపై మాత్రమే. అసలుపై ఏ మినహాయింపూ ఉండదు. అలాగే గరిష్టంగా 8 ఏళ్ల వరకు ఈ మినహాయింపులను పొందవచ్చు. రుణం తీసుకున్నాక ఎనిమిదేళ్ల తరవాత చెల్లించే వడ్డీపై సెక్షన్ 80ఈ మినహాయింపులు లభించవు.

ఆరోగ్యం(సెక్షన్ 80డీ/80డీడీ/80డీడీబీ): ఇలాంటి అనుకోని ఖర్చుల్ని భరించడానికి బీమా పాలసీలుంటాయి. బీమా కోసమే కాక, చికిత్స కోసం, వైద్య పరీక్షల కోసం, మందుల కోసం... వీటన్నిటికీ చేసే ఖర్చుల్ని పన్ను నుంచి మినహాయించవచ్చు. ప్రధానంగా సెక్షన్ 80డీ, 80డీడీ, 80డీడీబీ ఈ వెసులుబాటు కల్పిస్తున్నాయి. అదెలాగంటే...

ఆరోగ్య బీమా (80డీ): హెల్త్ ఇన్సూరెన్స్కు చెల్లించే ప్రీమియంలను సెక్షన్ 80డీ కింద మినహాయిస్తారు. ఇది గరిష్టంగా రూ.15,000 వరకు... సీనియర్ సిటిజన్స్కు అయితే రూ.20,000 వరకు ఉంటుంది. అదే తల్లిదండ్రులకు కూడా వైద్య బీమా తీసుకుంటే అదనంగా మరో రూ.15,000 (సీనియర్ సిటిజన్స్కి రూ.20,000) ప్రయోజనం లభిస్తుంది. ఇదికాక ఈ ఏడాది నుంచి ముందుజాగ్రత్త చర్యగా చేయించుకునే వైద్య పరీక్షలపై కూడా గరిష్టంగా రూ.5,000 వరకు పన్ను మినహాయింపు కోసం పరిగణిస్తారు. తల్లిదండ్రులు, కుటుంబసభ్యుల వైద్యపరీక్షలకూ ఇది వర్తిస్తుంది.

చికిత్స ఖర్చు (80డీడీబీ): కొన్ని ప్రధానమైన వ్యాధులకు చికిత్స చేయించుకుంటే సెక్షన్ 80డీడీబీ కింద గరిష్టంగా 40,000 వరకు పన్ను మినహాయింపు ప్రయోజనం పొందవచ్చు. ఏయే వ్యాధి చికిత్సలకు మినహాయింపులు లభిస్తాయన్నది ఈ సెక్షన్లో వివరంగా పేర్కొనడం జరిగింది. అదే సీనియర్ సిటిజన్ అయితే రూ.60,000 వరకు చూపించుకోవచ్చు. ఒక వేళ ఈ మొత్తం హెల్త్ ఇన్సూరెన్స్ ద్వారా రీ-యింబర్స్మెంట్ పొందితే మాత్రం పన్ను ప్రయోజనం లభించదు.

అంగ వైకల్యం ఉంటే...(80యూ): పన్ను చెల్లించే వ్యక్తికి వైకల్యం ఉంటే కనుక సెక్షన్ 80యూ ప్రకారం మినహాయింపులు పొందవచ్చు. అంగవైకల్యం తీవ్రతపై ఈ మినహాయింపు ఆధారపడి ఉంటుంది. వైకల్యం సాధారణ స్థాయిలో ఉంటే ఆదాయం నుంచి రూ.50,000 తగ్గించి చూపించుకోవచ్చు. అదే తీవ్రత ఎక్కువగా ఉంటే  రూ.75,000 వరకు మినహాయించి చూపించవచ్చు.

డిపెండెంట్ల కోసం... (80డీడీ): వైకల్యం ఉన్న వారు మీపై ఆధారపడి ఉంటే (తల్లిదండ్రులు, కుటుంబ సభ్యులు, అక్కా చెల్లెల్లు, అన్నదమ్ములు) సెక్షన్ 80డీడీ కింద మినహాయింపు కోరవచ్చు. ఒక మాదిరి వైకల్యం అయితే గరిష్టంగా రూ.50,000, అదే తీవ్ర వైకల్యమైతే గరిష్టంగా రూ.1,00,000 వరకు ఆదాయాన్ని  తగ్గించి చూపించుకోవచ్చు. దీనికి డాక్టర్ సర్టిఫికెట్ సమర్పించాల్సి ఉంటుంది. ఎల్ఐసీ జీవన్ ఆథార్ పాలసీకి చెల్లించే  ప్రీమియంలు కూడా ఈ సెక్షన్ పరిధిలోకే వస్తాయి.

విరాళాలు (సెక్షన్ 80జీ): ఆదాయపు పన్ను చట్టం సెక్షన్ 80జీ ద్వారా కొన్నిటికి ఇచ్చే విరాళాలపై పన్ను మినహాయింపులుంటాయి. మినహాయింపు వర్తించే విరాళాలకు సంబంధించి సెక్షన్ 80జీలో  పలు నిబంధనలున్నాయి. కొన్ని విరాళాలపై పూర్తిగా 100 శాతం తగ్గింపు (డిడక్షన్) లభిస్తే మరికొన్నింటిపై 50  శాతం మాత్రమే లభిస్తుంది.జాతీయ రక్షణ నిధి, ప్రధానమంత్రి లేదా ముఖ్యమంత్రి సహాయ నిధి, నేషనల్ ఫౌండేషన్ ఫర్ కమ్యునల్ హార్మోని, జిల్లా సాక్షరతా మిషన్, నేషనల్ టెక్నాలజీ ఫండ్ వాటికి ఇచ్చే విరాళాలపై ఎలాంటి పరిమితులు లేకుండా పూర్తిగా 100 శాతం మినహాయింపులు లభిస్తాయి. కాగా, స్థూల జీతంలో 10 శాతం దాటని విరాళాలకు మాత్రమే ఈ డిడక్షన్స్ వర్తిస్తాయి.

హెచ్ఆర్ఏ (సెక్షన్ 10(13ఏ)): ఉద్యోగులు అద్దె ఇంట్లో ఉంటే కంపెనీ ఇంటిఅద్దె భత్యాన్ని (హెచ్ఆర్ఏ) అందిస్తుంది.
సొంతిల్లు లేకుండా అద్దింట్లో నివసించే వారు హెచ్ఆర్ఏని క్లెయిమ్ చేసుకోవడం ద్వారా పన్ను భారాన్ని తగ్గించుకోవచ్చు.
అయితే కుటుంబ సభ్యుల్లో ఎక్కువ మంది ఉద్యోగులుంటే ఒకరు మాత్రమే దీనిని వినియోగించుకోగలరు. ఈ
హెచ్ఆర్ఏను లెక్కించేటపుడు మూడు అంశాలు పరిగణనలోకి తీసుకుంటారు.
   అవి...1- జీతంలో 40 శాతం
          2- యజమాని ఇంటిఅద్దె అలవెన్స్గా ఇచ్చిన మొత్తం
          3- చెల్లించిన అద్దెలోంచి జీతంలో  పదవభాగాన్ని తీసివేయగా మిగిలిన మొత్తం
పైన పేర్కొన్న మూడింటినీ చూశాక వీటిలో అన్నిటికన్నా తక్కువ ఉన్నదానికే  మినహాయింపు లభిస్తుంది.

హెచ్‌ఆర్ఏ లేకపోతే సెక్షన్ 80జీజీ: హెచ్ఆర్ఏలేకపోయినా చెల్లించే ఇంటిఅద్దెపై పన్ను ప్రయోజనాలు పొందడానికి ప్రత్యేకంగా ఒక సెక్షన్ ఉందన్న సంగతి చాలా మందికి తెలియదు. సెక్షన్ 80జీజీప్రకారం హెచ్ఆర్ఏ సౌలభ్యం లేని వృత్తి నిపుణులు, వ్యాపారస్తుల వంటి వారు ఈ ప్రయోజనం పొందచ్చు. ఈ సెక్షన్  ప్రకారం చెల్లించిన అద్దెలోంచి జీతంలో పదవభాగాన్ని తీసివేయగా మిగిలిన మొత్తంకానీ, మీ ఆదాయంలో గరిష్టంగా 25 శాతంకానీ లేదా  నెలకు గరిష్టంగా రూ.2,000 గానీ మినహాయింపు కోరవచ్చు. ఈ మూడింట్లో ఏది తక్కువైతే దానికి మాత్రమే మినహాయింపు వర్తిస్తుంది. ఈ ప్రయోజనం పొందాలంటే ఉంటున్న ఊళ్లో మీ పేరు మీద లేక భార్య, పిల్లల పేర సొంతిల్లు ఉండకూడదు. అలాగే ఇంటికి సంబంధించిన ఎటువంటి ఇతర పన్ను ప్రయోజనాలూ పొంది ఉండకూడదు.

Order:
1. The attentions of the District educational Officers in the State and Principals of Model Schoc
A.P. is invited to the references 3rd cited, wherein the Government have issued orders for payment of DA and IR arrears to staff of Model Schools, subject to meeting the expenditure within Budget available under the relevant head of account for 2014-15 and no additional budget will be considered.

2. In view of the orders issued by the Government in the reference 3rd cited, the Commissioner of
School Education and Ex. Officio Project Director, RMSA/APMS, A.P. Hyderabad is hereby accorded
permission to the Principals of A.P. Model Schools through District Educational Officers concerned
claiming the salaries of the staff and Principals working in the A.P.Model Schools with present DA ie 7L904 and IR i.e. 27% in the basic pay from the salary bills of February. 2015 payable in March 2015.

3. Therefore all the District Educational Officers and the Principals of Model Schools in the State are  requested to take necessary action accordingly.

This has got the approval of the Commissioner of School Education and Ex-Officio Project Direcor of  RMSA/APMS, AP, Hyderabad.

G.O.RT.No.183, Dated: 31.1.2015 :: A.P. State Reorganization Act, 2014 - Certain arrears and other claims pertaining to the period prior to bifurcation of the erstwhile State of Andhra Pradesh i.e., 02-06-2014 -Extension of time to present the bills - Orders - Issued.

O R D E R:
In the G.O. 3rd read above, orders were issued for completion of the submission and passing of arrear bills pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh by 31.12.2014 and further extended up to 20.01.2015 vide G.O. 4th read above.

2. In the reference 5th read above, the AP NGO’s Association brought to the notice of the Government that, still there are cases for clearance and employees are facing difficulty due to expiry of time limit.

3. Government, after careful consideration of the matter, hereby extend the period of submission and passing of bills of arrears and other claims pertaining to the period prior to bifurcation of erstwhile State of Andhra Pradesh i.e. prior to 02.06.2014,up to 28th February,  2015.

4. All departments shall comply with the above orders to clear such claims.
