సెంటర్ (బార్క్)లో రియాక్టర్ ఇంజనీరింగ్ విభాగంలో
చిరుద్యోగిగా కెరీర్ ప్రారంభించిన ఆయన..
డెరైక్టర్ స్థాయికి ఎదిగారు. భారత్ పరీక్షించిన
రెండు అణ్వస్త్ర ప్రయోగ పరీక్షల్లో
పాల్పంచుకున్నారు.
మరోవైపు విద్యారంగంలోనూ కకోద్కర్ తన విశిష్ట
సేవలను అందిస్తున్నారు. ఐఐటీ వంటి సంస్థల్లో
చేపట్టాల్సిన సంస్కరణల కమిటీకి
నేతృత్వం వహించి.. ఐఐటీల పురోభివృద్ధికి ఎన్నో

విధానం అద్భుత ఫలితాలు సాధించాలంటే..

ప్రస్థానం గురించి చెప్పండి?
మధ్యప్రదేశ్లోని బరవాని నా స్వగ్రామం.
ఖర్గోనేలో పాఠశాల విద్య పూర్తి చేశాను. కాలేజ్
ఎడ్యుకేషన్ కోసం ముంబై రావడం నా జీవిత
గమ్యాన్నే మార్చింది. వాస్తవానికి
ఇంటర్మీడియెట్ పూర్తయ్యాక ఫిజిక్స్లో
ఉన్నత విద్య అభ్యసించాలనుకున్నా. అయితే,
అప్పట్లో యూనివర్సిటీలో స్టూడెంట్ పాలిటిక్స్
కారణంగా ఫిజిక్స్లో నాణ్యమైన
బోధనను ఆశించలేమని కాలేజ్ వైస్ ప్రిన్సిపాల్
చెప్పారు. దాంతో మెకానికల్ ఇంజనీరింగ్ బ్రాంచ్లో
అడుగుపెట్టాను. ఇందులో గ్రాడ్యుయేషన్ పూర్తి
కాగానే.. రొటీన్కు భిన్నమైన అవకాశాల
కోసం అన్వేషణ కొనసాగించా. ఆ సమయంలో బాబా
అటామిక్ రీసెర్చ్ సెంటర్ (బార్క)లో
ఉద్యోగం లభించింది. ఇది నా కెరీర్ పరంగా
అత్యంత కీలకమైన మలుపు. నేనేంటో
నిరూపించుకునే విధంగా బార్క్లో
అవకాశాలు లభించాయి. ఆ క్రమంలో అణుశక్తిని
అభివృద్ధి చేసే విషయంలో ఎన్నో ఎసైన్మెంట్స్
చేయగలిగాను. ఇప్పటికీ.. కొత్తగా ఆలోచించే వారికి
బార్క్లో అవకాశాలకు ఆకాశమే హద్దు.
మీ కెరీర్లో చిరస్మరణీయమైన విజయం?
ఎవరి కెరీర్లోనైనా ముఖ్యంగా సైన్స్ అండ్
టెక్నాలజీకి సంబంధించి తొలి అసైన్మెంట్
చిరస్మరణీయంగా నిలుస్తుంది. ఫ్లేమ్
స్ప్రేయింగ్ ఉపయోగిస్తూ లోహ పదార్థంపై
అల్యూమినియం కోటింగ్ విధానాన్ని వృద్ధి
చేయడం నా తొలి అసైన్మెంట్. పూర్తిగా ఎవరి
ప్రమేయం లేకుండా దీన్ని స్వయంగా వృద్ధి
చేశాను. ఇది ఎప్పటికీ గుర్తుండిపోయేది. ఆ
తర్వాత ధ్రువ రియాక్టర్ ఆవిష్కరణలో
పాల్పంచుకున్నాను. మద్రాస్ అటామిక్ పవర్
స్టేషన్లో రియాక్టర్ల రిహాబిలిటేషన్.. 1974,
1998లలో పోఖ్రాన్ అణు పరీక్షల్లో భాగస్వామిని
కావడం వంటివి మరికొన్ని చిరస్మరణీయ
మైలురాళ్లు.
విద్యారంగానికి సంబంధించి.. ఇంజనీరింగ్
గ్రాడ్యుయేట్గా.. ప్రస్తుత ఇంజనీరింగ్ అండ్
టెక్నాలజీ విద్యా విధానంపై మీ అభిప్రాయం?
ఇంజనీరింగ్ అండ్ టెక్నాలజీలో
విద్యార్థులను కేవలం లేబొరేటరీలు, క్లాస్
రూంలకే పరిమితం చేయడం సరికాదు. రీసెర్చ్పై
అవగాహన కల్పించాలి. సాంకేతిక ఉత్పత్తులు/
ప్రక్రియలపై సంబంధిత నైపుణ్యాలు అలవర్చాలి.
ఎంటర్ప్రెన్యూర్షిప్ గురించి వివరించాలి.
క్షేత్రస్థాయి పద్ధతుల ద్వారా ఆహ్లాదకరమైన
అభ్యసన విధానాన్ని అందుబాటులోకి తేవాలి. క్లాస్
రూం వాతావరణం కూడా రియల్లైఫ్ వర్క్
కల్చర్కు దగ్గరగా ఉండేలా చూడాలి. దీనివల్ల
విద్యార్థులకు వాస్తవ పరిస్థితులపై అవగాహన
లభిస్తుంది.
ఐఐటీలు ప్రతి ఏటా 10 వేల
పీహెచ్డీలు ప్రదానం చేసే విధంగా
చర్యలు చేపట్టాలని సిఫార్సు చేశారు. ఇది
ఆచరణ సాధ్యమేనా?
నేను ఇలా సిఫార్సు చేయడానికి బలమైన
కారణం ఉంది. దేశ జీడీపీ వృద్ధికి, ఇంజనీరింగ్,
సైన్స్ అండ్ టెక్నాలజీల్లో పరిశోధనలకు మధ్య
గట్టి సంబంధం ఉంది. మన దేశ భౌగోళిక
స్వరూపం, ప్రపంచస్థాయిలో పోటీ, అభివృద్ధి దిశగా
ఎదురవుతున్న సవాళ్ల నేపథ్యంలో భారీ
సంఖ్యలో పీహెచ్డీల అవసరం ఉంది. దీన్ని
దృష్టిలో ఉంచుకునే ఐఐటీ సంస్కరణల కమిటీ
చైర్మన్గా.. పది వేల పీహెచ్డీలు అనే అంశాన్ని
సిఫార్సు చేశాను. ప్రస్తుతం ఐఐటీల నుంచి
మూడు వేల మంది ఏటా
పీహెచ్డీలు అందుకుంటున్నారు. త్వరలోనే
ఐఐటీలు పదివేల పీహెచ్డీల మైలు రాయికి
చేరుకుంటాయని ఆశిస్తున్నాను. ఈ విషయంలో
టెక్నాలజీపై ఆధారపడి కార్యకలాపాలు సాగించే
పారిశ్రామిక, ఆర్థిక విభాగాలు తమ
భాగస్వామ్యాన్ని మరింత పెంపొందించాలి.
ఐఐటీ సంస్కరణల కమిటీ చైర్మన్గా ఎన్నో
సిఫార్సులు చేసినా.. ఆర్థిక స్వయం ప్రతిపత్తికి
సంబంధించిన సిఫార్సును ఐఐటీ గవర్నింగ్ కౌన్సిల్
వ్యతిరేకించడంపై మీ అభిప్రాయం?
మా కమిటీ చేసిన సిఫార్సుల్లో ఎన్నో ఇప్పటికే
అమలవుతున్నాయి. ఆర్థికపరమైన కోణంలో
విశ్లేషిస్తే..
ప్రభుత్వం నిరంతరం విద్యకు కేటాయింపులు పెంచుతోంది.
అందరికీ నాణ్యమైన విద్య లభించాలి. ప్రపంచ
స్థాయీ ప్రమాణాలు కూడా అందుకోవాలి. ఇలా
జరగాలంటే బడ్జెట్లో విద్యకు కేటాయించే
నిధులను భారీ స్థాయిలో పెంచాలి. నిర్దేశిత
ఫీజులు చెల్లించగలిగేవారు, రుణ
సదుపాయం లభించేవారికీ
ఫీజు రాయితీలు ఇవ్వాల్సిన అవసరం లేదనేది మా
ఉద్దేశం. కెరీర్ అవకాశాలు, ఉపాధి కచ్చితంగా
లభించే ఐఐటీల మాదిరిగానే ఇతర
ఇన్స్టిట్యూట్లను అభివృద్ధి చేయాలి. ఈ దిశగా
బడ్జెట్ కేటాయింపులు పెంచాలని సూచన చేశాం.
స్థూలంగా ఐఐటీ సంస్కరణల కమిటీ ఉద్దేశం..
మానవ వనరుల అభివృద్ధితోపాటు పరిశ్రమలకు,
సమాజాభివృద్ధికి దోహదం చేసే విధంగా బడ్జెట్
కేటాయింపులు చేయడం.
ఉన్నత విద్యాభివృద్ధికి దూర విద్య
విధానం దోహదం చేస్తుందని మీరు అన్నారు.
దూరవిద్య ద్వారా నాణ్యతను ఆశించగలమా?
మనం ఎ-3(ఎనీ వన్, ఎనీ వేర్, ఎనీ టైమ్)
అనుసంధాన, లైఫ్లాంగ్ లెర్నింగ్ అవకాశం గల
విజ్ఞానాధారిత సమాజంలో ఉన్నాం. ఉన్నత విద్యలో
ఇన్స్టిట్యూట్స్, యూనివర్సిటీల మధ్య
క్రెడిట్ ట్రాన్స్ఫర్ సదుపాయాన్ని అందుబాటులోకి
తేవాల్సిన అవసరం ఎంతో ఉంది. ఇదే సమయంలో
అందుబాటులోని సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించి
దూరవిద్యా విధానం ద్వారా మరింత మందికి
ఉన్నత విద్యను అందుబాటులోకి తేవచ్చు.
ఇన్ఫర్మేషన్ అండ్ కమ్యూనికేషన్ టెక్నాలజీ
ఆధారంగా.. సమీకృత కృషితో దూర
విద్యలోనూ నాణ్యతను పెంపొందించొచ్చు.
దేశంలో ప్రస్తుత పరిశోధనలపై మీ అభిప్రాయం?
మన దేశ జనాభా, సమాజాభివృద్ధికి సరిపోయే
స్థాయిలో పరిశోధకులు లేరు. పరిశోధకులు, రీసెర్చ్
పబ్లికేషన్స్ ఇటీవల కాలంలో
పెరుగుతున్నప్పటికీ.. ఇంకా కొన్ని విభాగాల్లో అవి
మరింత పెరగాల్సి ఉంది. ఈ క్రమంలో సమాజాన్ని,
పరిశ్రమలపై ప్రభావం చూపే విధంగా
అనుసంధానం చేయడం, భారతీయ లేబొరేటరీల్లో
పరిశ్రమ పెట్టుబడులు పెంచడం, రీసెర్చ్ను కెరీర్
ఆప్షన్గా ఎంచుకునే విధంగా భారీ సంఖ్యలో యువ
విద్యార్థులను ఆకర్షించుకునే
చర్యలు తీసుకోవడం వంటివి చేపట్టాలి.
జాతీయస్థాయి ఇన్స్టిట్యూట్లలోనే రీసెర్చ్
కార్యకలాపాలు సాగుతున్నాయి. కానీ రాష్ట్రస్థాయి
యూనివర్సిటీల్లో ఈ పరిస్థితి కనిపించట్లేదు.
దీనికి కారణం?
రీసెర్చ్లో కేవలం ఆర్థిక ప్రోత్సాహకాలే కాకుండా..
సానుకూల దృక్పథంతో కూడిన మద్దతు ఎంతో
అవసరం. ఇన్స్టిట్యూట్లు వాటంతటవే స్వీయ
పరిశోధనలు సాగించే విధంగా చర్యలు చేపట్టాలి.
పరిశ్రమ బృందాలతో అనుసంధానం కావాలి.
యూఎస్ నేషనల్ ఇంటెలిజెన్స్ కౌన్సిల్ నివేదిక
పేర్కొన్నట్లు 2015- 2050 మధ్య కాలాన్ని
డెమోగ్రాఫిక్ ఆపర్చునిటీ విండోగా
వినియోగించుకోవాలంటే?
భారతీయులందరికీ సాధికారికత కల్పించే విధంగా
వీలైనంత త్వరగా నూతన విద్యా విధానానికి
రూపకల్పన చేయాలి. ప్రస్తుతం మనం ఎ-3
విధానంలో ఉన్నాం. కాబట్టి ఇది సులభమే. అదే
విధంగా దేశంలోని అభివృద్ధి
కార్యకలాపాలను విద్యా విధానంతో
అనుసంధానం చేయాలి. స్కిల్స్, ప్రొసీజరల్,
ట్రెడిషనల్ నాలెడ్జ్ ముఖ్య భూమిక పోషించే
విధంగా విద్యను బలోపేతం చేయాలి. బోధన,
నిర్వహణ పరంగా ఇన్ఫర్మేషన్ అండ్
కమ్యూనికేషన్ టెక్నాలజీ ప్రాధాన్యాన్ని బాగా
పెంచాలి.
నూట ఇరవై కోట్ల జనాభా ఉన్న దేశంలో కింది
స్థాయి నుంచి విద్యాభివృద్ధికి మీరిచ్చే సూచన?
సాంకేతికత, ఐటీ వనరుల నేపథ్యంలో కంటెంట్
డెవలప్మెంట్, నిర్వహణ విషయంలో ఐసీటీ
అమలుతో అన్ని వర్గాల వారికి విద్యను సులభంగా
అందుబాటులోకి తేవొచ్చు. అంతేకాకుండా ప్రస్తుత
గ్లోబలైజేషన్ యుగంలో.. ఇప్పటికీ
మనం అనుసరిస్తున్న మెకాలే తరం నాటి పురాతన
ప్రతిబంధకాలు, బ్యూరోక్రసీ, రాజకీయ బంధనాల
నుంచి విముక్తి కల్పిస్తే విద్యా రంగంలో
అద్భుతాలు సృష్టించొచ్చు.
నేటి తరం విద్యార్థులకు మీరిచ్చే సలహా?
ఇంటర్నెట్ యుగం, టెక్నాలజీ
విప్లవం రాజ్యమేలుతున్న ప్రస్తుత
పరిస్థితుల్లో విద్యార్థులు కేవలం పుస్తకాలు,
ప్రయోగశాలలకే పరిమితం కాకుండా.. ప్రాపంచిక
జ్ఞానాన్ని సముపార్జించేలా ముందడుగు వేయాలి.

G.O.Ms.No.105, Dt. 2.6.11 :: Former employs of Local bodies who are appointed through APPSC/DSC on or after 10-12-04 are eligible for pay Protection under FR22(a)

A.P.P.S.C./D.S.C.,  in Govt. Service are eligible for pay protection

O R D E R:
In the reference 1st read above, the A.P. Secretariat Association, Hyderabad has
stated that certain employees have appeared for competitive examinations conducted by
APPSC and got selection for different posts i.e., ASOs. in Secretariat, as Senior
Accountants or equal cadres in the Directorates etc., in the Government service.  Before
entering into Government Service they had rendered  long service in  post falling  under jurisdiction of local bodies .  It has been represented that they  were drawing much higher pay than the minimum of the time Scale of Pay in the present posts  for which they are freshly recruited under Government service.  After joining in the present Government posts they have not been allowed  service benefits like pay protection, carry forward of leave and counting of past service for pension for the reason that they are not covered
under FR 22(a)(iv).  It has been represented that this refusal is causing  much heart burning and hardship to  employees who had worked earlier under local bodies and been recruited  to the posts in the Government.  It was further stated that all service conditions of the employees of local bodies and employees in Government are similar in nature and the services of the local bodies were.provincialised in G.O.Ms.No. 168, P.R. (Estt.III)
Dept., dt. 20-3-1981. As the salaries of the employees of local bodies are being  drawn
under the Head “010. Salaries’ from out of the consolidated fund of the State, the Association requested  to allow pay protection for all the employees recruited through APPSC irrespective of the post from which they came.

2. According to the orders issued in G.O. 2nd read above Govt. employees have been declared ineligible for direct recruitment.  The said rule has been  amended in G.O.3rd read above and Government permitted govt. employees to apply for direct
recruitment and further  Govt. employees have been permitted to retain all other benefits accrued to them in the previous posts except the lien.  In G.O. 5th read above, orders have been issued for protection of pay stipulating that the pay in the new post should not be less than the pay drawn by the Government servant in their earlier post.   In Memo. No. 24555/788/FR.II/84-1, dt. 5-10-1984 a clarification was issued to this G.O. stating that the pay may be fixed at the minimum of the scale of the new post, and if this pay happens to be less than the pay drawn from the previous post, then the shortfall in pay should be protected as personal pay to be absorbed in future increases.  The sole ground on which these instructions were issued was that junior shall not draw higher pay than his seniors by virtue of his holding a post before selection by APPSC.

3. Consequently and in view of the judgement of Supreme Court orders were issued in G.O.6th read above  providing for pay protection, which was confined to the government servants only. According to the said orders, “this benefit shall be confined to the Govt. employees only.  The employees working in central Govt. Universities, aided Institutions etc., who are appointed to the Govt. service on selection by the A.P.P.S.C.. or Dist. Selection committee are not eligible for the benefit provided under sub-clause (iv).

4. According to Rule 39 © of A.P. State and Subordinate service rules, a person in the service of the government, who applies for direct recruitment and accepts the new post will retain all benefits accrued to him in the previous post except  the lien which he has held over will come to an end.
5. In the wake of orders mentioned above, the request of the A.P. Secretariat Association has been examined and the Government is of the view that as the word “provincialisation of services” is no where defined in the Acts or the Rules and as at 
present the salaries are being paid through Treasuries from 10-12-2004 under the Head of
Account “010. Salaries” the benefit of this protection can be agreed to the employees
who are appointed after . 10-12-2004.  

6. In the circumstances stated above, Government hereby order that  the  former employees of local bodies who are appointed  later  through A.P.P.S.C.  and D.S.C., in Govt. Service  on or after 10-12-2004, and who are continuing in government service as on today be given pay protection under F.R 22(a) (iv) with monetary benefit  from the date of issue of these orders.

ORDER:
          The District Wise teams has been constitutedi with the following SCERT Faculty to monitor the SSA & RMSA activities in the State of Andhra Pradesh to ensure effective implementation of the programmes.

Further,  Academic Cell has also been constituted with the following officers to prepare report on the observations submitted by the district wise teams including actionable points so as to consolidate report.

The terms of references and Checklists for the District-wise teams and Academic Cel are enclosed herewith (Annexure- I & II).
They are therefore requested to go through the above terms of references & checklist: and cause academic monitoring of the SSA & RMSA;activities in their allotted districts and submit report to the Academic Cell, so as to conisolidate the same and submit to thf C&DSE.A.P., I lyderabad for taking further course action.

This has got the approval of the Commissioner & Director of School Education. A.P., Hyderabad

Annexure – I

Terms of reference for the District Teams aid Academic Cell:
1.  Teams shall visit the districts twice in a mor'th @ 2 days per district and monitor the academic activities in all the allotted districts.   Visits shall be taken up preferably during 2nd and 4th weeks of a month.
2. A plan of action shall be prepared by the teams well in advance for district tours to observe various items as per the checklist  provided and it may be shared with the DEO & PO, RVM to ensure the visits as per t he plan.
3. The teams shall observe the implementation of all the activities as far as possible as per the checklist during every visit so that they may observe the improvement if any taken place by the next visits
4. Teams should meet DEO and PO of RVM,of the concerned districts to take their feed back on the implementation of the activities and share the observations made. They may share their observations with the concerned RJDs also.
5. After completion of the visits, a report in a descriptive form along with key observations and actionable points shall be  furnished to the academic cell to he constituted in the O/o. SCERT. AP.
6. The teams shall visit the allotted districts  every month compulsorily until further orders.
7. The academic cell should convene a mectirig during the 1st  week of every month with all the teams under the chairmanship of the Director. SCERT to share the observations of the teams and prepare a c nsolidated report including actionable points so as to submit to the C&DSE for taking further course of action.
8.  Academic cell will be the overall responsible for implementation of the monitoring Programme.

Note: All the DEO’s are informed that the observer’s list is here by enclosed to take necessary further action accordingly.

Checklist for teams:

The teams shall observe the implementation of the following activities during their visits:
•   Quality Initiative - conduct of t acher trainings under SSA & RMSA. utilization of school grants, maintenance grants. teacher grants. Radio programmes. activity based approach in teaching learning process. completion of projects by children, individual attention on backward children, completion of syllabus las per plan.
•   Utilization of libraries    issue of books to the children
•   Attendance of teachers and pupil)
•   Functioning of special training centres for out of school children. seasonal hostels.
•   Implementation of Computer Aided Learning in UP Schools.
•   CCE - Implementation. conduct of formative and summative tests. maintenance of records, sharing of children progress with parents. etc. School management committees    conduct of meetings. monitoring of school activities, etc.
•   Inclusive Education - functioning of Resource Centres. Home Based Education. conduct of screening tests, visits of Inclusive Education Resource Persons, payment of esIcort allowance.
•   Conduct of school complex meetings
•   Supply of uniforms and textbooks to the children
•   Availability of drinking water, toilets and electricity supply in schools
•   Functioning of Residential Schools for urban deprived children
•   Working and efficiency of part time teachers
•   Functioning of KGBV Schools
•   Support to Madarsas and implementation of formal curriculum
•   Visits of schools by MEOs and CRPs
•   Watching of Mana TV progrannnies
•   Implementation of Computer Education programme in High Schools
•   Implementation of Mid-day Meal
•   Other activities of SSA & RMSA
•   Functioning of ELTCs
•   Implementation of Teacher Education activities and running of D.Ed. course in DIETs.

Order:
In the reference cited, among others, an amendment has been issued to sub-section (1) of section 3 of the  Andhra Pradesh Public Employment (Regulation of Age of Superannuation)  Act, 1984 enhancing  the age of superannuation of the Government employees from 58 to 60 years.

As per sub-section (2) of section 1 of the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984, the provisions of the said Act shall apply to the following categories of employees:
i) persons appointed to public services and posts in connection with the affairs of the state;
ii) officers and other employees working in any local authority, whose salaries and allowances are paid out of the consolidated fund of the State; 
iii) persons appointed to the Secretariat Staff of the Houses of the State Legislature and 
iv) every other officer or employee whose conditions of service are regulated by the rules framed under the proviso to Article 309 of the Constitution of India before the commencement of this Act, other than the Village Officers and Law Officers;

whether appointed before or after the commencement of this Act.
However certain doubts have been expressed on the applicability of the enhanced age of superannuation to the employees of the urban and rural local bodies, state public enterprises, autonomous institutions and other entities and to the teaching and non-teaching employees of the aided educational institutions and universities.
2. In order to make the position clear, the following clarifications are issued:

Clarification 1:
Whether the employees of the urban and rural local bodies including the teaching and non-teaching employees in the educational institutions in their jurisdiction, are eligible for the enhanced retirement age of 60 years

Answer:
The salaries of these employees except those belonging to the Greater Visakhapatnam Municipal Corporation and the Vijayawada Municipal Corporation are paid through the treasuries. Therefore, these employees are covered under clause (ii) of sub-section (2) of section 1 of Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984. Therefore, the employees belonging to the urban and rural local bodies other than the Greater Visakhapatnam Municipal Corporation and the Vijayawada Municipal Corporation, are eligible for the enhanced retirement age of 60 years. 
        
In respect of the above two municipal corporations the Municipal Administration and Urban Development Department  may examine the issue in greater detail and send necessary proposals for extension of the  benefit to the employees of the
GVMC and the VMC.
      
Clarification 2:
Whether the employees of the aided educational institutions are eligible for the enhanced retirement age of 60 years;

Answer:
The age of superannuation of the teaching and non-teaching employees of the aided educational institutions are governed by section 78-A of the Andhra Pradesh Education Act, 1982. As amended by the Act 17 of 1993, the teaching and non-teaching staff not belonging to the last grade service shall retire on the afternoon of last day of the month in which he attains the age of 58 (fifty eight) years, whereas the members belonging to last grade service shall retire on the afternoon of the last day of the month in which he attains the age of 60 (sixty) years. The A.P. Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014 did not amend any provisions of the A.P. Education Act, 1982. Hence the Education Department may examine the issue as per the provisions of the A.P. Education Act, 1982 and take necessary further action in the matter duly following the procedure laid down in the AP Government Business Rules.

Clarification 3:
Whether the enhanced age of retirement will be applicable to the employees of the state public enterprises and other autonomous institutions as per the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014;

Answer:
No. As they are not included in sub-section (2) under section 1 of the Andhra Pradesh Public
Employment (Regulation of Age of Superannuation) Act, 1984, the provisions of the said Act are not applicable to the employees of the public enterprises and autonomous institutions. Hence the amendment to the above said Act is also not applicable to the employees of the state public enterprises and other autonomous institutions.

Clarification 4:
Whether the clarification issued by the General Administration (PE.I) Department vide Letter No. 856/PE.I/84-1 dated 1-9-1984 to the effect that the ordinance No. 24 of 1984 (in which age of superannuation was enhanced to 58 years) is mutatis-mutandis applicable to the employees of the Public Enterprises in the State and the officers of the PE, is still applicable and is in vogue;

Answer:
No. The letter of the General Administration Department is not relevant in the changed circumstances due to promulgation of the Andhra Pradesh Reorganisation Act, 2014. The public enterprises and other autonomous institutions of the erstwhile composite state of Andhra Pradesh are included in the Ninth Schedule of the Act and are allowed one year time, under section 82 of the said Act, to apportion these entities. As the employees of these institutions are not yet apportioned between the two successor states of Telangana and the Andhra Pradesh, they cannot be treated at present as employees of the entities belonging to the residuary successor state of Andhra Pradesh.  Therefore, the
enhanced age of superannuation cannot be made applicable mutatis mutandis to the public enterprises of the erstwhile composite state of Andhra Pradesh.

Clarification 5:
Whether the employees of the institutions and training centres etc., included in the Tenth Schedule of the A.P. Reorganisation Act, 2014 are eligible for the enhanced retirement age of 60 years;

Answer:
No. As per Section 75 of the A.P. Reorganisation Act, 2014 , the institutions in the erstwhile State of Andhra Pradesh which are located now in the residuary State of Andhra Pradesh or the State of Telangana, as the case may be, specified in the tenth schedule, shall render service or continue to provide the facilities to the other State for such period and upon such terms and conditions as may be agreed upon between the two State Governments within a period of one year from the appointed day or, if no agreement is reached within the said period as may be fixed by order of the Central Government. In view of the fact that such agreement between the two State
Governments has yet to be arrived at separately for each institution and also considering the fact that at present these institutions do not wholly belong to the residuary State of Andhra Pradesh, the provisions of The A.P. Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014, will not apply to these institutions.

Clarification 6:
Whether the non-teaching employees of the Universities are eligible for the enhanced retirement age of 60 years on the ground that the Government is sanctioning block grants to the Universities from which the salaries of these employees are being paid;

Answer:
No. The Universities are statutory bodies created under the specific acts of the State Legislature which have specific provisions relating to cadre management and service conditions of their employees. The A.P. Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014, did not amend any provisions of the acts pertaining to the Universities in the State.

Hence the Education Department may examine the issue and take necessary further action duly following the procedure laid down in the AP Government Business Rules.

3. All the Departments of the Secretariat are requested to take necessary action to communicate the above instructions to the Universities, aided educational institutions, PSUs, and other autonomous institutions under their control and ensure that there is no violation of any provisions of the A.P. Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014 and any other Act that deals with the age of superannuation of the employees governed by the respective Acts.

ORDER:

1. The Commissioner of Technical Education, Andhra Pradesh, Hyderabad has requested the Government to kindly issue necessary suitable orders for the continuation of 352 Contract Lecturers, 187 Workshop Attendants who are working on  contract basis, 67 Junior Assistants, 04 Computer Operators 06 Electricians and 172 attenders who are working on outsourcing basis in the government Polytechnics in the  State  of  Andhra  Pradesh  and  apart  from  the  above  06    Junior Assistants and 04 data entry operators working in the office of Directorate of
Technical Education for AU and SVU Region w.e.f. the appointed day of June 02, 2014 for the smooth running of the academic activity in the Government Polytechnics / Institutions in the State of Andhra Pradesh upto 31.12.2014.

2. After examination of the  request of the CTE., AP., Hyderabad and in pursuance of the orders issued by the Finance (H.R.I) Deptt., in the reference 5th read above, Government has decided to renew the services of contractual / outsourced personnel working in various
Government Polytechnics in the State of Andhra Pradesh i.e.,  352 Contract Lecturers, 187
Workshop Attendants, 67 Junior Assistants, 04 Computer Operators, 06 Electricians and 172 attenders and apart from the above 06 Junior Assistants and 04 data entry operators working in the office of Directorate of Technical Education for AU and SVU Region w.e.f. the appointed day of June 02, 2014 may be renewed upto 31.12.2014 under the existing terms and conditions until December 31, 2014, pending further orders in the matter. 
   
3. Accordingly, the Government hereby order that the services of the above said persons working on contract / outsourcing basis as on 02.06.2014, with the prior approval of the Finance
Department in the reference 5
th read above be extended provisionally upto 31.12.2014, subject to the existing terms and conditions and as per the guidelines issued in the reference 5th read above.

In the circumstance reported by the commissioner & Director of School Education, AP, Hyderabad in the letter 2nd read above and after careful examination of the proposal, the following modifications are issued to the G.O. 1st read above.

(i) After  providing  LFL  HM  posts  to  the  Primary  Schools  having strength  of 151  and  above,  the  balance  of  LFL  posts  may  be adjusted  in  the  schools  having  the  enrolment  up  to 80  in  the descending order.

(ii) The annexure III of G.O.1st read above is applicable to schools other  SUCCESS  High  Schools.    In  respect  of  SUCCESS  High Schools,  in  addition  to  the  staff  pattern  in  Annexure-III,  the following School Assistant posts are to be provided to the English medium sections.

ORDER:
In the Act read above, among others, the following amendment has been issued to sub-section (1) of section 3 of the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984,

As per clause sub-section (6) of section 2 of the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984, “Local Authority” means in relation to local area comprised within the jurisdiction of a Municipal Corporation, the concerned Municipal Council, Zilla Parishad, Panchayat Samithi or Gram Panchayat;

4. Provisions of the Andhra Pradesh Public Employment (Regulation of Age of
Superannuation) (Amendment) Act, 2014 (Act 4 of 2014) are therefore, applicable only to the
categories mentioned in clauses i) to iv) read with sub-section (6) of section 2 of the Andhra
Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984.

5. All the Departments of the Secretariat and the Heads of Departments shall take
necessary action to implement the provisions of the Act scrupulously.

The following Act of the Andhra Pradesh Legislature received the assent of the Governor on the 27th June, 2014 and the said assent is hereby first published on the 27th June,2014 in the Andhra Pradesh Gazette for general information:-
ACT No. 4 OF 2014. 

AN ACT FURTHER TO AMEND THE ANDHRA PRADESH PUBLIC EMPLOYMENT (REGULATION OF AGE OF SUPERANNUATION) ACT, 1984.

Be it enacted by the Legislature of the State of Andhra Pradesh in the Sixty-fifth Year of the Republic of India, as follows:-

Short Title and Commencement:

1. (1) This Act may be called the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2014.
(2) It shall be deemed to have come into force on the 2nd June, 2014.

Amendment of Section 3.Act23 of 1984

2. In the Andhra Pradesh Public Employment (Regulation of Age of Superannuation) Act, 1984,
(hereinafter referred to as principal Act) in section 3,-
(1) for sub-section (1), the following sub-section shall be substituted, namely:-

"(1) Every Government employee shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years."

(2) In sub-section (3), under Explanation ll, in clause
(a), for the words "fifty eight or sixty years, as the case may be", the words "sixty years" shall be substituted.

(3) in sub-section (4), in clause (a), for the words "fifty eight years", the words "sixty  years", shall be
substituted.

Incertion of Section 3A
3. In the principal Act, after section 3 so amended, the following new section shall be inserted, namely:
Savings.  3A. subject to the provisions of section 3,-

Central Act 6 of 2014
(1) A Government employee belonging to theState Cadre/Multi-zonal Cadre and who by general or

(1) of section 77 of the Andhra Pradesh Reorganisation Act, 2014, and serving provisionally in connection with the affairs of the State of Telangana, and if he is finally allotted to the State of Andhra Pradesh by the Government of India under sub-section (2) of section 77 of the said Act, 2014 shall be deemed to be continuously serving in the State of Andhra Pradesh.

(2) A Government employee belonging to the State Cadre / Multi-zonal Cadre falling in the territories of both the State of Andhra Pradesh and the State of Telangana, who by a general or a specific order of the Government of India under sub-section (1) of section 77 of the said Act, 2014, is serving provisionally and retires on attaining the age of fifty eight years and on his final allotment, subsequently to the State of Andhra Pradesh by the Government of India under sub-section (2) of section 77 of the said Act but before attaining the age of sixty years, shall be re-inducted into service / post with effect from the date of his final allotment to the State of Andhra Pradesh without break in service:

Provided that an employee who attained the age of sixty years before the final allotment to the State of Andhra Pradesh by the Government of India, the service rendered in the State of Telangana till the date of his retirement shall be considered notionally as if, he has rendered service in the State of Andhra Pradesh for the purpose of calculation of his pensionary benefits.

ANDHRA PRADESH GAZETTE EXTRAORDINARY [Part IV-B

(3) The service conditions of the employee of State Cadre / Multi-zonal Cadre working provisionally in the State of Andhra Pradesh and finally allotted by the Government of India under sub-section (2) of section 77 of the said Act, 2014 to the State of Telangana shall be governed by the relevant laws / rules of the State of Telangana on such final allotment.".

All the District Educational Officers, the Project Officers of SSA and the Principals of DIETs of Andhra Pradesh State are informed that the Mandal level in-service teacher training for primary teachers will be conducted from 1st July, 2014 to 31st August 2014, on completion of TOT at the State Level. The details are furnished hereunder.
* The training will be given to teachers on the basis of the subjects they are teaching at their schools.
* The training will be of a 3 day duration in each of the 4 subjects at this level i.e.,
I class Telugu - 3 days;
I class Mathematics - 3 days;
III,IV& V classes English -  3 days and
III, IV & V Mathematics - 3 days.
* The 3-day training for teachers at the Mandal level will begin simultaneously in the first 20 Mandals as selected by the MEO concerned during the first 3 days (i.e.,I & II classes Telugu-5 Mandals; I & II classes Maths next 5 Mandals; III, IV & V classes English next 5 Mandals and III, IV & V Maths next 5 Mandals), spell-wise. Each spell is of 3 day duration and the 4 subjects will be covered in 12 days (4 spells) in 20 mandals.
* No teacher shall be given exemption from attending the training except under medical grounds.
* After completion of the 3 day training in the said 4 subjects, in the first 20 Mandals, the teams will interchange and train the teachers in the uncovered subjects. This process will continue till all the Mandals and all the teachers in the Mandals are covered. However a suggestive plan of training teachers in the first 20 mandals in the four  subjects  covering  I   to  V  classes  is  furnished  in  the Annexure - I.
* However, care should be taken to organize the training on working days only. (Don't plan the training on public holidays)
* While deputing teachers to the training the following points have to be kept in mind.
* Teachers in single teacher schools will attend the training for 6 or 9 days in 2 or 3 subjects in spells when they are
organized.
* The two teachers in double teacher's schools should attend the training for 6 days each.
* In the 3 teacher schools, each teacher attends the training for 3 days only in the subject concerned. However one of the teachers  should  attend  the  training  in  Telugu  subject compulsorily.
* In the four teacher schools all teachers attend training for 3-days in the subjects they are teaching.
* Where the number of teachers in primary schools is more than four, in this case also each teacher attends training for 3-days only in the subject he / she is teaching. However a suggestive allotment plan for the training of teachers subjectwise in single and plural schools is given hereunder.


Further, the DEOs and P.Os of SSA are requested to follow instructions for conduct of the mandal level training and related activities.
* An effective conduct of the training, the DPO should plan or monitoring of the same. The sectorals of the DPO may be allotted mandals in the district for monitoring.
* The mandal level training, the Mandal Educational Officer concerned shall act as the Course Coordinator and the Dy. E. 0 concerned shall monitor the conduct of the programme in his / her jurisdiction.
* to utilize the services of CRPs and members of DLMTs in schools in place of DRGs temporarily till the mandal level training is completed.
* This arrangement has to.made to overcome teacher shortage and to provide instruction in the schools from where the DRGs are drawn for the training.
* the basis of allocation of Rs. 100/- per day per teacher per training at the mandal level by the MHRD, GOI as per the approved plan unit cost for the mandal level training for a group of 50 teachers and for two DRGs for 3-days is furnished at Annexure II.
* to conduct the 3-day orientation in all the four subjects from Classes I to V in different spells, the budget required may be met from the budget allocation under in-service teacher training at mandal level for 2014 -15. Since the amount allocated per teacher per day for training is Rs. 100/- (Rupees One Hundred only).
* the payment of Honorarium, T.A., D.A to the Resource Persons may be met from under the head "10.06 - District Resource Group Training" of the training budget for the year 2014 15 at the district level. As such the DPOs may be instructed to release the amount as an advance to the Course Coordinators (MEOs) well in advance.
* The amounts may be released spell-wise well in advance separately for DRGs and Teachers.
* the Principals of DIETs may be requested to participate in the trainings and meetings for an effective conduct of the training.
* To conduct a 2-Day Planning and preparation meeting with DRG’s and a one-day meeting with MEOs on conduct of orientation at mandal level and on allocation of teachers as per the suggestive plans, and the expenditure incurred in this regard may be met from the management cost of DPOs.
* to provide training to all the teachers at Primary level and working in Govt. welfare schools and Govt. Aided schools.Therefore, the District Educational Officers, the Project Officers of SSA and the Principals of DIETs are requested to conduct the orientation teachers in an effective manner and submit physical and financial achievement to the SPO after completion of the programme.


Note:
1.  The above mentioned table indicates break up of item specific cost for conduct of 3-day orientation at mandal level in one subject for 50 teachers out of an allocation of Rs. 100/- per teacher per day as per the budget approved by the Govt. of India. Accordingly for 50 teachers the total training cost @ Rs. 100/- per teacher per day for 3-days is Rs. 15,000/- (Rupees Fifteen Thousand only).
2. This amount has to be met from the budget allocation under in-service teacher training at mandal level for 2014-15.
3. However, T.A., D.A and Honorarium to the District Resource Group Members attending the mandal level training will be met from the budgetary allocation made under the head "10.06 - District Resource Group Training" of the training budget for the year 201415 at the district level.

ORDERS:
In the reference 1st & 2nd cited the State Project Director Andhra Pradesh, Sarva Shiksha Abhiyan, Hyderabad accorded admtnistratlve sanction for 882 ACRS. But as per the reports submitted by thd Dy. EEs, tt is found that 505 ACRS only are feasible for immediate grounding, Vide reference 3'd cited. The State Project Director Andhra Pradesh, Sarva Shiksha Abhiyan, Hyderabad through their Teleconference Dt.20-06-11 ordered to complete these ACRS within 100 Days.
Hence according to the action plan, the ACRs works are distributed among Dy. EEs and Site Engineers as detailed below.
The purpose of this distribution is completion of these works within 100 Days as per the bar chart schedule.
All other Site Engineers will have to work under their Dy. Executive Engineer as usual.Major Repair works are entrusted to concerned Dy. EEs as per their jurisdiction.
The Dy. Executive Engineers should distribute each work to their Site Engineer ranging from 18 to 25 ACRS to each Site Engineer, according to the Geographicai conditions.
The Dy. Executive Engineer & Site Engineers should strictly abide by the bar chart schedule. Any deviation will be viewed seriously.
Bar chart schedule:-
A. Already started works should be completed by 31-08-2014.
1. Allotment of each work to Site Engineer in the proforma kept in Email and submission of lead statements by 24-06-2014.
2, Meeting with School Management Committees and obtaining resolution 25-06-2014 & 26-0G2014
3. Marking of Sites 27-06-2014 & 28-06-2014.
4. Foundation level should be completed by 05-07-2014.
5. Basement level should be completed by 15-07-2014.
6. Lentil level should be completed by 25-07-2074.
7. Slab laid should be completed by 05- 08-2014.
B. Finishings should be completed by 15-09-2014.
9. Submission offinal bills by 30-09-2014,
Action to be taken on Non feasible AcRs:-
Meeting Tahasildars on No Site works for advance possession of sites on 25-06-2014 & 26-06-2014

Submission of work wise detailed report on non feasible ACRS in District Office 30-06-20t4.
Alternative proposals in place of not required ACRS, Submergible Villages ACRS should be submitted on or before 30-06-2014 with the signature of concerned Headmasters & MEO's.
