Examinations, May/June 2014 - Instructions issued to all the Heads of Schools including Clerical staff and Office Sub-ordinates to be present during Summer Vacation - Reg.

ORDER:
All the District Educational Officer in the state are informed that, the Director of Government Examinations, Hyderabad in the reference read above has informed that the SSC Advanced Supplementary Examinations will be held in the 3Id week of June, 2014 tentatively and the results will be released in the last week of July, 2014 for which, the presence of all the Headmasters/Clerical Staff/Office Sub-ordinates of all Secondary Schools are essentially required for the following purposes:-
i) To receive extractions of nominal rolls of failed candidates
ii) To receive fail memos of the failed candidates. iii) To receive and remit the examination fee.
Therefore, all the District Educational Officer in the state are requested to issue necessary instructions.
1. Prevent all the Heads of Secondary Schools under all Managements along
with one Non-Teaching Staff including Office Sub-ordinate personnel from availing summer vacation, with effect from the date of release of results of SSC March 2014 to till re-opening of Schools.
2. Obtain the names of personnel who are requesting for prevention and issue specific orders of prevention of summer vacation as per need.
3. Earned Leave may be preserved for all those employees who are prevented from availing summer vacation as per leave rules.
Further, they are requested to entrust the SSC Advanced Supplementary Examinations work to a senior teaching staff of the school where there is no sanctioned clerical post or if the post is vacant.
This has the approval of the Commissioner and Director of School Education, A.P., Hyderabad.
Revaluation and Reverification & Photocopy of Valued Answer Script :: SSC MARCH 2014
Rc.No.02/A1-3/2012. Dated: 16.06.2012 :: PROCEDURE FOR OBTAINING VERIFICATION/GENUINENESS OF A SSC
(a) The Genuineness of a SSC issued by this office shall be obtained by the Employer of the
organization where the candidate is presently working. The Employer shall send such proposal along with the original SSC issued by this office. The fee prescribed for this purpose is Rs.100/- which shall be remitted through Demand Draft drawn in favor of “Secretary to the Commissioner for Government Examinations, A.P., Hyderabad” from the branches of State Bank of India/State Bank of Hyderabad. The proposals requesting for the Genuineness of a SSC should be sent to the Additional Joint Secretary concerned of the district in this office i.e., Office of the Director of Government Examinations, A.P.,
Hyderabad.
(b) In cases of requirement, the individual (candidate) shall also apply for himself for the
genuineness of SSC issued to him by following the above procedure.
(c) The Department of Defense Services shall obtain the Genuineness on production of
Photostat copies of SSC duly signed or attested by the recruiting agencies and sending the proposals on above lines. However, all other Government Departments other than Defense Services shall furnish Original SSC Certificates for the purpose of issuing Genuineness and there is no search fee. The search fee prescribed for APSRTC for verification of certificates is
Rs. 5/- for each SSC.

Instructions/Guidelines for Revaluation / Reverification
1) The candidate has to submit his application duly forwarded by the Headmaster of the school concerned duly getting the photo attested.
2) Application format is kept in the website www.bseap.org
3) The prescribed fee for each subject is Rs.1000/-
4) The application should be submitted directly at Counters Constituted at designated
points to be announced by the District Educational Officers concerned.
5) Need not apply for Recounting of marks, if applied for supply of Photostat copy of valued answer script.
6) Should not send application for re verification of answer scripts directly to the Director of Government Examinations/ Board of Secondary Education, Hyd.
7) Enclose Xerox copy of Hall ticket, Dummy memo of marks, if not, the application will be summarily rejected.
8) Fee paid once will not be refunded under any circumstances.
9) Applications sending by post/courier service will not be accepted.
10) Fee paid by way of drawing Demand Drafts & Bankers Cheques will not be accepted.
11) The appeal for undervaluation or over valuation shall not be considered under any
circumstances.
12) The Xerox copy of the valued answer script will be sent to the candidate after re-
verification.
13) Enclose One Self addressed envelope of 12 X 9 ½ (book size) without stamps and another cover of 10 X 4 ½ with the address of the Head master concerned.
14) The Challan has to be paid by the individual candidates only and no group challan will be accepted.
15) Application for recounting will be accepted in the O/o Director of Government Examinations only.

3) Re-verification as per the Principles of valuation for only those answers which are Un-valued. Un-valued answers will be valued and marks will be awarded.
Note: If any reduction in the already awarded marks is noticed it will be communicated to
the candidate with an instruction to surrender/ return the original certificate to facilitate issue of the revised certificate with the reduced marks. The marks will be
revised in the permanent record of the office. If the candidate concerned fails to comply with the instruction in returning the memo, he has to face the consequences if his certificate referred for verification at a later date. The Department is not
responsible for the action of the candidate.

O R D E R:
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Orders 26th read above to the employees of Government of Andhra Pradesh from 63.344% of the basic pay to 71.904% of basic pay from 1st January, 2014.
2.The Dearness Allowance sanctioned in the above para shall also be payable to:
i)The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.
ii)Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.
iii)Teaching and Non-Teaching Staff of Universities including Acharya N.G. Ranga Agricultural University, Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.
3.Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 90% to 100% of the basic pay with effect from 1st January, 2014.
3.1.The above rate of Dearness Allowance is also applicable to:
(i)The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.
(ii)The Teaching staff of the Universities including the Acharya N.G. Ranga Agricultural University and the Jawaharlal Nehru Technological University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,2006.
4.Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 183% to 200% of the basic pay with effect from 1st January 2014, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.
4.1.The above Dearness Allowance rate is also applicable to:
(i)the Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 1996.
(ii)the Teaching staff of the Universities including the Acharya N.G. Ranga Agricultural University and the Jawaharlal Nehru Technological University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales,1996.
5.Government also hereby order the revision of Dearness Allowance rates in respect of Judicial Officers whose pay scales were revised as per Fifth National Judicial Pay Commission Report vide G.O.Ms.No.60, Law (LA&J SC-F) Department, dated: 07.05.2003 from 183% to 200% of the basic pay with effect from 1st January 2014, as Dearness Allowance equivalent to 50% of basic pay was already merged as Dearness pay vide G.O.Ms.No.27, Law (LA&J SC-F) Department, dated: 13.03.2008.
6.Government also hereby order the revision of rates of Dearness Allowance in respect of Judicial Officers whose pay scales were revised as per Shri E.Padmanabhan Committee Report vide G.O.Ms.No.73, Law (LA&J SC-F) Department dated: 01.05.2010 from 90% to 100% with effect from 1st January 2014.
7.Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 26th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales 2005 from 163.908% of the basic pay to 179.922% of the basic pay with effect from 1st January, 2014 in the Revised Pay Scales of 2005.
7.1. The Dearness Allowance sanctioned in the above para shall also be payable to:
i)The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas and Work Charged Establishment who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.
ii)Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.
iii)Teaching and Non-Teaching Staff of Universities including the Acharya N.G. Ranga Agricultural University, the Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2005.
8.Government hereby order the revision of Dearness Allowance rate sanctioned in the G.O. 26th read above to the State Government employees in the Andhra Pradesh Revised Pay Scales, 1999 from 172.598% of the basic pay to 186.504% of the basic pay with effect from 1st January, 2014 in the Revised Pay Scales of 1999.
8.1. The Dearness Allowance sanctioned in the above para shall also be payable to:
i)The employees of Zilla Parishad, Mandal Parishad, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas and Work Charged Establishment who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.
ii)Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.
iii)Teaching and Non-Teaching Staff of Universities including the Acharya N.G. Ranga Agricultural University, the Jawaharlal Nehru Technological University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 1999.
9.Government also hereby sanction an ad-hoc increase of Rs.100/- per month in cash to the Part-Time Assistants and Village Revenue Assistants from 1st January, 2014.
10. The Dearness Allowance sanctioned in the paras 1-9 above shall be paid in cash with the salary of May, 2014. The arrears on account of payment of Dearness Allowance for the period from 1st January, 2014 to 30th April, 2014 shall be credited to the General Provident Fund Account of the respective employees.
10.1. However, in the case of employees who are due to retire on 31st August, 2014 the arrears of Dearness Allowance shall be drawn and paid in cash as the employee due to retire on superannuation is exempted from making any subscription to the General Provident Fund during the last four months of service.
10.2. In respect of those who do not have General Provident Fund accounts, the arrears of Dearness Allowance for the period of 1st January, 2014 to 30th April, 2014 shall be credited to the Major Head “8009 - State Provident Funds – 01 Civil – M.H.101. General Provident Fund- S.H.(01) General Provident Fund (Regular)”, to be transferred to the General Provident Fund Account whenever opened. However, in the case of an employee who ceases to be in service prior to the opening of a General Provident Fund account, the arrears so impounded shall be drawn and paid with interest on the date on which such employee ceases to be in service.
10.3. In respect of the employees who were appointed to Government service on or after 01.09.2004 and are governed by the Contributory Pension Scheme (CPS), the arrears from 1st January, 2014 to 30th April, 2014, 10% of the DA arrears shall be credited to the PRAN accounts of the individuals along with the government share as per G.O. at reference 23rd read above and the remaining 90% of arrears shall be paid in cash.
10.4. In respect of Full Time Contingent Employees, who are not eligible for GPF Accounts, the arrears may be paid in cash.
10.5. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance in cash.
11. The term ‘Pay’ for this purpose shall be as defined in F.R.9 (21) (a) (i).
12.The Drawing Officer shall prefer the bill on the Pay & Accounts Officer, Hyderabad, or the Pay & Accounts Officer/ the Assistant Pay & Accounts Officer of the Andhra Pradesh Works Accounts Service or the Treasury Officer, as the case may be, for the amount of arrears for the period from 1st January, 2014 to 30th April, 2014 to be adjusted to the General Provident Fund Account in the case of an employee who has opened a General Provident Fund Account.
12.1.Bills for the adjustment of arrears of Dearness Allowance to the Compulsory Savings Account as per para 10.2, shall be presented at the same time as bills for crediting the arrears of Dearness Allowance to the General Provident Fund Account as per para 10.
13.The Drawing Officers shall ensure that the Bills are supported by proper schedules in duplicate indicating details of the employee, the General Provident Fund Account Number and the amount to be credited to the General Provident Fund Account, to the Pay & Accounts Officer/Treasury Officers/Assistant Pay & Accounts Officers or Pay & Accounts Officers of the Andhra Pradesh Works Accounts Service, as the case may be. The Pay & Accounts Officer/Assistant Pay & Accounts Officer or Pay and Accounts Officer of the Andhra Pradesh Works Accounts Service/District Treasury Officer/Sub-Treasury Officer shall follow the usual procedure of furnishing one copy of the schedules along with bills to the Accountant General based on which the Accountant General shall credit the amounts to the General Provident Fund Accounts of the individuals concerned. The second copy of the schedules shall be furnished to the Drawing Officers with Voucher Numbers.
14.All Drawing Officers are requested to ensure that the bills as per the above orders are drawn and the amounts credited to General Provident Fund Account by 24th May, 2014 at the latest. The Audit Officers (Pay & Accounts Officer, Deputy Directors of District Treasuries and Pay & Accounts Officer of Andhra Pradesh Works Accounts Service, etc.) are requested not to admit the pay bills of the Office concerned for the month of June 2014 unless a certificate is enclosed to the bills to the effect that the arrears of difference in Dearness Allowance for the period from 1st January, 2014 to 30th April, 2014 are drawn and credited to the General Provident Fund Account before 20th May, 2014.
15.In respect of employees working in Government Offices in the Twin Cities, the Pay and Accounts Officer shall consolidate and furnish information in the proforma annexed (Annexure-I) to this order to the Finance (PC.I) Department to reach on or before 20th May, 2014.
16.All the Audit Officers (Sub-Treasury Officers) are requested to furnish the figures of the amount credited to the General Provident Fund Account and the amounts credited to Compulsory Savings Account in the prescribed proforma (Annexure-I) enclosed, to the District Treasury by the end of 20th May, 2014.
17.The Deputy Directors of District Treasuries in turn shall consolidate the information and furnish the same in the same proforma to the Director of Treasuries and Accounts by 20th May 2014, and who in turn, shall furnish the information to Government by 24th May, 2014.
18.In respect of employees of Local Bodies, the Drawing Officers shall furnish the above information in the prescribed proforma as per Annexure-II to the Audit Officer of the District concerned before 20th May, 2014 and who will, in turn furnish the consolidated information to the Director of State Audit by 24th May, 2014. The Director of State Audit in turn shall furnish the consolidated information to the Secretary to Government, Finance (PC.I) Department by 28th May, 2014.
19.In regard to the Project Staff, the Joint Director of Accounts of each Project shall furnish the information in the prescribed proforma as per Annexure-II to the Director of Works Accounts by 20th May, 2014, and who, in turn, shall furnish the information to the Finance (PC.I) Department by 24th May, 2014.
20.All the Drawing and Disbursing Officers and Audit Officers are requested to intimate to the employees working under their control as to how much amount of arrears of Dearness Allowance is credited to the General Provident Fund Account/Compulsory Savings Account as per the Proforma annexed (Annexure-II) to this order. They are further requested to adhere to the above instructions and any deviation or non-compliance of these instructions will be viewed seriously.
21.All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/Director of State Audit/Pay & Accounts Officer/Director of Works Accounts, Andhra Pradesh, Hyderabad, are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.
22.The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees, Greater Hyderabad Municipal Corporation, Greater Visakha Municipal Corporation and Vijayawada Municipal Corporation shall be met from their own funds in view of the orders issued in the reference 16th read above..

NOTIFICATION:
Online applications are invited from candidates who intend to take admission into one
year Langauge Pandit Training Course (LPT) in Government IASEs/CTEs and Private Language Pandit Training Colleges in the state to be conducted by Department of School Education,
Government of Andhra Pradesh on Saturday, 22nd June 2014 in all 23 Districts of the State.
2. Date and Timings of LPCET:
LPCET will be conducted on Saturday, 22nd June 2014 in all the Districts of the State. The test will be conducted as per the following schedule.
3. Fee and submission of Application Online:
The fee prescribed for appearing for LPCET (including examination fee) is Rs. 200/- (Rupees Two hundred only). Candidates can pay the fee through APONLINE , e-Seva centers or through payment gateway between 08.05.2014 and 23.05.2014 and submit online application at the
LPCET website http://lpcet.cgg.gov.in between 09.05.2014 and 24.05.2014.
4. Procedure for submission of application online:
Detailed procedure for applying ONLINE is given in the Information Bulletin. Candidates can download the ‘Information Bulletin’ free of cost from the LPCET website: http://lpcet.cgg.gov.in
from 08.05.2014 onwards. Candidates can submit their applications online from 09.05.2014 to 24.05.2014.
5. Examination Centers for LPCET May, 2014:
1LPCET shall be conducted in all the 23 Districts of the State. Candidate can choose any
Examination Centre (District) of his choice. However, when the capacity of any particular
Examination Centre (District) gets exhausted that particular Examination Centre (District) will not be displayed in the list of examination centers given in the online application form. In such case the candidate has to choose Examination Centre (District) of his/her choice from the remaining list available.
6. Eligibility Criteria:
(A)Candidate should be of Indian Nationality.
(B) He/She should satisfy Local / Non Local Status requirements as per Presidential order 1974 and amendments thereon pertaining to Regulation of Admissions in Educational Institutions in Andhra Pradesh.
(C) Age Limit : The candidates should have completed 19 years of age as on the 1st July of the year of admission i.e. 01.07.2014. There is no upper age limit.
(D)Educational Qualifications: The candidates who have passed the minimum qualifying examinations mentioned below are eligible to apply.
Note: 1) The candidates who have passed the above examination as on the date of submission of
application are eligible to appear for LPCET – 2014.
2) The candidates who have appeared for final qualifying examinations or its

ORDER:
All the District Educational Officers and Project Officers of RVM(SSA) in the state are informed that the State Project Office, RVM is providing workbooks to impart the basics in language, Maths and Science for the low achievers (Children who are in Grade C) in summer holidays, so as to equip them for smooth entry into the designated class in the new academic year.
In this context certain guidelines are issued for organizing the summer camp for low-achievers to Children of Classes I to V commencing from 1st and 2nd week of May, 2014to 10th June, 2014. (Enclosed).
Therefore, all the District Educational Officers and Project Officers of RVM(SSA) in the state are requested to strictly follow the instructions and guidelines issued (enclosed) for organizing the summer camp for low achievers to children of Classes I to V in the state and also to identify and prepare the list of schools at every school complex level which have more number of children with "C" grade in the prescribed format communicated earlier. Further they are also requested to tag each CRP to the identified school to run the summer camp.
This has got the approval of the State Project Director, A.P, Hyderabad.
RAJIV VIDYA MISSION :: GUIDELINES FOR ORGANIZING SUMMER CAMP FOR LOW ACHIEVERS OF CLASSES I to V
PLAN OF ACTION
• Objective of the Programme: To impart the basics in languages, maths and Sciences for the low achievers (Children who are in grade -C) in summer holidays so as to equip them for smooth entry into the designated class in the new
academic year.
• Duration of the Programme: one month Commences from 10th May, 2013 to 10th June, 2014. o Daily two hours
• Target group: Low Achievers (C-grade children of Class-I & II and Classes III to V of current academic year 2013-14)
At least 50 children (Children of classes I to V)
• Venue: One Primary school or Upper Primary school representing from each School complex in all the districts.
• Who will teach: The CRP attached to School complex / MEO will organize the Summer camp and teach the children.
• Materials Provided: Each child is provided with one Workbook
Two volumes are designed
For Class-I and Class II children together one volume
For classes III, IV and V children together one volume
Each identified center/school is provided with 50workbooks (25 workbooks for class I & II + 25 books of classes III to V)
Teaching Strategies:
* Knowing of child where he stands by conducting simple test or by oral test.
* Record what Child knows.
* Teach the basics what child does not know individually or in groups. o Give the work book for practice.
* Check the practice book daily and do corrections
* Correct the child where he is going wrong, address the learning problem of the child on individual basis.
* Note the progress of each student weekly once o Record the progress in the given format.
INSTRUCTIONS TO DPOS/MEOs/School Complex HMs/CRPS
• The POs and AMOs shall give instructions to MEOs/School complex HM/CRPs to identify one school within the jurisdiction of school complex level having adequate number of low achievers in primary classes i.e., at least 50 children.
• If any one school do not have adequate number of low achievers, attach the low achievers of neighboring school located at a reasonable walkable distance.
• In absence of any neighbouring school not found within the reasonable distance, identify one more school. The combined strength should not exceed 50 children from both the schools.
• If two schools are identified within the School complex, the CRP shall run the Summer camp in both the villages / Schools on alternate days.
• Inspite of all these efforts, if students are still fall short of `50', then identify the children of classes VI and VII who are weak in basics and induct them in summer camp. Such children shall be given workbooks meant for primary classes.
INSTRUCTIONS TO DPOs:
• Collect the list of schools from each School complex level for organizing summer camp by 22nd April, 2014.
• Tag the identified school/schools for each CRP along with the instructions.
• Distribute the workbooks @ 50 (25 workbooks of Class-I & II + 25 workbooks meant for classes 3 to 5) to each center/school identified for summer camp.
• Provide the materials such as chalk peices and other learning materials available in the school for teaching.
• The concerned School complex HM/MEO shall monitor the working of Summer camp and provide academic guidance to CRPs and also monitor the children academic progress.
• Instructions shall be given to School complex HM/MEO/CRPs to organize the parents meeting/SMC meeting of identified school for running the summer camp well in advance highlighting the importance of the summer camp and ensuring the regular attendance of the targeted children.
• All Sectoral officers of the District shall allot the mandals to monitor the summer camps.
• A teleconference will be organized at the State level in 1st/2nd week of May, 2014. Ensure the participation of all Sectorals officers, MEOs, School complex HMs and CRPs.

1. Kind attention is invited to AP State Re-organisation Act 6 of 2014.
2. As per para 5 (i) of Schedule VIII of Act “The liability in respect of the pension of any officer service immediately before the appointed day in connection with the affairs of the existing State of Andhra Pradesh and retiring on or after that day shall be that of successor State granting him the pension and other retirement benefits. But the portion of pension and other retirement benefits attributable to the service of any such officer before the appointed day in connection with the affairs of the existing state of Andhra Pradesh shall be allocable between the successor states on the basis of population ratio and the Government granting the pension shall be entitled to recover from the other successor State its share of the liability. ”
3. From the above para, it is clear that in respect of officers retiring after the appointed, the Pensionary benefits needs to be apportioned at the time of authorisation by the PAG (A&E)/DAO.
4. The DAG (Pensions), O/o. PAG (A&E) has also assured to indicate apportionment of pensionary benefits at the time of authorisation of pension
itself.

1. In the reference 1st read above, Government issued orders for payment of salaries to the State Government employees and pensions to the Pensioners on 24.05.2014.
2. In the reference 2nd read above, The Director of Treasuries and Account, AP. Hyderabad has further stated that the payment of salary of 1st June 2014 is also the responsibility of the existing state of A.P., and it is not feasible to pay salary on one day by respective state Governments after reorganization as it needs to be apportioned between the two states. She has requested the Government to examine and issue orders for inclusion of salary of 1st June 2014 also in the pay bill for May 2014 proposed to be paid on 24-05-2014 duly relaxing the provisions of APFC 72(a) and APTC TR - 16 to minimise the
number of vouchers and to avoid inconvenience to the employees/pensioners after reorganization and also to fulfil the responsibility of existing state of A.P. to pay salary of 01.062014 from the consolidated fund to the combined state.

Government after careful consideration of the matter hereby decided to pay one day salary to the State Government employees for 01.06.2014 alongwith the salary of May, 2014 i.e. on 24.05.2014 except those who are retiring on superannuation in the month of May, 2014 in view of the Public Holiday on 01.06.2014 and also in view of appointed date
being 2nd June, 2014.
4. The Director of Treasuries and Accounts, A.P. Hyderabad, Pay & Accounts Officer, Hyderabad and the Director of Works Accounts, A.P. Hyderabad shall comply with the above orders for payment of one day salary to the State Government employees for 01.06.2014 alongwith the salary of May, 2014 i.e. on 24.05.2014. In the reference 1st read above Orders were issued introducing Group Insurance Scheme to the State Government Employees in place of Family Benefit Scheme with effect from 01.11.1984. Accordingly to Para 9 of the above Order, the Accumulations of Savings Fund Part and Insurance Fund Part shall carry Interest at the Rates prescribed by Government from time to time.

of each unit of Rs. 10/- between Insurance Fund and Savings Fund in the Ratio of Rs. 3.125/-

In terms of the Recommendation of the Committee constituted to Review the working of the Andhra Pradesh State Employees Group Insurance Scheme in Government Orders 3rd read above Orders were issued for Revision of Rate of Subscription each unit from Rs. 10/- to Rs. 15/- with effect from 01.11.1994. In Modification of the Para 9 of the Government Orders
1st read above, Orders were issued in Government Orders 4th read above for fixing the Interest
on the Accumulations of the Savings Fund of the Member of the Scheme for the State as a
whole and shall be paid at the Rate of 12 % per Annum compounded Quarterly with effect from 01.11.1994. Further, in the Government Orders 5th read above, the Apportionment of the Subscription of each unit Rs. 15/- between Insurance Fund and Savings Fund was fixed in the Ratio of 4.50/- and Rs. 10.50/- respectively with effect from
01.11.1994. The Amount of Insurance coverage will be Rs. 15,000/- for each unit of
Subscription.
4. The Rate of Interest on Accumulations of Savings Fund of the Member of the Scheme
and the Interest on the Insurance Fund from time to time is as follows :

5. In the reference 14th read above, Government has issued Orders for reduce the Rate of Interest from 8.8 % to 8.7 % per Annum with effect from 01.04.2014 on the Provident Funds and other similar Funds i. e., Andhra Pradesh Government Life Insurance Funds maintained
by the Government of Andhra Pradesh on par with Rates of Government of India until further
Orders.
6. In view of the above circumstances and after careful examination of the matter,
Government hereby order that in Supersession of the Orders issued in the reference 8th read above, the Revised Rates of Interest on the Andhra Pradesh Group Insurance Savings Funds
shall be allowed at 8.7 % per Annum from 01.04.2014 onwards and the Tables are revised
and issued for the Period covering from 01.04.2014 to 31.03.2015. The Revised Tables of Benefits I, II and III, III (A) to III (U) on Savings Fund of Andhra Pradesh State Employees
Group Insurance Scheme – 1984 on Cessation of Membership during the Period from
01.04.2014 to 31.03.2015 are appended herewith for making Payments under the Scheme.
7. These Orders and Tables shall come in force with effect from 01.04.2014.
8. The Sanctioning Authorities / Drawing and Disbursement Officers / Treasury Officers
/ District Audit Officers / Pay and Accounts Officers / Director of Works Accounts are requested to keep in view of the appended Table while sanctioning and making the Final Payments under Group Insurance Scheme for proper Implementation of the Scheme. Further, the following Instructions shall also be Scrupulously followed.
(1) The Head of the Department / Drawing and Disbursement Officer shall be held responsible for sanctioning the Group Insurance Scheme Final Payments. If any Excess Payments are found, the Difference Amount shall be collected from the sanctioning Authority and such Officers are liable for Disciplinary Action.
(2) The Drawing and Disbursement Officer shall recover the Correct Rate of
Subscription according to the eligible Group of the Employees. For any Excess / Less Recovery the Drawing and Disbursement Officer shall be held responsible.
(3) The Director of Insurance, Andhra Pradesh, Hyderabad shall conduct a regular Audit of all Claims paid under Group Insurance Scheme and send a Report to the Head of the Department concerned.
(4) The Head of the Department concerned shall take action against the erring Officials who are responsible for the Excess / Less Recoveries wherever they are detected.
(5) Any Excess Payment made, if found during the Audit by the Directorate of Insurance, the same shall be immediately recovered from the concerned and remitted through Challan to the concerned Head of Account by the Drawing and Disbursement Officer and the fact of remittance shall invariably be communicated to the Directorate of Insurance.
(6) If an Employee’s Subscription is not recovered during his Service Period, the Total Subscription along with Interest shall be recovered from the Payments admissible to him.
(7) All the Heads of Offices should take Prompt Action for recording the necessary Subscription Entries in the Service Registers of the Employees under proper Attestation every Year at the close of March a Certificate shall be recorded in the Service Book of each Employee that Subscription to the Scheme at the Appropriate Rates have been recovered for the Period from April to March. The Entries shall be attested by the Drawing and Disbursing
Officer.
(8) As per G. O. Ms. No. 910, Finance (Admn.II) Department, dated : 28.10.2002. “sanctioning authority shall send a copy of Sanction Orders of the Group Insurance Scheme Payment including calculation slip to the Directorate of Insurance for verification”.
9. The Director of Insurance is further advised to obtain the Revised Rates of Interest
from the Government of India and submit the Proposals to the Government in advance every
Year so as to issue Orders in time.
10. The Director of Insurance, Andhra Pradesh, Hyderabad shall take further necessary action in the Matter accordingly

In reference read above, it has been represented that the Presiding Officers and Assistant Presiding Officers of a polling booth have to hand over the Polled Ballot Boxes/EVMs & all other material at appropriate reception centers in the mid night of the poll day and they are not able to reach their home upto 1.00 am or 2.00 am and it has been requested to sanction a Special Casual Leave on the next day of poll as a special case and to arrange to issue necessary orders in the matter.
2. Government, after careful examination of the matter, have decided toaccept the said request.
3. Accordingly, all the leave sanctioning authorities of the Personnel, who have been drafted as Presiding Officers and Assistant Presiding Officers are, hereby directed to grant Special Casual Leave on the next day of poll to their staff members, whose services have been utilized as Presiding Officers and Assistant Presiding Officers during the General/Bye Elections to House of People and AP Legislature (both Assembly and Council Constituencies) on production of a leave letter together with the Election duty Certificate issued by the concerned Returning Officer at reception centre for the said purpose.
4. All the District Election Officers are requested to direct all the Returning Officers to issue an “Election Duty Certificate” in the format appended to this order, to all the Presiding Officers and Assistant Presiding Officers, who have actually attended the duty in Polling Station, at the reception centre after handing over all the relevant election material so as to enable them to avail the said Special Casual Leave. The reserve Presiding Officers and Assistant Presiding Officers are not entitled for this facility.
5. All the Departments of Secretariat / Heads of Departments / District Election Officers are requested to communicate these instructions to all concerned, particularly, the leave sanctioning authorities of the Presiding Officers and Assistant Presiding Officers from which Department / Office they have been drafted for the election duty, for taking further action.

Backward Classes Welfare Department is maintaining 50 B.C Residential Schools under the control of Mahatma Jyothiba Phule Andhra Pradesh Backward Classes Welfare Residential Educational Institutions Society (MJPAPBCWREIS), Hyderabad. 21 BCW Residential Schools are meant for Girls and 29 BCW Residential Schools are for Boys. Out of 50 Schools, 5 institutions located at Amalapuram (Boys) (E.G), Mopidevi (Boys) (Krishna), Golgamudi (Girls) (PSR Nellore) Satyavedu (Boys), (Chittoor), and Kowdiapally (Boys) (Medak) are meant for the children belonging to Fishermen Community.
2. Government have decided to follow the existing procedure and issued orders vide Memo 1st read above to take up admissions during the academic year 2014-15 on random selection basis (lottery) in each district. In the reference 2nd read above, applications were called for from the eligible candidates for admission into V Class in MJPAPBCWR Schools in the State for the academic year 2014-15. The eligibility criteria for admission into the above schools are as follows:-
(i) The students belonging to SC/ST born between 01-09-2001 and 31-08-2005, BC/EBC students born between 01-09-2003 and 31-08-2005 are eligible.
(ii) The students who have completed IV Class in the same District in any Govt. / Recognized Schools during 2013-14 are eligible. They must produce Study Certificates and Transfer Certificate (T.C) at the time of counseling, and the same if found false, the admission will be cancelled without any intimation and assigning any reason.
(iii) Parental / Guardian Annual Income shall not exceed Rs.1,00,000/-

Diet Charges:

ORDER:
1. In addition to the recruitment of regular employees, Government has also been according permission to various departments for engaging personnel on contract/ outsourcing basis to meet the short-term manpower requirements in their establishments. Detailed instructions were issued in the G.O. first read above laying down certain norms relating to the appointment and the remuneration payable and other terms and conditions of contract and outsourcing.
2. As per the above instructions all departments are required to obtain approval of the Finance Department for engaging the services of any individual either on contract or outsourcing basis. As these arrangements are intended for meeting the short-term requirements, it is necessary to review the need for continuation of such personnel periodically. However, contrary to the above instructions certain departments have made engaged the services of individuals on contract and outsourcing basis without obtaining prior approval of the Finance Department and sometimes without following any due process and compliance with the Constitutional and statutory provisions.
3. Notwithstanding these shortcomings, the Government had issued a general order continuing the services of persons working on contractual and outsourcing on humanitarian considerations until March 31, 2014, vide Finance Department Circular Memo No.6522-A/417/A1/SMPC.II/2013, dt.13.09.2013. This extension was granted to all posts that were reviewed and cleared by the Finance department. However, the granted therein was not extended to the cases where the initial appointment was not done with the Finance department’ concurrence.
4. In the reference third cited, the Government of India has notified the Andhra
Pradesh Re-organisation Act, 2014, which envisages bifurcation of the existing State of Andhra Pradesh into States of Andhra Pradesh and Telangana on the Appointed Day of June 02, 2014. As the new Governments of both the successor states may need some time to take a policy decision on further continuance of the services of persons working on contractual and outsourced basis and to avoid hardship to those working on contract / outsourced basis on March 31, 2014, the Government has decided to extend the services of all the existing persons working on contract / outsourced basis until June 30, 2014.
5. Accordingly, Government hereby order that the services of those persons working
on contract / outsourced basis on March 31, 2014, with the prior approval of the Finance Department, is hereby extended upto June 30, 2014, subject to the following conditions:
i) The renewal of contract / outsourcing engagement for the period between April
01 and June 30, 2014 should be on the existing terms & conditions and no revision shall be done under any circumstance.
ii) This extension is limited to those working on March 31, 2014, in the posts and
with the terms and conditions approved by the Finance Department.
iii) Instructions/guidelines of the Government with reference to outsourcing/
contract performance be followed scrupulously.
iv) These orders do not confer any right on any functionary for continuance after
bifurcation of the state on June 02, 2014.
6. The actual number of employees, category wise and unit wise to be allocated to the successor states of Telangana and Andhra Pradesh will be issued in due course in consultation with the Departments concerned.
7. All the Secretariat Departments shall collect the data relating to all the Heads of
Departments and the autonomous institutions and other entities and prepare the lists for each state separately and furnish to this department latest by April 30, 2014. The information has to be furnished in the form of an excel sheet in the proforma enclosed and emailed to mpa1finance@gmail.com.
8. All the Departments of Secretariat and all Heads of Departments are requested to take further necessary action.

ORDER:
1. In the reference 1st read above, orders were issued declaring the bonus for the triennium from 01.04.2005 to 31.03.2008.
2. In the reference 2nd read above, the Director of Insurance in his letter has proposed for declaration of bonus for the triennium for 01-04-2008 to 31-03-2011 based on the report of the Actuary.
3. After considering the report of the Actuary, and the recommendations of the Director of Insurance, on the results of Valuation of Andhra Pradesh Government Life Insurance Fund for the triennium from 01-04-2008 to 31-03-2011, Government hereby permit the Director of Insurance to declare the following bonus.
a. A simple reversionary Bonus of Rs. 100/- per thousand sum
assured per annum be allotted for each full month, during which
the polices were in force between 01-04-2008 to 31-03-2011, in
respect of policies which were in force on 31-03-2011. However,
such of these policies which resulted into claim by death or
maturity on or after the declaration of previous valuation results (for the triennium 2005-2008) and before the present valuation results are declared, are not allowed any bonus now as they were settled on the basis of interim bonus at the rates recommended in the previous valuation report.
b. In respect of policies which become claims by death or maturity on or after the date of declaration of present valuation results and before the next valuation results are declared, interim bonus be allotted for each full month for which such policy is in force during the period from 01.04.2011 to the date of death or end of the policy as the case may be, at the rate of Rs 100/- per thousand sum assured per annum. In respect of policies surrendered during the above period, interim bonus is paid provided the policy is in force on the next valuation date also i.e. interim bonus is not paid for broken period of a valuation triennium.
4. The above bonus rates shall be applicable to the claims arisen on or after the date of issue of this order.
5. The Director of Insurance, A.P., Hyderabad shall take necessary action in the matter accordingly.
