Copies of references 1s' & 2nd cited are sent herewith. The Commissioner & Director of School Education A.P. Hyderabad and the State Project Director, SSA, A.P. Hyderabad are informed that children can plan a very important role in achieving Swachh Bharat by 2019. If children can be motivated In keeping themselves clean, their homes, schools and surrounding clean and given the right messages on the importance of sanitation, they can not only contribute immensely towards improving the sanitation situation in
the country but also by becoming ambassadors of cleanliness in their homes and communities. In order to focus the above theme, Bat Swachhta Mission will be launched on 14th November, 2014 and continued upto 19!h November, 2014. The themes of the Mission for the inaugural week starting 14th November 2014 are as follows;-
* 14th November 2014 :Clean School/surroundings/play area
* 15th November 2014 :Clean Food
* 17th November 2014 :Clean Self (the activities on clean self/personal hygiene can be taken up on any day)
* 18th November 2014 :Clean Drinking Water

2. Central Board of Secondary Education (CBSE) will conduct online competitions are designed to encourage participation in the themes on different days of the week.
3. Therefore, she/he is requested to take necessary action for participation of students in this endeavour In their own schools. Besides the suggested themes, innovative actiyities involving children in participating in Bai Swachhta Mission would also be appreciated.
4. She/he is also requested to furnish action taken report to Government from time to time progress of the above Mission.

As you are aware the Bal Swachhta Mission will be launched on 14th November 2014.
1. In this regard a detailed letter by Ms Vijaylaxmt Joshi, Secretary, Government of India, Ministry of Drinking Water and Sanitation dated 14th October 2014 has already been sent to Chief Secretary of your State ( copy enclosed),

4. Centra! Board of Secondary Education (CBSE) wilt also conduct an online competition on oach of the above themes on different days of the week.
5. As most of our school going children study in Government and Government aided schools in the States and UTs, it would be appreciated if you could consider in making children in schools of your State participate in this endeavour in their own schools.
Besides the suggested themes, innovative activities involving children in participating in Ba! Swachhta Mission would be appreciated.

a Nationwide Sanitation initiative, in the form of the Swachh Bharat Mission. The Swachh Bharat Mission focuses on improving cleanliness and hygiene in urban and rural areas, covering all work places, public places, Homes and curbing open defecation
in the country. For this, the Hon'bie Prime Minister has called upon every citizen in the country to take individual and collective steps towards achievement of the goal.
2. Children can play a very Important role in achieving Swachh Bharat by 2019. If children can be motivated in keeping themselves clean, their homes, schools and surroundings clean and given the right messages on the importance of sanitation, they can not only contribute immensely towards improving the sanitation situation in the country but also by becoming ambassadors of cleanliness in their homes and communities. It is in this context that it has been decided to launch a Bal Swachhta
Mission on 14th November 2014 on the occasion of Children's Day (Bal Divas), in which children would be sensitized and involved in different aspects of hygiene and safe sanitation. There shall be six main themes for the Bal Swachhta Mission, These are;
(i) Clean School and Anganwadis
(ii) Clean Surroundings e.g. playgrounds.
(iii) Clean Self (Personal Hygiono/Child Health )
(iv) Clean Food
(v) Clean Drinking Water
(vi) Clean Toilets
3. It is proposed that on each day 14-19 November, 2014 (6 days}, one of the above themes shall be focused across the entire country. Activities connected to the theme will be organized on the day. States are requested to take preparatory action through all
relevant Departments including Department of School Education, Department of Women and Child Development, Department of Urban Development, Ministry, of Drinking Water and Sanitation, Department of Information and Publicity etc. to ensure
that these activities are .organised in every School and Anganwadi of Slates. Events relating to the Bal Swachhta Mission can be organized at Slate, District and Block and Gram Panchayat Lqyels functions.
4. It is pointed out that the week wit! culminate-with the World Toilet Day on 19th November, 2014, thus giving the opportunity of spreading the message of ending open defecation.
5. A pledgo to be takan on the occasion by all children of the country Is being prepared and will be circulated to all States shortly.
6. It is requested that state governments take all steps to ensurre appropriate programs on the occasion and give maximum publicity and also ensure wide participation in the Bal Swachhta Mission and In its weeklong programme.

ORDER:
The attention of all the District Educational Officer and Project Officer, S.S.A , is invited to the subject cited and they are informed that Sarva Siksha Abhiyan is providing books to schools as teacher reference books from time to time for quality education. But it is came to notice that the books were not reaching the schools in time. As such the main motive of providing books is fruitless. Therefore the following measures are to be taken.
1. To verify that all the books reach to all the Mandal points and school points.
2. Registers of teacher reference books should be maintained by H.M and handover to the successor H.M.
3. Furnish feedback on usage of books supplied.
4. Discuss about the usage of library books provided by Sarva Siksha Abhiyan in SMCs meeting and regular meetings by H.M.
5. Ensure that libraries are running for students /teachers to be able to access them.
6. Provide a separate room for library/resource centre wherever possible.
7. Ensure that library period in the daily school time table per class is maintained.
8. To include the assessment of reading and usage of the library in the schools in the monitoring actions.
9. Continuous monitoring/assessment of reading skills among the children by teachers.
10. Penalty should be imposed for loss of books.
11. Stock register and Issue Register should be maintained in school libraries.
12. In daily school prayer, 3 minutes should be allotted to give brief essence of children literature in books supplied by SSA.
Therefore, all the District Educational Officers and Project Officers Sarva Siksha Abhiyan are requested to follow the guidelines scrupulously for/proper utilization of books.

ORDER:
In the circumstances stated by the Prl. Chief Conservator of Forests (Head of Forest Force) that, “Karthika Vanamahotsava” is celebrated in the State for contribution towards nature conservation and requested the Government to declare 17-11-2014 (Monday) falling in Karthika Masam, as Optional Holiday.
2. The Government, after careful consideration of the matter, have decided to declare 17-11-2014 (Monday) as Optional Holiday to celebrate “Vanamahotsavam”. Accordingly, the following notification is issued and shall be published in the extra-ordinary Gazette of Andhra Pradesh:

O R D E R :-
1. In pursuance of the orders issued in G.O.1st read above, orders were issued in the G.O. 2nd read above, regarding recovery of contribution towards Employees Health Scheme from the salary/pension of employees/pensioners eligible for Employees Health
Scheme from December, 2013 payable in January 1st 2014.However, as the scheme was not implemented in the United State of Andhra Pradesh, the said recovery was stopped.
2. In the G.O. 6th read above, after State Reorganisation, orders were issued duly modifying the Employees Health Scheme introducedin G.O.Ms.No.174, 175, 176, HM&FW (M2) Dept., dated 01.11.2013 and G.O.Ms.No.26, HM &FW (M2) Dept., dated 05.02.2014.
Therein inter-alia, it was ordered that:
i) The deductions from the salary/pension of the employees/pensioners towards contribution under the scheme, shall be effect from the salary / pension pertaining to November, 2014 payable on 01.12.2014, Medical reimbursement under APIMA Rules, 1972 will not be allowed for the treatment undergone on and after 01.12.2014. Finance Department will issue instructions to all the drawing and Disbursing Officers, Pension Payment Officers/Sub-Treasury Officers accordingly.
ii) The benefits enumerated above shall be implemented within the estimated annual budget of Rs.220 Crores, which is derived from 40% contributions from employees /pensioners and 60% contribution by the Government.
iii) The Finance Department will issue separate orders out lining the procedure and for advancing funds to the Aarogyasri Health Care Trust from the monthly contributions based on the utilisation and settlement of claims.
iv) The Finance Department will issue orders for reimbursement of expenditure incurred by Aarogyasri Trust towards claims payment and administrative expenditure under Employees Health Scheme between 01.11.2013 and 31.10.2014.
3. Accordingly, Government hereby order that the contribution towards Employees Health Scheme shall be recovered from the Salary/Pension of Employees/Pensioners starting from November, 2014 payable on 1st December, 2014 onwards and reiterate
the earlier orders in this regard.
4. All the Drawing and Disbursing Officers/ pension Payment Officers are hereby instructed to recover the contributions from the Employees/Pensioners as ordered in the referencesfirstand second read above from the salaries/pensions of November, 2014 payable in December, 2014 onwards. The contribution shall be as under:
a) Rs.90/- per month (for Slab A consisting of employees with Pay Grades from 1 to IV and Slab B consisting of employees with Pay Grades from V to XVII).
b) Rs.120/- per month (for Slab C consisting of employees with Pay Grades from XVIII to XXXII).
c) The Pay Grades for three Slabs under other Pay Scales, such as University Grants Commission Pay Scales, will be those equivalent to the corresponding Pay Grades under the State Government.
d) The contribution for service pensioners or family pensioners will be according to the present Pay Grade of the post from which the pensioner retired from service.
5. If both of the spouses are Government employees or Service pensioners, contribution by any one of the spouses is sufficient. In such a case, the applicant shall give a declaration to the effect that the other spouse is a Government employee / Service pensioner, duly indicating the Employee Code/Pensioner Code of the other spouse. All the Drawing and Disbursing Officers are instructed to obtain an undertaking from the employees in the proforma annexed to this order with immediate effect.
6. The proportionate Government Contribution is as follows:
i) Rs.135/- per month for Slab A and Slab B category of employees and pensioners.
ii) Rs.180/- per month for Slab C category of employees and pensioners.
7. The Government contribution for Employees Health Scheme will be made under the following head of account:

8. The contribution of the employees and pensioners on one hand and Government contribution together shall be deposited under the following heads of account under Employees Health Scheme Account along the lines of Contributory Pension Fund.

9. In respect of employees who are on long leave the contribution towards Employees Health Scheme shall be recovered from their leave salary.
10. In respect of employees who are under suspension and those who are on leave without pay, the concerned employee shall contribute the amount to the E.H.S. fund through a challan in the first week and furnish the same to the Drawing and Disbursing Officers of the last station they have worked. The services under Employees Health Scheme shall be suspended temporarily if they fail to comply with the above instructions.

1. In the G.Os first to fourth read above orders were issued for relaxation of ban on transfers till 31st October, 2014 subject to conditions laid down therein. No need for physical presence for pension continuity :: The Jeevan Pramaan scheme, an Aadhaar- based digital life certificate for pensioners, launched by PM Narendra Modi
In a big relief to over 10 million retired employees of government and public sector undertakings (PSUs), a pensioner can now digitally provide proof of his existence to authorities for continuity of pension every year instead of requiring to present himself physically or through a life certificate issued by specified authorities.
The Jeevan Pramaan scheme, an Aadhaar- based digital life certificate for pensioners, launched by Prime Minister Narendra Modi on Wednesday, is one more enabling mechanism for the benefit of the common man after the push towards self-certification. "The proposed digital certification will do away with the requirement of a pensioner having to submit a physical life certificate in November each year, in order to ensure continuity of pension being credited into his account," a PMO statement said. The department of electronics and, information technology has developed a software application which will enable the recording of the pensioner's Aadhar number and biometric details from his mobile device or computer, by plugging in a biometric reading device. Key details of the pensioner, including date time, and biometric information, will be uploaded to a central database on real-time basis, ultimately enabling the pension disbursing agency to access a digital life certificate.
This will conclusively establish that the pensioner was alive at the time of authentication, the statement said. The earlier requirement entailed that a pensioner either personally present himself before the pension disbursing agency, or submit a life certificate issued by the authorities specified by the Central Pension Accounting Office. At present, 5 million individuals draw pension from the central government alone. A similar number draw pension from state and Union territory governments. Several PSUs also provide pension benefits besides which over 2.5 million retired personnel draw pension from the Armed Forces.
The Aadhar-based digital life certificate will go a long way in reducing hardship which so many senior citizens have to go through to produce a Life Certificate every year, the PMO statement said. The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost, it said. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas. Earlier, Modi had issued directive that would do away with the requirement of attestation by government officials of documents for entrance examinations etc. Under the directive, self certification by the person concerned would be sufficient.

2. RBI has given authorization in the reference 7th read abovefor collection of fee for the Director of Government of Examinations,A.P.,Hyderabad to the 10 Banks viz. State bank of India, State Bank of Hyderabad, Punjab National Bank, Bank of Baroda, Bank of India, Canara Bank, Central Bank of India, IDBI Bank, Andhra Bank and Vijaya Bank which are collecting Commercial Taxes/VAT/Excise Duty/Taxes for Mines & Geology already, subject to the condition that the existing system for reporting of State Government transactions to Reserve Bank of India will be kept unchanged and also required to follow
the instructions contained in the “Memorandum of Instructions-Accounting and Reconciliation-State Government Transactions” and the other instructions issued by the Reserve Bank from time to time in the matter.
3. Government after careful consideration of the matter, decided to dispense with the existing system of accepting D.D.s/Challans and to introduceonline facility for payment of user charges for issuing various certificates and examinations fees pertaining to SSC and other minor examinations conducted by the Director of Government Examinations, A.P., Hyderabad and entrustthe work of collection of the above user charges and examination fees to the 10 nationalized banks viz., State bank of India, State Bank of Hyderabad, Punjab National Bank, Bank of Baroda, Bank of India, Canara Bank, Central Bank of India, IDBI Bank, Andhra Bank andVijaya Bank through Cyber Treasury in all divisions of the State of Government of Andhra Pradesh in relaxation of S.R.27 under T.R. 16 of A.P. Treasury Code Volume-I with the following conditions:
i) The School Education Department and the Director of Government Examinations,A.P. Hyderabad shall establish connectivity between the Department and the permitted Banks through Cyber Treasury enabling efficient collection of user charges and all types of examination fees belonging to Director of Government Examinations, Government of Andhra Pradesh under the following Heads of Accounts:
(a) For all types of examination fee & other receipts:

ii) Keeping in view the importance of faster collection of revenue, it is imperative that the funds are collected efficiently and passed on to the Government in the minimum possible time. To monitor this aspect the bank collecting Examination fees and user charges on behalf of the Government shall submit a report (as per proforma-I in annexure to G.O.Ms.No.224, Finance (TFR.I) Dept. dated
12.09.2005)annexed to this order, on weekly basis to Finance (DCM.I) Department containing the information regarding daily collection of remittances, the date of remittance of user charges and examination fees to the Government account and
reasons for any delay of credit to the Government account.
iii) Banks shall submit the data in the electronic form by adopting the software already designed by the Government.
4. The permitted Banks shall enter into Memorandum of Understanding with the Director of Treasuries and Accounts, A.P., Hyderabad for collection of user charges and all types of examination fees belonging to Director of Government Examinations Department on behalf of Government of Andhra Pradesh through Cyber Treasury, if not already done.
5. The following method shall be followed for payment of user charges or Examination fees through online.
i. In respect of all types of examination fees, the concerned Head Master/Principal shall generate Challan from the Director of Government Examinations website i.e.‘www.bseap.org’ in the name of the candidate/candidates.
ii. In respect of user charges, the candidate shall generate Challan directly from the Director of Government Examinations website i.e. ‘www.bseap.org’.
iii. Using printed copy of challan, the Head Master/Principal/Candidateas the case may be shall make payment in the any of the above Treasury banks.
iv. As soon as the payment is received by the banks, they will confirm the same to the Treasury through e-scroll.
v. The DGE will get confirmation from the bank through soft and printed copy of scroll. Soft copy can be directly uploaded to DGE website.
6. The Director of Government Examinations, A.P., Hyderabad and the School Education Departmentare requested to implement the above system promptly and monitor the transactions of the above Banks and ensure that the amount collected is
credited without any delay.

ORDER:
In continuation to the reference 3rd cited, the District Educational Officers are requested to issue instructions to the HMs / Principals of the High Schools for conducting the painting competition by 11/11/2014 on water conservation for students of 6th , 7th , and 8th Classes on the theme “SAVE WATER LIVE BETTER” as a part of the campaign on Water Conservation to create wide spread awareness among students and to sensitize the society towards the issues of water and need for its conservation.
The respective Schools HMs /Principals shall select 3 best paintings from each school and the same should he sent by 16/11/2014 to the office of the Regional Director, Government of India, Ministry of Water Resources, Central Ground Water Board, Southern Region, GSI Bandlaguda, Hyderabad-500068.
Amongst the best paintings received from schools, of all the Districts in the State, 50 best paintings will be selected on 17/11/2014 for State level competition, Which will he held at Ravindra Bharathi, Hyderabad, in the last week of November-2014. The date will be intimated to the selected 50 Paintings /students after the selection.
The Paintings selected at State level will be nominated for National level competition which will be held at New Delhi in the month of January-2015.

1. In the reference read above,the Joint Action Committee of Employees, Teachers, Workers and Pensioners, Andhra Pradesh, have expressed heartfelt condolences to the bereaved family members who lost their kith and kin in the devastated cyclone ‘HudHud’ effected northern districts of Andhra Pradesh, i.e., Zone-I. The Irreparable damage to public and private properties occurred is beyond imagination. They have requested to issue necessary orders for recovery of Two Days Basic Pay to Chief Minister’s Relief Fund from all categories of employees of Government Departments, Employees working in Universities, Employees of Public Sector including Public Institutions, Co-operative Societies and Corporations, all categories of Teachers including Gurukulams and Aided Institutions, Workers & Pensioners and employees of local bodies. The amount be recovered from the salaries for the month of November,2014 payable on 1st December 2014.

Accordingly, all the Heads of the Departments are requested to issue instructions to the Drawing and Disbursing Officers under their control to deduct Two days basic pay from the salary of all categories of employees of Government Departments, Employees working in Universities, Employees of Public Sector Undertakings , Co-operative Societies and Corporations, all categories of Teachers including Gurukulams and Aided Institutions, Workers & Pensioners and employees of local bodies towards contribution to the Chief Minister’s Relief Fund from the salary of November, 2014 payable in the month of December, 2014. In respect of Grant-in-aid Institutions lumpsum deductions shall be made wherever individual pay particulars are not furnished.
3. The amount so deducted shall be credited to the Chief Minister’s Relief Fund under the following head of account by way of separate schedules by the Drawing and Disbursing Offices by attaching the same to the pay bills for the month of November, 2014 and in the case of employees of the Grant-in-aid institutions and others, the amount so deducted shall be credited to the Chief Minister’s Relief Fund through challans.

ORDER:
All the District Educational Officers and Project Officers (SSA) are informed that Government of Andhra Pradesh has introduced CCE from class I to VIII. As per this norms of CCE the question paper has to be set only by respective schools. There should not be any centralized question paper either at district or state level. However since the question paper setting under CCE is a new one, SSA office has been guiding the teachers for the last two years with the support of SCERT in setting Model Question papers and also sometimes supplying printed question papers. This year during the beginning of the academic year though it is made ample clear that question papers are to be set only at the school level, however some teachers have expressed concern that they are very disturbed with the division of the state and hence requested that Summative-I paper has to be set from SSA office. Hence teachers are instructed to spend Rs. 2.50 for every student. In many districts on one side it is complained that this amount is inadequate and on other side it is observed that many printing press people were involved in supply of question papers which is highly objectionable and against CCE guidelines. Under these circumstances it is decided that no Sumrmative- II or III will not be set from SSA office, it should be set only by respective school level. If the number of students is very less and if they want to have expertise from other teachers the question papers can be set at the cluster resource centers (Cluster Schools)/school complexes. Under no circumstances the entire district will adopt the same paper and if the paper is found in any printing press it will be viewed very seriously against all MEOs and DEOs. From 9 and 10 classes DCEB, were setting papers till last year. It is very clearly observed that district board was collecting money from private schools and delivering papers which private schools were never using. It also lead to collection of heavy amount from the private schools. To avoid this kind of malpractice the DCEB was cancelled by the Commissioner & Director of school education. All DEOs are immediately requested to return the amount collected from various private schools and also return the amount to the Government high schools pertaining to the amount collected from the Government Schools. Hereafter respective private schools and Government Schools will set question papers by themselves. Every school will sets its own question papers as per CCE methodology. The Government High Schools will continue to collect Rs.15.00 per student in respect of 9th and 10th classes as it is the practice of earlier. In respect 1st to 8th as no amount can be collected from students as per RTE. Hence the required amount should be spent out of the school grant available and the grants are inadequate, the respective schools/school complexes will issue only question papers and advise the students to bring their own answer papers/white papers. All the DEOs are hereby instructed that Summative -II & III should be conducted as per academic calendar apart from conducting formative assessment. The instructions should be forwarded to all MEOs, Private schools, Government Schools in the state.
