లీపు సంవత్సరం ( Leap Year ) విశేషాలు :: ఆంధ్రప్రభ దినపత్రిక

ప్రతి నాలుగవ సంవత్సరం, లేదా 4తో నిశ్శేషంగా భాగించబడే ప్రతి సంవత్సరం లీపు సంవత్సరం అనే అభిప్రాయం చాలామందిలో వుంది. కాని అది నిజం కాదు. ప్రస్తుతం మనం అనుసరిస్తున్న క్యాలెండర్‌ సౌరమానం ప్రకారం నిర్ణయించబడింది. అంటే సూర్యుని చుట్టూ భూమి ఒక చుట్టు చుట్టి రావడానికి సంబంధించిన సమయాన్ని బట్టి నిర్థారించబడింది. సూర్యుని చుట్టూ భూమి ఒక చుట్టు చుట్టి రావడానికి ఇంచుమించు 365 1/4 రోజులు పడుతుంది. అంటే 365 రోజుల 5 గంటల 48 నిముషాల 45,9747 సెకన్లు, మొదట్లో భూ పరిభ్రమణ కాలాన్ని లెక్కలోకి తీసుకొని సంవత్సరానికి 365రోజులుగా నిర్థారించారు. నాలుగు సంవత్సరాలలో మిగిలిపోయే నాలుగు పావు రోజులనూ కలిపి, ప్రతి నాలుగవ ఏడాదికి ఒక రోజును అదనంగా కలిపి, ఆ ఏడాదిలో 366 రోజులుగా తీర్మానించారు.
అయితే దీని వల్ల సమస్య పూర్తిగా పరిష్కరించబడలేదు. ఎందుకంటే ఈ పద్ధతిలో క్యాలెండర్‌ని నిర్ణయించినప్పుడు కూడా ప్రతి ఏడాది 0.0078 రోజులు తేడావచ్చి, ప్రతి 400 సంవత్సరాలకు అది సుమారుగా 3 రోజులు (3.12) కావడం మొదలుపెట్టింది. అంటే క్యాలెండర్‌ ప్రకారం ప్రతి 400 ఏళ్లకు 3 రోజులు అదనంగా కలుస్తూ వస్తున్నాయన్నమాట.
దానితో క్యాలెండర్‌ని మరింతగా సవరించాల్సి వచ్చి 1582లో పోప్‌ గ్రిగరీ క్లేవియస్‌ అనే ఖగోళ శాస్త్రవేత్త ప్రతి 400 ఏళ్లకు 3 లీపు సంవత్సరాలను తొలగించడమే దీనికి పరిష్కారమని సూచించాడు. అంటే ప్రతి 400 ఏళ్లలోనూ మొత్తం 100 లీపు సంవత్సరాలు కాక కేవలం 97 లీపు సంవత్సరాలే వుండాలి. దీనిని దృష్టిలో పెట్టుకుని 1600, 1700, 1800, 1900... వంటి శతాబ్ది సంవత్సరాలలో 4తో గాక, 400తో నిశ్శేషంగా భాగింపబడే సంవత్సరాన్నే లీపు సంవత్సరంగా పరిగణించాలని తీర్మానించారు. అందుకే లీపు సంవత్సరాన్ని ఖచ్చితంగా తెలుసుకోవాలంటే ఈ విషయాన్ని కూడా మనం దృష్టిలో పెట్టుకోవాలి.

Commencement of Departmental Test Examinations : 10-05-2012 to 15-5-2012.

              The  Commission  is  inviting  the  Departmental  Test  applications  from  the candidates for  May  2012  session  Examinations  through  ONLINE  only.  Application Form, Time-Table, Detailed Notification, Instructions to the Candidates and other full details are available in the Commission’s Website http://www.apspsc.gov.in from 28-2-2012.
                  The Candidates shall apply for the Departmental Tests through ON-LINE from 2-03-2012 to 28-03-2012 (from 2-03-2012 to 24-03-2012 for payment of fees). After filling the necessary details the challan will be generated indownloadable/ printable PDF Candidates are required to take printout of the challan.The Candidates are required to pay the amount indicated in the challan in any branch of State Bank of
India across the country/AP Online centres and then fill up application form ONLINE as detailed below.

IMPORTANT NOTES   
. The Candidates should read the Commission’s Notification and other instructions available  in Users Guide carefully before applying for the Departmental Tests and enter the particulars properly in the Application through ON-LINE.
. The Candidates are required to retain copy of application form with reference Id No & Fee paid challan with them for reference.
. The  Candidates  have  to  submit  applications  only  through  Online  mode,  Hand written / Typed / Photostat copies / Printed  Application  Form  will  not  be  entertained either by  APPSC  directly or by post office nor in person. Candidates are advised to submit  their applications through Online well in advance of the last date to last day avoid rush. APPSC is not responsible for non-availability of website services due to heavy network traffic.  
           
. The Following Tests bearing paper code numbers such as 5,8,10,18,19,27,28,36,43,45,49,62,67,77,98,108,127,136,137,141,142,144 to 148 and 155 are not only for Government  servants  but  also  open  to  all  whether  the  applicant  is  in  Government service  or  not.  Other  Tests  can  be  written  by  any  Government  servant  whether working in the same Departmental or not. 

How to pay Fees and fill in the Application Form.
    I Step:- The Candidates has to logon to the WEBSITE(www.apspsc.gov.in) and  enter his/her necessary details like Name, Father’s Name, Date of Birth,  and papers to be applied.
    II Step:- Immediately on entering the above details the Applicant will get Challan Form to pay the Fee at State Bank of India/A.P. Online centers.
    III Step:- The Applicant should pay the prescribed Fee in any one of the State Bank of India/A.P. Online Centres  and obtain  Fee paid challan with Journal  number  in the first instance.
    IV Step:- On the Next working day after payment of Fee the Applicant should  again   visit  WEBSITE and enter the Journal Number details to get the format of Application. The applicant has to invariably fill all the  columns in the Application and should submit ON-LINE.
    V Step:- Those Candidates who need assistance of scribe are requested to apply for   the same directly to the Commission on or before15-04-2012.They should mention the  Application ID Number and enclosed Copy of the Medical  certificate  along  with a representation.


    Last Date for payment of Fee at AP Online / SBI  is  24-03-2012.

    Last Date and Time for submission of Application is 28-03-2012 5.00P.M

Chemical Elements 114 and 116 names provisionally approved

Georgy Flyorov is honoured in the naming of element 114
              
                    In a piece of showmanship no doubt intended to further raise the profile of chemistry, Nicole Moreau, president of Iupac, announced at the closing ceremony of the International Year of Chemistry the proposed names for elements 114 and 116, whose discovery was officially ratified in May of 2011.
The discoverers of the brand new elements, the Joint Institute for Nuclear Research in Dubna, Russia and from the Lawrence Livermore National Laboratory, California, US, agreed on the names flerovium (Fl) for element 114 and livermorium (Lv) for element 116. These names have been OK’d by Iupac’s inorganic chemistry division paving the way for the provisional recommendations. Now, the names are open for public comment and after five months the inorganic division will make a decision on whether or not to accept the new names.
Livermorium is obviously named after the lab, while flerovium is the Russian lab’s tribute to the physicist Georgy Flyorov. What do you think of the new names? What would you have called them?

సంకెళ్లతో బియ్యం బస్తా మోసి లోక్‌సత్తా పార్టీ అధ్యక్షుడు జయప్రకాష్ నారాయణ నిరసన

రైతు సమస్యలపై లోక్‌సత్తా పార్టీ పోరు ప్రారంభమైంది. లోక్‌సత్తా పార్టీ అధ్యక్షుడు జయప్రకాష్ నారాయణ కర్నూలు జిల్లాలో ఎమ్మిగనూరు నుంచి రైతు పాదయాత్రను ప్రారంభించారు. ఈ యాత్ర రాయచూరు వరకూ కొనసాగనుంది.


ఎమ్మిగనూరులో అంబేద్కర్ విగ్రహానికి పూలమాల వేసి జేపీ నివాళులు అర్పించారు. ఇంకా సంకెళ్లతో బియ్యం బస్తా మోసి నిరసన తెలిపారు. ఈ సందర్భంగా జయప్రకాష్ నారాయణ మాట్లాడుతూ.. గిట్టుబాటు ధరలు సగానికి సగం పడిపోయాయని ఆవేదన వ్యక్తం చేశారు. రైతులకు ఎక్కడ పండిన పంటను అక్కడే అమ్ముకునే అవకాశం ఉండాలన్నారు.


పండించిన పంటను అమ్ముకోవటానికి ఆంక్షలు పెట్టడం సరికాదని జేపీ వ్యాఖ్యానించారు. ప్రభుత్వం చేసిన పాపాల వల్ల రెండేళ్లలో ఎరువుల ధరలు రెండింతలు పెరిగాయని జేపీ తెలిపారు

ప్రస్తుత ఏడాదికూడా పీఎఫ్‌పై 8.5శాతం వడ్డీ

ప్రస్తుత ఆర్థిక సంవత్సరంలోకూడా 8.5శాతం వడ్డీనే ఇవ్వాలని ఉద్యోగుల భవిష్యనిధి సంస్థ(ఈపీఎఫ్ఓ)నిర్ణయించింది. కేంద్ర బడ్జెట్ ప్రవేశపెట్టేందుకు గడువు దగ్గర పడుతుండటంతో ఆ సంస్థ ఈ నిర్ణయాన్ని ప్రకటించింది. దీంతో కేంద్ర కార్మిక శాఖామంత్రి మల్లికార్జున ఖర్గే నేతృత్వంలోని సెంట్రల్ బోర్డ్ ఆఫ్ ట్రస్టీస్(సీబీటీ) ప్రస్తుతమున్న వడ్డీ రేట్లనే చెల్లించాలని నిర్ణయించింది.దీనికి సంబంధించి ప్రస్తుతం రూ. 1.82 లక్షల కోట్ల రూపాయల డిపాజిట్లపై ఈ వడ్డీని చెల్లిస్తున్నారు. అయితే ఈ నిర్ణయాన్ని కేంద్ర ఆర్థిక మంత్రిత్వశాఖ ఆమోదించాల్సి ఉంది. ఇదిలావుండగా ఈపీఎఫ్ రిటర్న్ దాఖలులో 8.5శాతం ఉంటే పీఎఫ్ పెట్టుబడులపై వచ్చే ఆదాయానికి 80సీ పన్ను రాయితీ ఉంటుంని అధికార వర్గాలు చెపుతున్నాయి.కాగా భారతీయ స్టేట్ బ్యాంక్‌కూడా డిపాజిట్లపై వడ్డీ రేట్లను 25-50 బేసిక్ పాయింట్లను తగ్గించాలని నిర్ణయించినా, ఈపీఎఫ్ఓ మాత్రం వరుసగా ఐదో సంవత్సరం కూడా వడ్డీ రేటును తగ్గించలేదు.

even before submitting the DA arrears, at the stage of DA processing the site says "DA Arrears for this Period is Already Taken" and at submission stage it says "TBR NUMBER ALREADY GENERATED"....This problem is appearing for the last 3 days...officials are unable to clarify..seems to be a bug in the software package...union leaders may kindly take up this matter to the notice of the higher officials in Hyd and try for rectification or clarification.

Sir, you plz check TBR list and cancel the bill which was already generated related to DA Arrear and then proceed again. If the TBR number is not generated, then the bill will automatically be processed. If any problem occurs again try in different browser( like Internet Explorer)

Commencement of Departmental Test Examinations : 10-05-2012 to 15-5-2012. 

    I Step:-   The Candidates has to logon to the WEBSITE(www.apspsc.gov.in) and  enter his/her necessary details like Name, Father’s Name, Date of Birth, and papers to be applied.
    II Step:-  Immediately on entering the above details the Applicant will get Challan Form to pay the Fee at State Bank of India/A.P. Online centers.
    III Step:- The Applicant should pay the prescribed Fee in any one of the State Bank of India/A.P. Online Centres  and obtain  Fee paid challan with Journal number  in the first instance.
    IV Step:- On the Next working day after payment of Fee the Applicant should again   visit  WEBSITE and enter the Journal Number details to get the format of Application. The applicant has to invariably fill all the  columns in the Application and should submit ON-LINE.
    V Step:- Those Candidates who need assistance of scribe are requested to apply for the same directly to the Commission on or before15-04-2012.They should mention the  Application ID Number and enclosed Copy of the Medical certificate  along  with a representation.

APDSC 2012 Online Application Procedure :: Steps To Follow

(1) Go to //http:// apdsc.cgg.gov.in
(2) Click on Application Submission
(3) Click on the Category of School you intend to apply for i.e. General Schools or Special Schools.
(4) Click on the dialogue box(i.e., WELCOME TO ONLINE APPLICATION)
(5) Confirm the next dialogue box(i.e., Fields marked with ‘*’ are compulsory)
(6) Enter your Journal Number, Date of Payment of fee, Date of birth, Details of Post/s applying for, Community, PH Status and TET Hall Ticket Number/s. 
(7) At the field ‘Attach your latest photograph’ Click on Browse button and attach your photograph and your signature stored on the local machine.
(8) Tick the declaration and enter the verification code.
(9) Press Upload
(10)The application will be opened.
(11)When   the   application   form   is   opened   submit   the   study   particulars   for establishing the local/non-local status.
(12)Submit your Academic and Professional Qualifications
(13)Check on the application, if the photo is of required size, clear and is of the same candidate of whom the details are to be filled in the application. If the photo is smaller in size, not clear or does not belong to the candidate press 'BACK' button below the photograph on the application form and restart with scanning of the photograph.
(14)Now fill in the application form as per the instructions given in the User Guide and Information  Bulletin and those offered while filling the online application form.
(15)After filling all the details press PREVIEW button. This will display the details submitted by you
(16)If you find all the details correct press SUBMIT other wise press EDIT and resubmit the information

            On submission of application form online the candidate shall be given reference ID number  which   should   be   kept   carefully   for   any   kind   of   future   correspondence. Submission   of   application   can   be   considered   to   have   been   completed   only   on receiving reference ID number.
 
            On completion of submission, the candidates shall take a printout of the application and preserve / retain it for future use. Candidates should not submit the printout of the application through ‘post’ to any Authority.
 
             Repeat   the   same   process   if   you   intend   to   apply   for   posts   in   both   the   category   of
Schools. Online applications will be accepted till midnight on 17.03.2012.
 
             In case of any clarifications before, during or after submission of application online the candidates   may   contact   the   help   desk   at   Telephone   Numbers   CGG:   9701376237, 9701376238 between 10.30 a.m. and 5.00 p.m on all working days from 15-02-2012 to 19-03-2012.
 
             After   taking   a   print   out   of   online   application,   the   candidate   shall   go   through   the particulars furnished by him/her immediately.   If any complaints/errors, the candidates can post their complaints/errors pertaining to their application at http://apdsc.cgg.gov.in between   18.02.2012   to   20.03.2012.   However,   a   candidate   can   post   her/his complaints/errors, pertaining to their applications, twice only.  Complaints/errors relating to photograph will not be entertained.
 
             In any case applications will not be received in any kind of manual form. Candidates can download their Hall Tickets from the website at http://apdsc.cgg.gov.in from the date to be notified later.   In case any candidate cannot download the Hall ticket she/he   should   contact   the   Help   Desk,   O/o. Commissioner   &   Director   of   School Education, DSC- 2012, between 10.30 AM to 5.00 PM on all working days from date of download to 04.05.2012 in person only giving details of the journal number of the fee paid,   Reference   number   of   the   application   submitted,   a   copy   of   the   printout   of   the Application form and one photograph (as pasted on the application form).
 
              Request for issue of duplicate Hall Ticket will not be entertained after the examination in any case. "The Candidates who have obtained Degrees through Open Universities / Distance Education mode are required to have recognition by the Distance Education Council, IGNOU. Unless such Degrees had been recognised by the D.E.C. they will not be accepted for the purpose of Educational Qualification. The onus in case of doubt, of Proof   of   recognition   by   the   D.E.C.   that   their   Degrees   /   Universities   have   been recognized, rests with the Candidate."

DA Arrear Bill :: Help from DDOREQ

INSTRUCTIONS TO DO THE DA ARREAR BILL ONLINE:
1. If there is any change in Basic Pay due to admission of the bill manually,the basic pay has to be changed in the master file invariabilly.
2. The System calculates the DA arrears for the period from 01-07-2011 to 31-01-2012 taking the existing basic of the employee from the database.
3. By selecting the employee, one can change
     a. Working Days of the employee if the salary is drawn part of the month.
     b. He can include Difference of DA on surrendered leaves.
     c. He can include Difference of DA on FAC Period
     d. Employees Due to Retire can be Given Cash By Changing 'ADJCASH' as 'C' to That Employee
     e. If the promotion date lies between 01-07-2011 to 31-01-2012 ,Date of joining into the new post and basic pay of previous post needs to be entered.
